Under the general supervision of the Director of Operations, the Fixed Route Manager supervises ongoing LAKETRAN Fixed Route operations. Responsible for all facets of daily Fixed Route road operations, including driver and operations staff assignments, dispatch, customer relations, training, and compliance with all applicable local, state, and federal regulations.
Principal Duties and Responsibilities
· Provides ongoing quality control to fixed route operations to ensure service is provided on time, safely, and with the highest degree of customer care.
· Provides ongoing quality control to Special Transportation Service Operations to ensure service is provided on time, safely, and with the highest degree of customer care.
· Proactively tracks, monitors, and evaluates operating statistics and data to ensure performance standards are met. Identifies needs and implements corrective action as necessary.
· Ensures Customer Complaints are investigated and resolved promptly. Seeks to implement improvements to prevent future, similar concerns.
· Assists Director of Operations with preparing monthly performance reports for Board of Trustees. Prepares other statistical reports as needed.
· Reviews Daily fixed route Incident Reports, takes necessary corrective action per Laketran Policy Manual, Laketran Operators Manual and the Union contract.
· Oversees Fixed Route Driver adherence to Laketran’s attendance policy, follows up with employees and assigns attendance points as needed.
· Assists the Director of Operations with the supervision of Road Supervisors, Dispatchers, Trainer, Fixed Route Drivers, Customer Service Supervisor and Customer Service Representatives.
· Assists the Director of Operations to oversee preparation of run schedules and scheduling updates.
· Assists the Director of Operations in staff hiring, training, development, evaluation, and discipline.
· Assists the Director of Operations with safety and security, including training, ongoing education of employees, and enforcement of Laketran’s safety rules and policies.
· Assists the Director of Operations in planning disaster and evacuation plans in the case of local or national emergencies.
· Manages Fixed Route peripherals including but not limited to departure boards, destination signs, fixed route scheduling software, GTFS feed, passenger counters, Tboxes, fare boxes, mobile ticketing and Ticket Vending Machines.
· Manages calibration and recertification process for passenger counters used for NTD.
· Special projects as assigned.
Knowledge, Skill, and Ability Requirements
The ability to manage the operations aspects of a public transit organization, including Fixed Route services, typically obtained through at least five years of progressively more responsible transit operations management experience; management skills to effectively supervise a large number of people, usually obtained through completion of a Bachelor’s degree, or an equivalent combination of education and experience sufficient to successfully perform the duties of the job; proficiency in the use of computerized CAD/AVL vehicle scheduling and management software, GPS systems, Microsoft Windows, Word, Excel, Mobile Fare Payment and GFI electronic fare boxes; knowledge of the principles, practices, and techniques of labor relations, including collaborative negotiations with unions, and handling grievances and arbitration; a valid Ohio Driver’s License and a good driving record; a flexible schedule, including variable shifts, evenings, and/or weekends; outstanding presentational, interpersonal, and organizational abilities; outstanding written and oral communications including excellent public speaking and relations skills; and good attendance, safety, and disciplinary records.
