About this Position

Lane County is seeking an experienced Telecom System Administrator who is interested in being part of an exciting opportunity to guide the County's effort to manage its telecommunications environment. This position will be part of the Technology Services department, which serves all Lane County departments including: Assessment & Taxation, Board of Commissioners, County Administration, County Counsel, District Attorney's Office, Emergency Management, Health & Human Services, Human Resources, Public Works and the Sheriff's Office.

Candidates must enjoy working as part of a cross functional team, have the ability to translate complex business requirements into technology solutions, and demonstrate a firm grasp of the principles of a modern telecommunication systems including: architecture, security, and configuration management. Successful candidates will also possess strong leadership skills, the ability to work efficiently with minimal supervision, and a desire to share their knowledge with others by way of documentation and cross training. The successful incumbent will have knowledge of H323 and SIP phones, experience with paging and call centers, and programming of phone trees. The ideal candidate will also have a proven track record of providing excellent customer service in alignment with Lane County's core behaviors: Passion to Serve, Driven to Connect, and Focused on Solutions. 

Key Responsibilities
  • Support enterprise-class telephony solution including: SIP, session managers, and session border controllers (SBC's).
  • Work with cross functional teams to provide tier 3 escalation for troubleshooting of high severity incidents and support of advanced operational needs.
  • Drive a continuous improvement mindset with the team, embracing a DevOps culture while constantly finding ways to make our systems more reliable.
  • Create solutions to automate tasks with an emphasis on scalability and reliability
  • Provide subject matter expertise when collaborating on cross platform projects with teams responsible for network, servers, storage, information security, and field services (desktop support).
  • Provide feedback to management in the form of regular meetings, issue documentation, suggestions on areas for improvement, and making recommendations to service owners on ways to increase capacity as we continue to grow.
  • Develop and mentor other team members on standard support methodology for troubleshooting application services in production.
  • Work with our service providers and external partners to ensure top quality service for Lane County.

Schedule: Monday - Friday; 8:00am - 5:00pm

Training:

  • Equivalent to a Bachelor's degree from an accredited college or university with major course work in computer science or a related field.

Experience

  • Four years of increasingly responsible system network analyst experience.
  • An equivalent combination of experience and training that will demonstrate the required knowledge and abilities is qualifying.
Technical Skills
  • Experience troubleshooting and supporting SBC's, IP-PBXs (VoIP/SIP), call management systems, voicemail systems, IP/SIP soft-phones, IP Phones, automatic call distribution (ACD) (Call Center) and eFaxing.
  • Experience working with LECS (POTs, PRI, SIP).
  • Experience monitoring system KPI's including network performance, system usage, licensing.
  • Working knowledge of wiring and telecom/network closets.
Preferred Skills:- Experience with the following Avaya products a plus
  • Aura Messaging/IX Messaging
  • Communication Manager
  • System & Session Manager
  • Session Border Controllers
  • IP Office
  • Application Enablement Server
- Experience with Teams telephony integration a plus- Experience with VCenter and VMWare hosts a plus

Special Requirements:

  • Applicant must be in possession of a valid driver's license at time of application, and a valid Oregon Driver's license by the time of appointment.
