THE POSITION:

The Human Resources (HR) Manager – Talent Acquisition & Onboarding is a member of the HR Team and works under the direction of the Director of Recruitment & Onboarding. The HR Manager is responsible for applying business knowledge, industry best practices and is considered an expert on talent acquisition and full-cycle recruitment. The Talent Acquisition & Onboarding Manager will be responsible for managing and overseeing recruitment and onboarding processes and executing recruitment strategies to attract and retain top talent, ensuring compliance with onboarding procedures, and managing the daily activities of our recruitment and onboarding team. Additionally, this position will involve overseeing and managing our Applicant Tracking System (ATS) and supervise a team of Recruiters and HR Associates focused on onboarding compliance. 

WHAT YOU'LL DO:

RECRUITMENT STRATEGY EXECUTION:

  • Manage the full recruitment cycle, from job posting to offer acceptance.
  • Working with the Director of Recruitment, develop and implement effective talent acquisition strategies to attract and retain top talent.
  • Collaborate with hiring managers to understand staffing needs and requirements.
  • Manage the utilization of various recruitment channels, including job boards, social media, professional networks, and job fairs to source candidates.
  • Collaborate with the Director of Recruitment to oversee the annual LAFH job fair.
  • Oversee candidate screenings, interviews, and assessments to evaluate qualifications and fit for the organization.
  • Review and authorize submitted requisitions.
  • Conduct presentations and trainings to hiring managers on effective hiring practices and ATS utilization.

ONBOARDING COMPLIANCE:

  • Oversee post-offer onboarding compliance, ensuring candidates are promptly followed up with and all necessary documents are collected and uploaded.
  • Manage and ensure adherence to onboarding protocols, including conducting background check reviews, coordinating with the Director as needed, managing IT requests, and communicating effectively with hiring managers regarding onboarding delays. 
  • Provide guidance and support to hiring managers and new hires throughout the onboarding process.
  • Conduct a thorough review to verify the accuracy of data inputted into our recruitment and onboarding systems, and ensure that all documents are collected, up-to-date and accurately categorized for upload.
  • Stay up-to-date on relevant employment laws and regulations to ensure compliance.

TEAM MANAGEMENT:

  • Lead and manage a team of recruiters and onboarding associates, providing guidance, coaching, and performance feedback.
  • Conduct weekly and group supervisions with assigned team members and oversee work schedules. 
  • Handle discipline and termination of employees in accordance with company policy.
  • Coordinate and delegate tasks and responsibilities to team members to ensure efficient operation of the recruitment and onboarding functions.
  • Foster a collaborative and inclusive team environment that promotes professional growth and development.

APPLICANT TRACKING SYSTEM (ATS) MANAGEMENT: 

  • Oversee and manage the Applicant Tracking System (ATS), ensuring accurate and up-to-date candidate and job information.
  • Provide training and support to staff on the effective use of the ATS.
  • Using the ATS data, generate reports, create dashboards, and analyze metrics to inform about recruitment progress and identify areas for improvement.

OTHER:

  • Collaborate with HR leadership to ensure efficiency in processes for the department.
  • Manage and fill senior-level positions as directed by the Director of Recruitment. 
  • Record and input job descriptions into the Applicant Tracking System (ATS).
  • Revise Standard Operating Procedures for the Talent Acquisition and Onboarding process as required.
  • Provide weekly reports on talent acquisition and onboarding activities.
  • Supervise the recruitment and onboarding process for interns and temporary staff.
  • Ensure prompt submission of invoices.
  • Additional tasks, projects, job duties, and responsibilities assigned by HR Leadership.

WHAT YOU'RE SKILLED AT:

  • Bilingual proficiency in English/ Spanish desired.
  • Thorough understanding of recruiting methods and best practices, as well as applicable policies and federal, state, and local employment laws and regulations.
  • Thorough understanding of technology and recruitment channels. 
  • Excellent verbal and written communication skills. 
  • Excellent interpersonal and customer service skills.
  • Excellent organizational skills and attention to detail.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Strong supervisory and leadership skills.
  • Ability to prioritize tasks and to delegate them when appropriate.
  • Ability to function well in a high-volume, fast paced work environment.
  • Proficient with Microsoft Office Suite and related software.
  • Ability to work in a team environment and independently. 

OTHER

  • Maintain and execute confidential information according to HIPAA standards.
  • Obtain and maintain CPR/First Aid Certification.
  • Ability to pass post offer Tuberculosis (TB) clearances.
  • Prolonged periods of sitting at a desk and working on a computer.
  • Must have and maintain a valid California Driver’s License and auto insurance in good standing.
  • Use of a personal vehicle to travel between worksites and other locations is required.
  • Ability to work a 9/80 work schedule.
  • Ability to work a hybrid work schedule. 

WHAT YOU'VE ACOOMPLISHED:

  • BA in Business, Human Resources, or related field with five years (5) years of experience in talent acquisition and full-cycle recruitment. Experience may be substituted for education. 
  • SHRM Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP) credential preferred.
  • SHRM’s Talent Acquisition Specialty Credential a plus. 
  • Experience supervising staff required.
