Title: Program Manager - IT Construction
Location: Los Angeles County, and able to travel throughout Southern California

We have partnered with our client in their search for a Program Manager - IT Construction. This candidate will be responsible for managing the overall scope, budget, schedule, and master plans for capital improvement projects, new clinic builds, medical office buildings (MOBs), and hospital build and relocation efforts. The Program Manager will work closely with technical teams, construction design and planning teams, General Contractors, and subject matter experts to assess and document program scope, bridging the gap between technical teams and the business.

Responsibilities

  • Manage the overall scope, budget, schedule, and master plans for capital improvement projects, new clinic builds, MOBs, and hospital build and relocation efforts.
  • Work closely with technical teams, construction design and planning teams, General Contractors, and subject matter experts to assess and document program scope, describing the objectives and requirements.
  • Translate technical specifications into detailed requirements.
  • Ensure thorough understanding of physical IT infrastructure, including low voltage cabling, network infrastructure, telecom, LAN/WAN connectivity, IT integration of medical equipment, interfaces, and end users' devices planning and deployment.
  • Identify the interdependencies between construction activities and different IT systems and solutions.
  • Engage different stakeholders of the internal IT teams in a timely manner during the design and implementation of construction projects.
  • Facilitate discussions and decision-making with leadership teams and C-suite.
  • Coordinate with other trades during design and implementation of the IT infrastructure.
  • Manage multiple IT infrastructure projects during construction.
  • Understand contract documents related to infrastructure, design, and the construction industry.
  • Develop project charters, gather scope, and get sign-off from stakeholders.
  • Develop detailed project organization charts and roles/responsibilities matrices.
  • Create project budgets, analyze new projects, manage project budgets including capital and operating expenses, and forecast spending regularly.
  • Manage equipment selection along with SMEs, contracts, purchasing, and installation.
  • Build project work breakdown structures and schedules.
  • Manage project risks, issues, decisions, action items, dependencies, and change requests.
  • Maintain up-to-date project documentation in the EPMO departmental repository and in Service Now.
  • Adhere to PMO-defined processes, methodologies, and minimum required documentation.
  • Perform meeting management, communicate progress/status and health of the projects, and manage budgets and reporting.
  • Utilize departmental templates as intended and instructed.
  • Serve as the primary liaison for assigned projects.
  • Plan and manage work for staff assigned to the program (Project Managers, Project Coordinators).
  • Foster positive relationships with project team members and stakeholders.
  • Perform any other Program Manager duties as assigned by the supervisor.

Skills Required

  • Strong project management skills to manage complex projects.
  • Excellent communication skills and executive presence.
  • Advanced team building and facilitation skills.
  • Proficiency with Microsoft Office (Word, Excel, PowerPoint, Access), MS Project, Smartsheet.
  • Experience with PPM tools such as Service Now ITBM, Clarity, or Planview.

Education & Work Experience

  • PMP certification.
  • Bachelor's degree in a related discipline/field from an accredited college or university.
  • Master's degree in a related discipline/field from an accredited college or university (preferred).
  • Experience using Revit, Bluebeam, or AutoCAD (preferred).
  • RCDD certification (preferred).
  • Minimum 10 years of experience leading enterprise-wide projects within a PMO.
  • Minimum 8 years of experience in IT construction and/or infrastructure domain in healthcare organizations, leading multi-million dollar projects.
  • Minimum 5 years of experience managing staff.
