King County Housing Authority is Hiring a Construction Project Specialist Near Tukwila, WA

Join our team as a Construction Project Specialist (CPS) within the Capital Construction and Weatherization Department! As a key member of our three-person project team, alongside a project manager and construction coordinator, you will play a pivotal role in managing project workflow and administrative tasks.
The CPS oversees construction file documentation for a variety of residential and community development projects, including renovations, weatherization, alterations, and new construction for multi-family buildings (such as garden style, stacked flats, and mid-rise). Key responsibilities include, preparing bid packages, conducting bid openings, maintaining all project logs, managing project files, participating in on-site progress meetings, bid walks, Development/Project Team peer reviews, maintaining as-built drawings, and assisting in project closeout processes. This position reports directly to the Senior Construction Project Manager, based at our Central Office in Tukwila, WA. 
We are seeking a proactive individual who excels in coordinating across various areas to maintain up-to-date records, align project schedules, and monitor timelines closely. The ideal candidate is highly organized, process-driven, and adept at prioritization. They thrive in a dynamic, fast-paced construction environment and can quickly adapt to unforeseen circumstances. The CPS will:

  • Manage multiple, consecutive construction projects for renovations, alteration, or new construction on multi-family residential buildings.
  • Participate in contractor procurement, contracting, construction, closeout, warranty, and archiving processes.
  • Manage administrative tasks required by construction contracts and departmental/agency requirements.
  • Certify businesses that declare themselves Section 3; document criteria to determine if the business meets the minimum standards as defined by HUD Code of Federal Regulations; submit yearly reports to U.S. Department of Housing and Development (HUD).
  • Establish and maintain working relationships with contractors, local businesses, labor unions, and other community agencies to encourage, create and provide employment opportunities for residents.

Required Qualifications:

  • Associates/Technical degree in construction management, or related field AND
  • Moderate experience in construction processes (including sequencing), operations, contracts, and procurement OR
  • An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.
Required Knowledge, Skills and Abilities:
  • Knowledge of construction project scheduling, permitting, change order preparation and processing, construction document preparation, public bidding process, and project close out procedures.
  • Familiarity with contract management practices.
  • Analyzes problems, identifies alternative solutions, and implements recommendations; demonstrates critical, creative, and reflective thinking. 
  • Demonstrated proficiency in cultivating an inclusive work environment that values and appreciates diversity, treats others with respect, and fosters cooperation.
  • Clearly and effectively communicates both verbally and in writing by actively listening and sharing relevant information.
  • Ability to explain complex or technical information regarding rules, rights, regulations, policies, procedures, programs, or services to answer questions, resolve problems, and communicate decisions or actions.
  • Uses systems to organize, prioritize, and keep track of information and/or work in progress; maintains accurate and complete electronic and manual records; exhibits attention to detail; ability to multi-task in a high-pressure environment.
  • Works effectively and efficiently to provide quality service to satisfy service expectations; seeks ways to improve service delivery; demonstrates strong project management skills.
  • Proficiency with MS Office programs and database software.
Special Requirements:
  • Consent to and pass a driver's and criminal records background check.
  • Must possess a valid driver's license and own or have access to a vehicle to regularly travel between work sites or have an alternative reliable mode of transportation.

Salary & Benefits:

The starting salary range for this position is $70,740.80 - $86,642.00 annually, dependent on qualifications and professional experience. The complete salary range for this position is $70,740.80 - $102,555.51 annually. Performance-based merit increase opportunities and Cost of Living Adjustments (COLA) are reviewed annually. A comprehensive health care benefits package for you and your dependents includes medical, dental and vision insurance, life and long-term disability insurance plans, vacation, sick and personal leave, tuition reimbursement, and retirement benefits are also available. Work Environment: After initial onboarding, this role will have the opportunity to work remotely in accordance with the KCHA's flexible work arrangements; however, remote work conditions will be reviewed on a regular basis based on business and program need. Employees must reside in Washington State and having the ability to report to the Central Office in Tukwila will be required. Some local travel may be required to support KCHA business needs.
