The Metro Capital Division is hiring four (4) Transit Capital Project Manager IIIs to join its Capital Delivery Section. Additionally, this selection process may be used to generate an eligibility pool for future career service, special duty assignment, TLT (Term Limited Temporary), or STT (Short Term Temporary) vacancies that may occur in this classification within this workgroup. The eligibility pool will be retained for 12 months from the date of posting and may be used at the discretion of the hiring authority.

Transit Capital Project Managers (TCPMs) collaborate across Metro's capital division, the Metro organization and beyond to deliver a portfolio of non-routine, complex or high-risk transit capital projects from project initiation to close out. Transit Capital Project Managers oversee all aspects of scope, schedule, and budget for cost and schedule, and resolution of issues that pertain to successful project delivery. Job Duties
Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. As a Capital Project Manager you will:
  • Independently manage the delivery plan for non-routine, complex or high-risk County transit capital projects. This includes management of the project's design, construction, and post-construction activities by overseeing all aspects of scope, schedule, and budget. Projects for Transit Capital Project Manager IIIs will range in value from several hundred thousand dollars to 10s of millions of dollars.
  • Manage project level issue resolution including working collaboratively across interdisciplinary teams to work towards effective technical issue resolution. Additionally, work with Capital Delivery leadership to elevate issues which require management approval or direction.
  • Prepare reports, studies, correspondence, delivery plan, and/or presentations. Compile reports related to project completions, revisions or changes and compare information with project schedules. Complete milestones reporting for project.
  • Develop, manage, and update detailed total project cost estimates and exert cost controls during all phases of project delivery.
  • Oversee and/or manage project schedule.
  • Identify potential problem areas, take corrective action, advise others of required actions, and brings unresolved difficulties to the attention of proper authority.
  • Review, prepare and process documents necessary for applicable notices, permits, and approvals.
  • Coordinate with public and political stakeholders.
  • Negotiate consultant contract issues, provide direction & decision-making on changes to the project scope, schedule, cost, and project implementation matters.
  • Manage development of RFP with procurement staff. Manage RFP evaluations, selection, and negotiate scope, schedule, and contract cost.
  • Monitor the work of consultants and/or construction contractors to ensure compliance with plans, specifications, and that materials and workmanship meet acceptable industry standards.
  • May support development of Capital Improvement Program (CIP) budget preparation process, including identification of scope, schedule, and internal and external project costs.
  • Assist in developing systems designed to maintain scope and reduce time and costs of delivery of capital projects.
  • May maintain liaison with various committees, and public and political officials, including those officials with special responsibilities or interests in assigned project(s); may establish and maintain lines of communication and liaison with designated Federal, State, City, and County agencies.
  • Perform other duties as assigned.

Experience, Qualifications, Knowledge, Skills
Minimum Qualifications: A Bachelor's degree in project management, engineering, construction management, business administration or closely related field with at least four years work experience as a project lead in a work group that handles capital projects OR the equivalent combination of education and experience working in a capital project environment is required.
  • Advanced knowledge of project management techniques and principles.
  • Experience in conflict resolution, decision-making and analytical skills.
  • Advanced knowledge of contract procurement, negotiation, and administration.
  • Ability to lead and facilitate project teams.
  • Ability to write and present technical reports.
  • Aware of some Metro Transit initiatives.
  • Advanced knowledge of scheduling techniques, including development, analysis and implementation.
  • Experience in fiscal management of projects in a setting with oversight.
  • Experience working with and aiding in the preparation of project cost estimates.
  • Knowledge of policy and regulatory analysis and interpretation.
  • Skill in handling politically sensitive issues.
Desired Qualifications: Project Management Professional (PMP) certification, equivalent, or ability to successfully complete the examination eligibility.
  • Experience with alternative capital project delivery methods (General Contractor Construction Manager; Design Build; Progressive Design Build).
  • Experience in one of the following areas:
  1. Electric vehicle (buses) infrastructure development.
  1. Transit or public infrastructure such as bus stops, roadway development and construction, public aerial and underground utilities, pedestrian, and active transportation enhancements.
  1. Experience in industrial/light commercial site and building development for Transit facilities, such as bus bases/campuses or similar.
  1. Experience working in a marine/shoreline focused capital delivery environment supporting Marine transit and/or maritime operations.
  • Experience in managing a range of projects within the dollar value of $2M to $10M .

Work Location
The work associated with this position will be hybrid with a combination of teleworking and onsite work as needed. The office location is at King Street Center (201 S. Jackson St., Seattle, WA). Employees must reside in Washington state and within a reasonable distance of their King County worksite to respond to workplace reporting requirements.
Work Schedule
The work week is normally 40 hours, Monday through Friday. Alternative work schedules may be possible. This position is exempt from the provisions of the Fair Labor Standards Act, and therefore is not eligible for overtime pay.
