This position works 8:00am - 4:00pm on Saturdays with the possibility of picking up additional weekday hours as needed by the department.
This role provides paraprofessional support to Electronic Monitoring/Day Reporting Program in the Justice Support Services Section of the Human Services Department. Duties involve monitoring daily activities of participants on the Electronic Monitoring System/Day Reporting Program and recording and reporting this information. Facilitates drug testing using one of several methods including urine collection and assists as needed with other programs such as treatment courts. Interacts with a number of agencies and persons, including jail inmates. A person of the same gender as the client must perform the urine collection monitoring, and therefore staffing needs are by gender - Our current need is for a female.Associate Experience – What’s In It For You?

Assists program clients with all aspects of case conditions that they are required to meet. 

Hooks up GPS and Remote Breath devices on clients. Advises the clients of the program rules and the operation of the device. This function requires physical contact with participant.

Assists participants with alcohol and drug testing, which could involve one of four methods. The four methods are: the Remote Breath device, the breathalyzer ( which requires close proximity to the client but no physical contact), the sweat patch (which requires physical contact with the client), and the urine test (which requires close proximity to the client but no physical contact).

All staff will be furnished with and required to use Personal Protective Equipment when working directly with clients.

For clients on alcohol and drug testing, will work with client to facilitate testing. This includes administering the breathalyzer test, applying, and removing the sweat patch, and observing urine collection. Breathalyzer results will be recorded. Sweat patches will be packaged for submission to testing lab ensuring proper protocol is maintained. 

A person of the same sex as the client must observe the client urinate directly into the specimen container according to protocol to minimize the submission of adulterated or fraudulent specimens. Staff will then prepare samples for submission ensuring proper protocol is maintained. 

For clients using GPS or Remote Breath equipment, ensures all necessary data is entered into the monitoring center database to allow for accurate monitoring. Reviews report from the monitoring center on violations, records each violation in case management database daily. 

Frequent contact with clients, courts, jail staff, law enforcement and other community professionals, and family members of clients. Contact may be in person, by phone, or electronically (virtual meeting or email). Provides all assistance requested to the best of ability. Assists clients with troubleshooting equipment issues, submitting schedules, and many other aspects of case requirements. 

Completes all required paperwork by filling out forms, especially upon opening or closing of cases. Completes progress notes as required for every client contact. 

Create files, sorts and files materials. Uses various office machines in the performance of duties, including computer, telephone, copier, and fax machines. 

Performs receptionist duties: answers phone, takes messages, handles inquiries, and refers callers to appropriate personnel, resources.

Physical demands: Walks and moves about the office and collection room. Moves from desk to other areas of county buildings including the County Jail. Stands and reaches. Sits at desk. Uses hands and fingers for installing monitoring devices and for holding and handling urine collection containers. Uses hearing and near vision. Uses fingering for data entry and word processing and other office machines. Uses oral communication to give clear instruction to clients, callers, and department staff. Handles papers and manuals, etc. Some time is spent standing and reaching in order to perform filing or other duties, and lifting files, copy paper and other office materials. Work includes weekday hours and hours in the evening and on weekends during the day. Tasks may involve exposure to blood/body fluids.

  • Ability to communicate effectively with a variety of persons, including jail inmates, and to deal with the public and to establish good working relationships with County officials, related agencies and other employees.

  • Ability to keenly observe activities of program participants.

  • Ability to operate general office equipment such as word processor and copying machines.

  • Ability to make simple computations either manually or by machine.

  • Aptitude for clerical operations.

  • Ability to manage different types of electronic monitoring equipment.

  • Ability to understand and carry out oral and written instructions of specific nature.

  • Ability to read, write and calculate release dates.

  • Ability to enter data accurately, perform basic word processing functions, use e-mail and other computer programs.

  • Ability to work with confidential records and keep confidentiality.

  • Ability to use independent judgment in carrying out assigned tasks.

  • Ability to keep a variety of records.

  • Graduation from an accredited high school or GED.

  • Previous experience in an office setting or customer service position with proven record of handling attention to details accurately and follow-up/thoroughness skills.

  • Experience using computer databases, web based programs and other computer software. Experience using GPS (global positioning) software is a plus.

  • Preference for persons who have worked with the jail inmate population.

  • Experience working with persons who are chemically dependent or who have mental illness is helpful.

  • Good interpersonal and verbal skills for dealing appropriately with jail inmates and the public.

  • Must be patient, have pleasant disposition and ability to multitask while displaying a calm demeanor.

  • Must have flexibility in availability for work which will include weekday, weekend, holiday and evening hour.

  • Gender is a Bona Fide Occupational Qualification for this position based on the essential job function of witnessing urine collection. Finalists will be limited to that of the gender needed at the time of recruitment.
