Summary

The Department of Community and Human Services (DCHS) seeks a Director of Strategic Partnerships (Strategic Planning Manager II) to organize, align and oversee the Department’s policies and initiatives that promote the success of contracted human services providers in effectively and sustainably implementing County-funded programs and achieving County human services goals. The position will specifically:
  • Foster regional understanding of DCHS strategies, provider needs, and new opportunities related to supporting non-profit agencies and their providers to deliver high-quality human services;
  • Lead and facilitate a Provider Community of Practice;
  • Facilitate continued development and implementation of a cross-departmental strategy to improve recruitment, retention, and training of a sufficient and representative human services workforce capable of successfully implementing department initiatives;
  • Advise County leadership, including the department director, division leaders, the Executive’s Office and County Council, on budget, legislative, and other actions that will promote success of DCHS contractors and other human services providers; and
  • Collaborate across divisions to design and advance strategies that improve services and outcomes for those with intersecting identities and experiences of behavioral health conditions, intellectual and developmental disabilities, criminal-legal system involvement, and housing instability.
The Director of Strategic Partnerships reports to the Department’s Director as a member of the Director’s Office. The position also advises and closely coordinates with the Department’s five divisions and external affairs team as well as the Executive’s Office.
The incumbent will be a strategic thought partner, bring outstanding relationship-building skills, and demonstrate commitment to advancing equity, racial and social justice principles. The ability to be agile and adaptive are critical to success. Leading candidates will possess strong skills in leadership, project management, and meeting facilitation. They will also have significant experience communicating with transparency and clarity and working in a complex and constantly evolving environment.

REQUIRED MATERIALS: Candidates who wish to be considered for this position must submit a complete King County application online and respond to the supplemental questions. Candidates who will be interviewed will be asked to provide a work sample (2-3 page memo-type document on policy or other strategic direction) during the interview.
WORK SCHEDULE/CONDITIONS: This position is exempt from the provisions of the Fair Labor Standards Act and not eligible for overtime. Typical hours are Monday - Friday 8am-5pm. This position is not represented by a union.

MISSION CRITICAL POSITION STATUS:
This position has been designated Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING REQUIREMENT:
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Job Duties

The primary responsibilities of this position will include:


  • Foster regional understanding
    of DCHS strategies, provider needs, and new opportunities related to supporting non-profit agencies and their providers to deliver high-quality human services, including:
    • Lead tracking, analysis, and cross-departmental coordination on national and local conditions, studies, promising practices, academic research, proven strategies, and funding opportunities related to supporting non-profit agencies and their providers to deliver high-quality human services;
    • Partner with DCHS Divisions and the Performance Measurement and Evaluation unit to develop, collect, and make meaning of standardized measures of non-profit provider health at the workforce and organizational level; and
    • Partner with the DCHS External Affairs unit to recommend and coordinate proactive and reactive strategies to educate policymakers and other external partners regarding related programs and policy priorities, such as:
      • Organizing meetings, briefings, and other events; and
      • Writing fact sheets, one-pagers, and issue summaries.
  • Lead and facilitate DCHS’s Provider Success Community of Practice, with specific responsibility to include:
    • Establish strong, candid relationships with non-profit leaders, workers, and their representatives in all major areas of King County’s human services investments to understand current obstacles to providers’ success and formulate strategies for improvement; and
    • Convene leaders across the department and community to identify resource needs and opportunities.
  • Facilitate continued development and implementation of a cross-departmental strategy to improve successful implementation of department initiatives, especially in the areas of:
    • Recruitment, retention, and training of a sufficient and representative human services workforce;
    • Organizational health and insurance coverage; and
    • High quality, rapid, and cost-effective capital development investments.
  • Advise County leadership, including the Department Director, division leaders, the Executive’s Office, and County Council, on budget, legislative, and other actions that will promote success of DCHS contractors and other human services providers; this includes:
    • Research, recommend, and draft potential legislation for County and State consideration that would support nonprofit providers in delivering high-quality human services.
  • Lead coordination across divisions to design and advance strategies that improve services and outcomes for those with intersecting identities and experiences of behavioral health conditions, intellectual and developmental disabilities, criminal-legal system involvement, and housing instability.
  • Perform other related duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Two or more years of experience working for a human service provider that contracts with King County or another municipal or regional government in Washington;
  • Five or more years of experience working to advance federal, state, or local policies related to human services, including but not limited to drafting legislation and legislative summaries, leading community engagement strategies, and/or equivalent education or experience;
  • Experience developing and implementing strategies to promote recruitment, retention, and representative hiring within human services providers;
  • Experience facilitating development of capital projects, such as affordable housing, behavioral health clinics, or other similar facilities;
  • Experience advancing equity, racial and social justice principles;
  • Experience communicating complex subject matter and terminology through succinct, accessible information to elected officials and members of the public;
  • Experience working effectively in a high volume, politically sensitive, complex environment;
  • Ability to work independently and as a team member;
  • Commitment to contributing to a respectful workplace that values the contributions and backgrounds of diverse individuals with varying opinions;
  • Excellent written and public speaking skills;
  • Decision-making and problem-solving skills;
  • Skills in resolving conflict, making decisions, solving problems, collaborating and negotiating;
  • Skills in reading and interpreting programs, laws, regulations, and guidelines written by federal, state and local agencies; and
  • Familiarity with applicable laws, regulations, policies, and procedures.
