Just Compassion of East Washington County is a Non-Profit community-centered response for addressing the needs of homeless individuals by building relationships and aspiring towards wholeness.

Job Title: Data Quality Assurance Specialist of Just Compassion of East Washington County

Full-time: 40 hours/week

Position Reports To: Operations Manager, Executive Director

Positions Reporting to the Position: None

Salary Range: Starting at $27.50/hr

Overview: The Data Quality Assurance Specialist works closely with our Case Management and Street Outreach teams to produce high quality, accurate, data through the Homeless Management Information System (HMIS). This position will also help develop and maintain an internal database system. The Data Quality Assurance Specialist will also work with the administrative team to ensure that program contract and financial application requirements are fulfilled. Additionally, this position will work with the Washington County Monitoring team to assist with compliance monitoring reviews.

The Data Quality Assurance Specialist must have a high technical aptitude and data management expertise. This role must interact seamlessly and with a professional demeanor across a broad range of individuals, including members of the management team, the administrative team, and external stakeholders.

This position is expected to handle highly sensitive and confidential financial, personnel, and institutional information while exercising professionalism and discretion.

Essential Duties and Responsibilities:

Data Management (40%)

Responsible for monitoring, analyzing, and reporting of data from HMIS
Work to continuously improve the quality of programs and services through the development, execution, and evaluation of data collection and reporting systems including client file management
Prepare regular (canned and custom) and ad-hoc reports, analysis of agency and client data, presentations, charts, graphs, and other documents as assigned
Develop and generate reports/queries to monitor data quality according to the Washington County Data Quality Plan
Research, interpret and prepare datasets, as requested

Quality and Compliance Control (40%)

Review client records both in HMIS and hard files (if appropriate), proactively leading appropriate reviews and any needed improvement in policies and procedures to ensure quality across all Washington County-funded homeless programs
Responsible for ongoing, in‐depth review and evaluation of agency homeless program data collection practices and quality
Review financial assistance requests to ensure compliance with appropriate documentation standards
Monitor agency compliance with contractual standards and assist in regular monitoring activities as directed by the County

Technical Support (20%)

Provide support & technical assistance for Just Compassion staff
Monitor the progress of Just Compassion staff in taking required HMIS training as outlined by Washington County
Participate in HMIS related meetings, webinars, demonstrations and other presentations, as required
Other duties as assigned by the Executive Director and Operations Manager.

MINIMUM QUALIFICATIONS

Bachelor’s preferred, with experience in data, outcome tracking, and making quality improvement recommendations
Additional directly related work experience may be considered in lieu of degree
Two years of experience in data support and data management including knowledge of a variety of software applications
Strong organization skills
Ability to work independently and within a team environment
Exceptional written and interpersonal communication skills
A high technical aptitude and an enjoyment of working with data
Ability to effectively manage a wide array of tasks, projects, and responsibilities
Flexible with consistent changes in projects and timelines
Ability to work autonomously & productively in an environment with frequent interruptions

Preferred Qualifications:

Experience with Homeless Management Information System (HMIS)

Physical Requirements:

Ability to walk up and down stairs.
Ability to get up and down off from the floor, unassisted.
Ability to stand for a combined total of more than 4 hours a day.
Ability to lift up to 20 pounds, unassisted.
Ability to assist in physical set-up activities (e.g., setting up and rearranging folding tables and chairs, etc.)
Ability to perform activities while twisting and turning.
