Summary

King County's Department of Community and Human Services (DCHS) provides equitable opportunities for people to be healthy, happy, and connected to community. This leadership position, located within the Developmental Disabilities and Early Childhood Supports Division (DDECSD), will support a multi-disciplinary work team made up of members who support work in partnership with Best Starts for Kids implementation efforts within DCHS and Public Health – Seattle & King County. This position is part of an Early Childhood Supports work team with a mission of nurturing the development and well-being of all children prenatal to five and their families through culturally relevant, equitable, and meaningful supports and services, countywide.

Job Duties

To be considered minimally qualified, applicants must demonstrate a background that provides the knowledge, skill and ability to:

  • Support and lead
    a dynamic, collaborative, multilingual, culturally diverse work team engaged with family-centered, strengths-based best practices, qualitative and quantitative data-informed innovation, cross-systems partnerships, trauma recovery and healing orientation, and prioritizing a racial equity and social justice lens.
  • Support program managers leading BSK investments (strategy leads) that promote healthy development for very young children, including increased access to developmental screenings and community supports and promoting social and emotional wellbeing of King County’s children by supporting the adults who already work and connect with children and families.
  • Support strategy leads to coordinate with community partners including diverse families and community-based agencies, medical communities, and other systems to develop strategies to improve systems of care for children birth to five and their families, including families who live in more isolated areas, who may not access health care, and who experience early traumas such as hospital stays, substance exposure, involvement with the child welfare system, homelessness, and domestic or community violence.
  • In alignment with the County's Equity and Social Justice Initiative, partner with strategy leads to work to ensure access, services and outcomes are equitable for a diverse range of prenatal to five-year-old children and their families, including refugee and immigrant populations, and under-served communities.
  • Partner with strategy leads to ensure that a county-wide approach to services and supports incorporates diverse community voices, identification of unique needs of children and families whose home language is other than English, and culturally relevant strategies to reach and serve families.
  • Support strategy leads to prepare overall program budgets; assist in the justification of budget requests; determine financial and performance indicators and use evaluations to re-direct projects/programs; ensure continuous quality improvement and monitor status of projects/program.
  • Support team building and collaboration with and across the Early Childhood Team to ensure division early childhood strategies are coordinated and integrated.
  • Serve as an Early Childhood Team liaison on cross-divisional workgroups.
  • Support a culture that’s aligned with BSK values in partnership with community members and team members across the Best Starts for Kids initiative.
  • Conduct policy analysis and develop program policies/procedures.
  • Serve as a DCHS technical expert regarding supports and services for children prenatal to five and their families.
  • Represent the division in multi-agency and inter-jurisdictional meetings and community meetings.
  • Actively engage in ensuring representation of BSK, Racism is a Public Health Crisis, and King County’s Equity and Social Justice values in existing and new work of the division, in partnership with the strategy leads, the other Early Childhood Team Co-leads and the division leadership team.
  • Serve on the DDECSD Management Team to work toward continuous improvement. Improving systems and policies to benefit experiences of both external partners and internal team members.
  • Perform other related duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Experience nurturing a workplace culture that supports the individual and team needs to provide a cohesive and functional team.
  • Deep knowledge of, commitment to, and experience taking action to implement equity and social justice principles and practices, understanding the effects of place, race and policy and systems-based inequities on marginalized communities and populations.
  • Knowledge of strategic planning techniques, policy development and communication strategies.
  • A combination of at least six years of education and/or experience within Infant and Early Childhood Mental Health, early learning, or a related field, with at least three years leading a project or program focused on children prenatal to age 5 and their families.
  • Two or more years of experience providing supervision, management, and support to a team within Infant and Early Childhood Mental Health, early learning, or a related field.
  • Ability to identify intersecting issues, challenges, and opportunities for collaboration across internal and external partners, including strategies to promote equity.
  • Ability to function sensitively in a political environment, including effectively responding to public inquiries, concerns and/or complaints.
  • Demonstrated ability to conduct presentations and act as a representative of the department on local and statewide workgroups.
  • Demonstrated budgeting skills including oversight of contracts.
  • Demonstrated experience working with diverse communities including families, culturally specific and community-based groups, volunteer boards, service providers, and co-workers to develop and maintain collaborative partnerships to work collectively toward common goals.
  • Demonstrated skills in problem solving and conflict resolution, and customer service including the ability to handle multiple and competing demands in sensitive situations.
  • Demonstrated ability to use data in program planning and decision making to improve outcomes.
  • Ability to be team oriented with a willingness to coach, mentor and support colleagues while being coached, mentored and supported by colleagues.
  • Experience and knowledge supporting cross systems partnerships with systems that serve children prenatal to age five and their families including early support for infants and toddler, early learning, infant and early childhood mental health, health/medical, child welfare and community supports.
  • Knowledge of King County contracting and procurement processes including current technology (ex. Agiloft and ZoomGrants).
  • Demonstrated skills in planning and managing complex projects that involves working with multi-disciplinary teams.
  • Demonstrated knowledge of service delivery systems, resources and information for young children, individuals with intellectual and developmental disabilities, and families in King County.
  • Strong professional level writing skills, including experience with policy and procedure development.
  • Abilities to work with creativity and flexibility, both independently and as a team member; to work under deadlines and on several tasks simultaneously; and, to organize and prioritize quickly in response to changing needs.
  • Valid Washington State Driver's License or ability to move efficiently throughout the county.

Desired Qualifications:

  • Experience effectively supporting home cultures and languages of children, adults, and families, as well as bicultural and/or bilingual skills are preferred.

  • This position has been designated Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather.   • The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.   • This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday, 8am - 5pm.
