PUBLIC WORKS CONSTRUCTION INSPECTOR

Purpose of Job

The purpose of this classification is to review construction plans and oversee the construction of Capital Projects to include but not limited to new roadways, bridges, and asphalt resurfacing program to assure compliance with approved design plans and enforcing the Knox County ordinances.
Essential Functions

The Construction Inspector is responsible for the following essential functions:

  • Performs in-field inspections of construction sites in Knox County assuring compliance with approved design plans.
  • Measures distances, areas, and other dimensions to verify accuracy of installations and layouts.
  • Coordinates with contractors on assigned projects for accuracy or monthly pay applications and resolves discrepancies prior to approval.
  • Reviews monthly pay applications from contractors on assigned projects for accuracy and approval.
  • Reads and interprets construction plans, site specific planning requirements and Knox County adopted regulations to authoritatively inspect conditions and accurately identify deviations from those standards.
  • Consults with Chief Operations Engineer, Chief Traffic Engineer, Public Works Construction Supervisor and Plans Reviewers on deviations from approved plans and standards.
  • Inspects and observes the installation of sub-grade, utilities, stone base, asphalt and road signs to ensure compliance to county specifications.
  • Engages effectively with contractors, developers to encourage compliance with Knox County’s adopted codes and standards.
    Engages effectively and in a timely manner with the public in response to complaints and inquiries about sites under construction.
  • Regularly inspects all sediment and erosion control on capital projects to assure compliance with Knox County requirements.
  • Examines workmanship of finished installations of construction plans for conformity to standards and approves installation.
  • Effectively communicates technical information and collaborates closely with plans reviewers, developers, contractors, engineers and other individuals in order to review plans or discuss construction projects.
  • Maintains accurate records of the progress of each construction site on assigned projects.
  • Attends meetings on site or at the office with engineers, contractors, citizens or members of the Knox County Engineering staff.


Additional Job Functions

  • Respond to and report immediately if called upon by local, regional or central office supervisors, as part of a coordinated emergency response by the Knox County Mayor’s Office
  • Perform other duties as assigned

    Minimum Training & Qualifications

    • High School diploma or GED required with two (2) years of experience in construction, earthwork or a related field
    • Must obtain a Tennessee Department of Environment and Conservation Fundamentals of Erosion and Sediment Control Training Course within one (1) year of hire date.
    • Must possess and maintain a valid Tennessee Driver’s License
    • Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities may be considered for employment into the position

        Physical Requirements

        This position requires the ability to engage in occasional light physical activity.

        Ability to walk a construction site consisting of uneven terrain
          Must wear personal protective equipment (PPE) that may consist of eye protection, ear protection, hard hats, gloves, etc. when visiting construction sites
        • Ability to see and respond to dangerous situations


        Occupational Hazards

        Exposure to construction site hazards such as mechanized equipment, timber, hand and power tools, uneven terrain, inclement weather, etc.
          Work in areas of high vehicular traffic
        • Ability to work indoors and outdoors, cold and hot weather conditions including precipitation
