This posting may be used to establish a list of qualified candidates for Career Service positions in the following 6 months.About the Role: These positions will be members of the team responsible for developing, implementing, and overseeing recycled water programs and plans for King County’s wastewater treatment plants and the recycled water conveyance systems, provide technical support to water users, and ensure that all projects comply with relevant recycled water regulations and contract requirements. Will serve as an expert in recycled water use – also known as reclaimed water – and participate in a variety of planning and multi-jurisdictional efforts. Project work will vary between a project management role, a recycled water subject matter expert role on a project team, and projects where you are executing all of the project tasks. As a utility, we are reducing our long-term need to discharge to Puget Sound by creating and using recycled water as a valuable resource. In recycling water, our utility gains an innovative tool to recycle nutrients and keep fresh water out of marine environments so it can be put to better use. To fulfill our mission, we: 1) ensure recycled water is safe by meeting or exceeding quality standards for its intended uses, 2) promote water reuse throughout the region, 3) deliver recycled water to our customers in a reliable and business-friendly manner, and 4) continuously educate the public about the safety and benefits of water reuse.This position performs work remotely and onsite. About the Team: The Resource Recovery section of WTD strives to bring valuable resources, technology, and sound business practices together to deliver products and programs that inspire our customers to be part of an environmentally sustainable future. The Renewable Products & Services Unit of the Resource Recovery Section includes the Recycled Water and Biosolids Programs. This position would serve in the Recycled Water Program. We distribute recycled water to several customers throughout the region for environmental projects, sports fields, and farm irrigation. Recycled water, sometimes called "reclaimed water," is treatment plant effluent treated to higher standards, and it can be safely used for almost anything but drinking. It's a great way we help the environment, and it conserves drinking water for people and keeps more natural water in rivers and streams for fish and wildlife. We're proud to say that WTD has produced recycled water for over 24 years. Collaborating closely with the treatment plants, we ensure recycled water is available for customers year-round, but more so in the spring and summer months when their needs are the greatest. EXAMPLE OF DUTIES
What You Will Be Doing: Work to develop new recycled water customers and provide support to existing customers. Support customer communications and outreach related to recycled water. Answer customer questions and concerns related to use and quality. Communicate design, construction, and regulatory requirements to the customer in an appropriate manner.Coordinate with plant operations on recycled water production and distribution. Develop and manage studies and small design projects with cross-divisional project teams or consultants. Prepare project work plans, schedules, and budgets for execution of projects. Advise project team and make decisions on issues where established guidelines or procedures may not exist or are not clear. Serve as the internal recycled water advisor on area-specific projects.Develop user agreements, monitoring plans, reports and other documentation needed for appropriate use and management of recycled water. Coordinate with customers of recycled water to provide trainings, ensure compliance with user agreements and compliance with relevant regulations and permits governing use of recycled water. Assist in permit application and reporting requirements.Manage contracts with consultants, agencies, and other organizations; develop scopes of work and change orders. Prepare procurement and consultant contract documents including Request for Proposals and Requests for Bid. Review and evaluate proposals and bids; negotiate contracts. Develop correspondence, brochures, Web pages, fact sheets, documents and other printed information about programs and projects; develop and/or oversee staff responses to public.
SUPPLEMENTAL INFORMATION
Working Conditions: Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements typically 1 to 2 days a week. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting location will be Brightwater (22505 State Route 9 S.E., Woodinville, WA 98072), but you may be at different King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life-balance and reduces carbon footprint under the department’s vision of Green Where We Work. Work Schedule: This full-time position works a 40-hour work week with flexible schedules. This position is not covered under the provisions of the Fair Labor Standards Act (FLSA) and is not overtime eligible. Union Representation: This position is represented by TEA.
