Kings County is Hiring a Licensed Mental Health Clinician (Continuous) Near Hanford, CA

The County of Kings is offering an exciting career opportunity for the position of Licensed Mental Health Clinician. There are currently vacancies for positions in the Behavioral Health Department that will be assigned to the Substance Use Disorder (SUD) System of Care and the Adult Mental Health System of Care. The eligible list established may be used to fill future vacancies in the Behavioral Health Department. 
This is a "continuous recruitment" which means, we will accept applications on a continuous basis. A continuous recruitment may be closed at any time.
DISTINGUISHING CHARACTERISTICSLicensed Mental Health Clinician is the experienced level in the Mental Health Clinician classification series and are assigned to either the Clinical Services or Managed Care Division. Incumbents in this classification are licensed. Incumbents assigned to the Clinical Services Division provide intensive clinical and casework services for emotionally disturbed children, mentally ill adults, or early interventions for the prevention of early onset of mental illness in consumers. Incumbents assigned to the Managed Care Division review client health records to ensure proper utilization of treatment resources, review provider's admission data and clinical documentation to ensure compliance with federal, state, and county regulations related to medical necessity and proper case documentation, as well as performing a variety of assignments within quality assurance. Licensed Mental Health Clinicians must possess an appropriate license, issued by the State of California and may be assigned lead and special work responsibilities.

Licensed Mental Health Clinicians Assigned to Clinical Services: Clinically supervises Unlicensed Mental Health Clinicians, Mental Health interns, and/or graduate student placement; provides training, assignment of clinical interventions, direction, skill set, techniques, theory and practical applications of information; documents progress and reports effectiveness toward the progression of licensure by Unlicensed Mental Health Clinicians to the Program Manager and Department Head; evaluates or assists in the assessments and functional evaluation of consumers and formulates or assists in formulating a behavioral health wellness and recovery plan; counsels and conducts individual, group, marital and family therapy sessions as part of a behavioral health wellness and recovery services plan for children, youth, adults and older adults; prepares correspondence, records, reports and case notes for consumer files and agency data systems; codes documents and bills for Medi-Cal, Early and Periodic Screening, Diagnostic and Treatment (EPSDT) and other State-funded services and third party insurance for services rendered through State and Federal claiming requirements; manages and maintains a caseload; meets with and advocates for clients relevant to their needs; acts as a liaison for court advocacy, schools or care facility on behalf of a consumer; attends Individual Education Plans (IEP) on behalf of consumers; facilitates and participates in clinical aspects and information sharing of case staffing process regarding consumer progress in wellness and recovery plans; consults with clinical expertise and perspectives with staff on the implementation of specialized funded programs in accordance with State approved Mental Health Services Act plans (such as Full Service Partnership program services); provides intervention and re-stabilization (crisis intervention) services for any consumer who is experiencing a psychiatric emergency; participates in case staffing process regarding consumer progress in wellness and recovery plan; contributes and participates in the collective work of community coalitions, task forces, work groups and committees that indirectly serve agency's targeted populations.Licensed Mental Health Clinicians Assigned to Managed Care: Reviews provider's consumer records to ensure compliance with federal, state and county regulations relating to medical necessity and case documentation; reviews non-billable services entered; participates in processing grievances, appeals and NOA-A activities on behalf of Managed Care, including review of records, interviewing and submission of required documentation; consults with medical and treatment staff regarding client diagnosis, medical justification, length of treatment, and case documentation; provides training and information regarding utilization requirements to substance use disorder, clinical, supervisory and management staff; works with state and federal representatives to ensure departmental compliance with utilization review regulations; evaluates new state and federal regulations and makes recommendations for provider and departmental compliance; participates in utilization and peer review meetings and projects with departmental staff; gathers data, prepares reports, and conducts studies and research on utilization review, quality assurance, and substance use disorder issues; may assist with the preparation and completion of site certification and recertification reviews specific to Mental Health Services Act (MHSA) and/or Drug Medi-Cal regulation compliance; participates on mandatory conference calls; networks with other county reviewers; may oversee the work of site review monitoring staff; safely operate a motor vehicle; performs other related work as assigned.

Any combination of education, training and experience that would likely provide the required knowledge, skills and abilities may be considered qualifying. A typical way to obtain the required knowledge, skills and abilities would be:
Education: Graduation from an accredited college or university with a Master's Degree in Social Work with an emphasis in clinical social work, or Marriage and Family Therapy, or other course of study acceptable to the State of California Board of Behavioral Sciences towards licensure as a Licensed Clinical Social Worker, Marriage and Family Therapist, or Licensed Professional Clinical Counselor.
 
Experience: Two years of experience providing therapeutic, case management, and group work in social services setting, behavioral health agency, education environment, or medical organization.
 
License: Possession of a California license as a Licensed Clinical Social Worker (LCSW), Marriage and Family Therapist (MFT), or Licensed Professional Clinical Counselor (LPCC) issued by the California State Board of Behavioral Science;
CADL: Possession of a valid California driver's license issued by the Department of Motor Vehicles at the time of appointment.
 
Special Requirements: Ability to: 1) qualify for security clearance through a background investigation which includes fingerprinting; 2) ability to travel in-county and out-of-county to attend trainings and continuing education activities; and 3) maintain professional license through the Board of Behavioral Sciences or Board of Psychology through training, continuing education, and professional growth and specialized opportunities.
Work Environment: Works primarily in an office, must be able to sit for prolonged periods of time at a desk, operating computer equipment, on the phone, in meetings; regularly work with files and general office equipment; hear and communicate orally, in person and on the phone; travel to trainings and attend committees. Vision and hand/eye coordination for use of computer and office equipment, to drive and to read and handle large materials and files; physical agility and strength sufficient to keyboard/operate a computer, handle files and to safely operate a motor vehicle.
