King County is Hiring a Risk Management and Safety Program Manager (Project/Program Manager III) Near Redmond, WA

Metro Transit is hiring a Risk Management and Safety Program Manager (Project/Program Manager III) to manage risk and safety management programs associated with the various ridesharing programs and services within the Contracted Services section of Metro Transit. This position is needed to identify and analyze program risks, develop mitigation plans and recommendations, and oversee and monitor program risk mitigation efforts affecting these various programs. The position will also oversee the workgroup’s self-insurance and liability coverage program, including investigating program vehicle incidents and collisions, administering driver safety, training, and management programs, supervising risk management staff, determining vehicle incident and collision trends, administering various program risk management support contracts, and coordinate and audit the processing of claims.

This recruitment will be used to fill one (1) Risk Management and Safety Program Manager (PPM III). In addition, this selection process may be used to generate an eligibility pool for future career service, special duty assignment, TLT (Term Limited Temporary) or STT (Short Term Temporary) vacancies that may occur in this classification within this workgroup. The eligibility pool will be retained for 12 months from the date of posting and may be used at the discretion of the hiring authority.Applying equity and social justice principles is a daily responsibility and a foundational
expectation for all King County employees. In this role, you will apply equity and social justice
principles that exemplify shared values, behaviors, and practices to all aspects of the work. As a Risk Management and Safety Program Manager (PPM III), you will:
  1. Project and Program Development and Oversight:
    • Lead and continue to develop an existing proactive and progressive transit risk and safety management program.
    • Oversee the various driver safety, training, and management programs for the various ridesharing services within Contracted Services.
    • Manage program risk and safety data and perform statistical reporting on program risk and safety metrics.
    • Assist with preparing trend analysis reports and strategic plans to improve safety and mitigate program risk exposure.
    • Administer program self-insurance program and liability insurance contracts.
  2. Incident Investigation and Management:
    • Investigate serious incidents and accidents involving the various rideshare fleets.
    • Provide direction to staff on follow-up and documentation of all incidents and accidents.
    • Assist with the notification process and repair management for all rideshare vehicle accidents, vandalism, and unexplained damage.
    • Coordinate and audit claims processing with independent adjusters and recovery processing to ensure maximum recovery and minimal loss to the program.
  3. Training, Support, and Evaluation:
    • May assign work to other staff; provide performance evaluation information for other staff; serve as mentors to other staff.
    • Make recommendations and effect corrective action for rideshare vehicle drivers and riders.
    • Draft and publish safety messages for drivers.
    • Provide technical assistance and support to operations staff on risk management issues.
    • Perform analysis of accident, incident, loss histories, and safety issues to determine trends and make recommendations for fleet risk management and safety program policies and/or practices.
Minimum Qualifications for Risk Management and Safety Program Managerinclude the following:
  • Bachelor’s Degree in Risk Management, Business, Public Administration, Economics, or related field and 3 years of work experience in a related field OR any equivalent combination of experience and education that provides the applicant with the skills, knowledge, and abilities required to perform the work.
  • Excellent analytical skills to apply loss control principles to a large fleet with non-commercial drivers.
  • Experience supervising or providing lead direction to staff.
  • Superior interviewing and investigation skills to conduct effective incident, accident, and safety investigations.
  • Knowledge of risk management principles and loss control.
  • Applied knowledge of auto insurance policy coverages, exclusions, and conditions.
  • Superior customer service skills.
  • Experience managing a heavy workflow of tasks/incidents; ability to manage, plan and
  • organize workflow.
  • Demonstrated ability to handle confidential and sensitive complaints and information.
  • Knowledge of vehicle safety and driver training.
  • Basic knowledge of property and casualty claims adjusting.
  • Skill in oral and written communications.
  • Skill in evaluating facts and circumstances of an incident.
  • Proficiency in the use of Microsoft Word, Excel and Outlook, or similar office productivity software.
  • Ability to manage large amounts of data and perform statistical reporting and trend analysis.
  • Ability to develop and maintain relationships with coworkers and work effectively as a team member.
Desired Qualifications
  • 5 years of work experience in a related field.
  • Knowledge of automotive collision repair methods and materials.
  • Experience implementing driver training and communicating safe driving techniques.
  • Familiarity with planning and loss control principles within public transit and rideshare fleets.
  • Basic knowledge of insurance RCWs and WACs, tort law, and legal procedures involved with recovery of property damage.
  • Certification as a risk management professional [Certified Risk Management Professional (CRMP)]
  • Experience managing a relational database such as Microsoft Access and the ability to create and use ad hoc queries.
  • Experiene utilizing enterprise fleet management software, and analytics and business information solutions such as PowerBI.
  • Experience with implementing Equity and Social Justice initiatives.

Work Schedule

This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime pay. A typical work schedule is Monday through Friday, 8:00 a.m. – 5:00 p.m. Alternative work schedules may be considered. Work outside of the normal workday is required periodically.
Work Location
The primary work location of this position is at the Van Distribution Center (VDC), 18655 NE Union Hill Road, Redmond, WA 98052. The work associated with this position will primarily be performed on-site, with occasional remote work. In addition, employees will also have access to shared workspaces at other King County facilities to assist with occasional temporary changes to work location requirements, as dictated by the work to be performed.
Employees must reside in Washington state and within a reasonable distance of their King County worksite to respond to workplace reporting requirements. Employees will be provided with a County-issued laptop. When working remotely, employees must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
