This is a professional leadership and accounting position in the Human Services Department to lead, plan, organize, develop and direct the financial functions of the Human Services Department, and to supervise assigned staff. Leadership is a key role to this position and leadership skills are necessary. In addition, a business degree is important to the success of overseeing this highly skilled team of accounting professionals. Governmental accounting experience is a strong preference, although not required.

Salary Range: $84,864 - $109,137

ESSENTIAL JOB FUNCTIONS
Leads, supervises and directs all financial activities of the Human Services Department (HSD), which includes accounts payable, accounts receivable, insurance billing, collections, petty cash, procurement of vendor services, rate setting, financial reporting, and other related functions. Leads and oversees the preparation of general ledger reconciliations and reconciliations between other data management systems.
 
Establishes short and long-term goals, direction, and priorities for the HSD Fiscal Unit. Hires, supervises, trains, motivates, evaluates, disciplines and schedules work flow of the HSD Fiscal Unit.
 
Consults with the Human Services Deputy Director and the department’s management team in the planning, coordinating, development, integration, and execution of the HS budget. Assists management and employees with the interpretation and correct application of Finance policies and procedures to ensure compliance. Serves as a resource to the HSD management team to provide input for the ingoing development and improvement to the Department’s outcomes and mission.
Leads the provision of complete and accurate financial and statistical data on an ongoing basis and when requested. Leads the preparation of assigned reports that are of a complex specific nature, including but not limited to analyzing "what if" scenarios, preparing pro forma statements, forecasting financial effects of business practice changes.
 
Ensures compliance with accounting procedures required by regulatory agencies, including all Governmental Accounting Standards Board pronouncements and statements. Works in cooperation with the Auditor/Finance Director to maintain adequate accounting systems, implement recommended internal controls and monitor existing controls.
 
Develops, composes and organizes a variety of professional-level narratives, reports and correspondence; monitors the maintenance of reporting and recording systems, including application of electronic information systems, to ensure accurate records are kept in accordance with legally-mandated record management practices and procedures.
 
Serves as a resource to HSD in the development of business applications within Information Technology and related committees and projects.
 
Attends various committee and board meetings to represent Human Services financial interests at the county, regional or state level. In addition, may also serve as a member of various local, regional or State committees, representing La Crosse County Human Services Department.
 
Assists in the oversight of preparation and review of the Comprehensive Annual Financial Report, the Popular Annual Financial Report (PAFR) and the Report on Federal and State Awards (Single Audit). Follows up on and leads the implementation of audit recommendations made by external auditor.
 
Develops innovative and creative solutions for correcting unsatisfactory conditions, improving operations and reducing costs.
 
Reviews internal policies and procedures to ensure they are written clearly, comprehensively, provide sufficient internal controls, and are in compliance with County Ordinance and other laws. Devises, recommends and implements departmental and county-wide financial, administrative and data processing controls, systems, policies and procedures.

  • Knowledge of Microsoft Office products.

  • Bachelor's Degree in Business required, Accounting preferred; Master's Degree preferred.
  • Minimum seven years (7) of accounting experience with knowledge proper audit techniques and internal controls. Preference for experience in governmental accounting and public administration.
  • Management (preferred) or supervisory experience required.
  • Strong preference for Certified Public Accountant, Certified Internal Auditor, or Certified Public Finance Officer.
  • May consider other relevant combinations of education and experience that provide equivalent knowledge, skills, and abilities.
