Kings County is Hiring an Auditor-Appraiser I/II/III Near Hanford, CA

Kings County is seeking a motivated candidate with sharp attention to detail to fill one immediate vacancy in the Assessor's Office. Under direction, the successful incumbent will audit and appraise business personal property, equipment, and fixtures, boats and aircrafts for tax assessment purposes. The incumbent will be responsible for property audits, statement processing and appraisals for assessment purposes. Future vacancies for this position may be filled from the eligible list to be established. The expected life of the eligible list is six months.
SALARY (DEPENDING UPON QUALIFICATIONS) 
Auditor-Appraiser I: $24.99 - $30.49 Hourly, $51,979.20 - $63,419.20 Annually
Auditor-Appraiser II: $29.01 - $35.42 Hourly, $60,340.80 - $73,673.60 Annually
Auditor-Appraiser III: $33.69 - $41.12 Hourly, $70,075.20 - $85,529.60 Annually
Duties include but are not limited to those described below. Reasonable accommodation will be made when requested and determined by the County to be appropriate under applicable law.
 
Examines, evaluates, audits, and analyzes appraisal data; estimates property values for tax purposes from appraisal data for review and approval; examines and processes the appraisal of property and fixtures including equipment, machinery, aircraft, and water vessels; assists the public with filings and questions regarding property tax assessments and reporting; reviews audit and assessment results; collects and examines accounting and financial records for property tax audit purposes; meets with taxpayers and reviews provided documentation and information for reconciliation and correct assessment purposes; conducts field inspections of properties; prepares correspondence and reports; conducts research and studies relevant accounting and auditing sources and materials in the auditing and appraising fields including State Revenue and Taxation Code, Assessor's Handbooks, Letters to Assessors, Guidebooks, and other reference materials; attends trainings courses or seminars; performs related duties as assigned.

Any combination of education, training and experience likely to provide the required knowledge, skills and abilities may qualify. A typical way to obtain the required knowledge, skills and abilities would be:
Auditor-Appraiser I/II/III
Education: Graduation with four-year degree (bachelor's degree) from an accredited college or university with a major in accounting. If the major has been in a field other than accounting, eighteen (18) semester units (or quarter equivalents) of accounting and/or auditing courses from an accredited college or university, or nineteen (19) semester units (or quarter equivalents), sixteen (16) units of which must be accounting and/or auditing courses from an accredited college or university, and three (3) semester units may be either business law or economic classes must have been completed. (Possession of a valid license as a Certified Public Accountant is proof of educational requirement).
Auditor-Appraiser I
Experience: None required
 
Certificate: Incumbents will have one year from the date of appointment to this class to obtain and maintain valid permanent certification as an Auditor-Appraiser from the California State Board of Equalization. Failure to obtain this certificate within one year will be cause of termination of employment in this class.
 
Auditor-Appraiser II
Experience: One year of experience as an Auditor-Appraiser I in Kings County or equivalent audit-appraising experience for property tax assessment purposes.
 
Certificate:  Possess and maintain a permanent and valid Appraiser certificate issued by the California State Board of Equalization. Failure to maintain the certificate will be cause of termination of employment in this class.
 
Auditor-Appraiser III
Experience: Two years of experience performing audit-appraisal for assessment purposes, one year of which was equivalent to Auditor-Appraiser II in a county assessor's office.
Certificate: Possess and maintain a valid Advanced Appraiser's Certificate issued by the California State Board of Equalization. Note: Applicants may be appointed to Auditor Appraiser III without an Advanced Appraiser's Certificate if the applicant has completed all training required under California Revenue and Taxation Code 671.b for the Advanced Appraiser's Certificate except having held an appraiser's certificate for three years. This may include but not be limited to: if applicant 1) has successfully completed an approved course of study; or 2) has passed an advanced level examination; or 3) holds a valid professional designation from a recognized professional organization. Applicants must possess a valid Advanced Appraiser Certificate issued by the California State Board of Equalization within one year of appointment to Auditor Appraiser III to remain in the position.
ALL LEVELS I/II/III
License: Possess and maintain a valid California driver's license issued by the Department of Motor Vehicles.
Special Requirement: Must qualify for security clearance through a background investigation, which includes a credit report and a fingerprint check.
