Essential Responsibilities

Administers and oversees processing of the daily receipts file from all employers, confirming file transfer of receipt totals to US Bank. Notifies appropriate staff with issues and follows up to make sure issues are resolved.

Responsible for developing and administering process for monitoring and analyzing employer adjustments. Oversees process of working with employers and staff to resolve adjustments.

Responsible for reviewing and processing checks received from employers. Reconcile accounts and make determination when invoice needs to be manually closed. Coordinates with applications developers and Fiscal Services staff on proper action and follows up until closed.

Administers and oversees processing requests for refund of overpayment from employers. Confers with employers to determine the desired option for repayment. Coordinates with other Fiscal Services staff to issue a refund check through the accounting system or prepares a credit memo for the agency to apply to an outstanding invoice.

Responsible for preparing and entering journal voucher entries for current and prior fiscal years.

Responsible for the monthly reconciliation of employer payments. Review and identify discrepancies in employee and employer contributions, journal entries and credit memos. Compare entries posted to the general ledger to entries processed in KPERS system. Research discrepancies, develop solutions, consult and coordinate activities to rectify with Fiscal Services staff.

Responsible for reviewing and preparing invoices for employer paid arrearages. Review and approve amounts and send to actuary. Prepare and maintain an excel log sheet of all invoices created and updating as invoices are paid.

Serves as a backup to monitor cash flow of the System. Monitors cash requirements of all funds of the System. Provides reporting of fund status.

Perform other duties and special projects as assigned in order to meet the objectives of the Fiscal Services Division and KPERS. This includes but is not limited to the interpretation and accounting systems impact of proposed legislation, board policy changes, and executive recommendations.

Experience and Education Required

Three years of accounting experience. An undergraduate degree in accounting or finance, with a minimum of 24 semester hours in accounting from an accredited college or university. Education or experience may be substituted as determined relevant by the agency.

Skills and Abilities

  • Proficient in the use of Microsoft Office (i.e., Excel, Word, Access)
  • Proficient working with computer record systems for integration and accounting control.
  • Knowledge of General Ledger system structure and maintenance
  • Knowledge of principles, practices, and standards to ensure compliance with Generally Accepted Accounting Principles and Governmental Accounting Standards Board standards
  • Ability to understand, interpret and comply with State of Kansas regulations, policies, statutes, and legislative directives
  • Ability to be extremely detail oriented
  • Ability to communicate effectively, both orally and in writing.
  • Strong interpersonal skills and ability to communicate well at all levels of the organization.
  • Ability to maintain positive working relationships.
  • Ability to work effectively within a team.
  • Commitment to excellent customer service
