King County is Hiring a Contract Monitor (Project/Program Manager II) Near Seattle, WA

Summary

Are you a strong communicator, analytical, and a problem-solver? Are you adept at managing projects and collaborating with others on program activities? If so, the Community Health Partnerships (CHP) program has an exciting opportunity for a dynamic, mission-driven individual to function as a Contract Monitor (Project/Program Manager II) to support the management and oversight of its Medical/Dental/Access and Behavioral Health Integration in Primary Care programs as well as the administrative needs of the King County Adult Dental Program (KCADP)!
This position will be responsible for a variety of program management, coordination, and contract development and monitoring duties. The Contract Monitor also will collaborate with internal and external stakeholders as needed and perform other tasks as assigned, which include, but are not limited to, data entry, data analysis, generating reports (program performance outcomes, expenditures, etc.), and providing technical assistance to community partners. Administrative functions for the role may encompass activities specific to other program areas within the Seattle Access & Outreach team.

Background

Community Health Partnerships (CHP) – housed in the Seattle Access & Outreach unit of the Community Health Services Division – plays a key role in supporting and strengthening King County’s health safety net system. Through partnerships with local Federally Qualified Health Centers and community-based organizations, CHP supports the delivery of medical, dental, integrated behavioral health, and other support services provided to residents, particularly those from historically under-resourced, marginalized communities.

The Seattle Access & Outreach unit also manages the King County Adult Dental Program, in collaboration with CHP, to provide dental services to undocumented residents while simultaneously facilitating their engagement with healthcare systems. KCADP is funded via an appropriation and directive issued by the King County Council.

Note: This posting will create a list of qualified candidates that may be considered for selection of additional career service, term limited temporary (TLT), short-term temporary (STT), or special duty assignment (SDA) vacancies over the next 6 months.

Work Schedule
The typical work schedule for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m. Schedule is negotiable as some weekends may be required to support community outreach and engagement functions.

Work Location
This is a hybrid position. Work will be conducted in the Chinook Building at 401 5th Avenue, Seattle, Washington; another County-owned/run facility; or an off-site location of the employee’s choosing that has accommodations to support telecommuting (e.g., the employee’s home).

Teleworking:
Some of the work associated with this position will be performed through teleworking, and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. To support employees during this time King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team.

Job Duties

  • Support the operations of CHP and its Program Manager through the development and monitoring of all partner agency service agreements.
  • Track program expenses and all related contractual deliverables.
  • Process invoices, compose and review required funder/stakeholder reports.
  • Assist with competitive bid processes.
  • Ensure compliance with funding requirements.
  • Provide general administrative support for KCADP and when necessary, will assume responsibility for the contracting needs of other Seattle Access & Outreach-managed investments.
  • Support general administrative functions for the Seattle Access & Outreach team and perform contracting activities for its other investments (e.g., King County Adult Dental Program).
  • Ability to establish and maintain supportive relationships with partner and other service agencies who work with under-resourced, marginalized communities.
  • Collaborate with diverse stakeholders (King County residents, program funders, community groups, service providers, etc.).
  • Conduct contract monitoring duties which may include, but are not limited to, negotiating performance commitments, and reporting requirements, conducting regular desk audits and periodic on-site visits to assure compliance with contractual obligations; reviewing invoices; and producing quarterly and annual performance and expenditure reports.
  • Provide technical assistance to partner agencies as needed.
  • Support, and in some instances lead, the coordination and execution of program events and site visits.
  • Streamline processes and meet established program and funder deadlines.
  • Other duties as assigned that further program objectives and desired outcomes.

Experience, Qualifications, Knowledge, Skills

Our ideal candidate will demonstrate the following (Minimum):
  • At least one (1) years' contract development, execution, or monitoring experience.
  • One (1) or more years' experience collaborating with health safety net providers (e.g., Federally Qualified Health Centers (FQHCs), medical centers, etc.), community-based organizations, or other agencies that serve marginalized, historically under-resourced communities.
  • Data retrieval, compilation, and analysis skills, (e.g., ability to identify data trends, compose data summaries, make forecasts and projections, etc.).
  • Organizational skills that facilitate workload prioritization.
  • History of exceptional internal and external customer service.
  • Demonstrated strengths of adaptability (i.e., ability to pivot and adjust to evolving environments and program needs).
  • Strong, effective communication skills (oral and written).
  • Working knowledge of Microsoft Office Suite programs: Word, Excel, Outlook, etc.

The most competitive applicants will have the following experiences and qualifications (Desired):
  • At least two (2) years’ contract development, execution, or monitoring experience.
  • At least two (2) years' experience collaborating with health safety net providers (e.g., Federally Qualified Health Centers (FQHCs), medical centers, etc.), community-based organizations, or other agencies that serve marginalized, historically under-resourced communities.
  • Data retrieval, compilation, and analysis skills, (e.g., ability to identify data trends, compose data summaries, make forecasts and projections, etc.).
  • Knowledge and previous history of supporting competitive bid processes.
  • Awareness and understanding of the Medicaid Administrative Claiming (MAC) program.
  • Organizational skills that facilitate workload prioritization.
  • History of exceptional internal and external customer service.
  • Demonstrated strengths of adaptability (i.e., ability to pivot and adjust to evolving environments and program needs).
  • A comfort, patience, and appreciation for performing meticulous, repetitive administrative functions as exemplified via previous work experience.
  • Strong, effective communication skills (both oral and written).
  • Working knowledge of Microsoft Office Suite (Word, Excel, Outlook, etc.) and other program or data management software.
