MISSION & VISION STATEMENT:

The Kewa Pueblo Health Corporation (KPHC) is established for the purposes of carrying out the vision and mission of the Santo Domingo Health Center (SDHC). The MISSION of KPHC is: “ENSURING HEALTH & WELLNESS THROUGH EXCELLENCE IN HEALTHCARE WITH RESPECT FOR CULTURE” and the VISION OF KPHC is: “HEALTHY PEOPLE, HEALTHY COMMUNITY, and HEALTHY LIFESTYLE”.
POSITION PURPOSE:
The Controller is responsible for managing day-to-day operations (GL, AP, AR, PR and FA) of the accounting and finance functions while effectively using the resources available to address financial issues on a micro and macro scale to secure the continued success of the KPHC. Provides financial expertise to Leadership and Directors. Ensures effective internal controls are in place. Responsible for monitoring KPHC budgets, analyzing variances and preparing reports, and applying risk mitigation strategies. Ensures that accounting activities are in accordance with GAAP, other regulatory agencies, and KPHC policies and procedures.
PERFOMANCE EXPECTATIONS:
Assumes responsibility for overseeing daily operations of the Finance department.
  • Manages all aspects of month-end and quarter-end closing process. Participates in year-end closing and audit preparation.
  • Manages the fixed assets, including tracking and recording fixed assets: annual physical inventory and tagging.
  • Work closely with Human Resource Department on Payroll/Benefits issues.
  • Coordinates with Business Office to record medical/dental billings and AR collections in GL. Manages the analysis of allowance for doubtful accounts.
  • Continually evaluates established policies and procedures, and updates or modifies them as necessary.
  • Maintains proper segregation of duties.
  • Directly supervise all finance staff.
Assumes responsibility for the effective preparation, maintenance, and reporting of internal and external financial records and analysis.
  • Completes financial reports (budget vs. actual analysis) for each department on the monthly basis.
  • Conducts cost analysis, ratio and trend analysis, and other comparative examinations of accounting operations including making recommendations for improvement and implementing new strategies and processes, as appropriate.
  • Assists CFO with annual audit. Providing information to external auditors (PBC). Ensures that accounting records are in compliance with GAAP (GASB).

Assumes responsibility for establishing and maintaining effective communication and coordination with
KPHC personnel, departments and management.
  • Ensures that all employees are well informed of finance policies, procedures, and regulations. Facilitates consistency at all levels of finance operations.
  • Participate and attend staff/department meetings and staff training.

Assumes responsibility for establishing and maintaining effective business relations with vendors, outside auditors and regulators, and professional trade groups.
  • Serves as a liaison between KPHC external auditors and regulatory authorities.
  • Ensures that KPHC’s professional reputation is maintained. Ensures appropriate levels of confidentiality regarding KPHC.

Effectively supervises Finance personnel, ensuring optimal performance.
  • Oversees hiring and staffing of finance personnel. Assesses staffing requirements and provides recommendations to Human Resources and senior leadership to fill open positions with qualified candidates.
  • Provides leadership to finance personnel through effective objective setting, delegation, and communication. Conducts meetings to ensure that personnel are well informed of changes in programs, policies, and procedures.
  • Trains, directs, and coordinates finance personnel. Ensures that training and development needs are met and provides assistance and support as needed.
  • Conducts performance appraisals of finance personnel as assigned. Provides measurable feedback to Finance staff and suggestions for improved performance. Formulates and implements employee corrective actions as needed.

Assumes responsibility for related duties as required or assigned.
  • COMPLETES SPECIAL PROJECTS AS ASSIGNED.

MINIMUM MANDATORY QUALIFICATIONS:
Education:
  • Bachelor’s Degree (required) in accounting or finance.
Experience:
  • Seven or more years of high-level finance and accounting experience and three or more years of supervisory experience.
Mandatory Knowledge, Skills, Abilities and Other Qualifications:
  • Strong knowledge of financial and accounting practices, principals, and procedures.
  • Understanding of related auditing and compliance functions, practices, principals, and procedures.
  • Ability to work with accounting software and within company financial database and make recommendations for efficient financial accounting and control systems as needed.
  • Strong organizational skills to keep and maintain company’s financial records and documentation.
  • Current on federal, state, and local accounting procedures and regulations to ensure company practices are in compliance.
  • Must be familiar with governmental accounting in accordance with U.S. Generally Accepted
Accounting Principles (GAAP) and Government Accounting Standards Board (GASB).
  • Excellent leadership and human relations abilities.
  • Ability to communicate clearly and effectively as displayed in both oral and written skills and reporting.
  • SOLID ANALYTICAL SKILLS AND PROBLEM-SOLVING AND CRITICAL THINKING TO ANALYZE PROBLEMS AND DEVELOP SOLUTIONS.
  • A RECORD OF SATISFACTORY PERFORMANCE IN ALL PRIOR AND CURRENT EMPLOYMENT AS EVIDENCED BY POSITIVE EMPLOYMENT REFERENCES FROM PREVIOUS AND CURRENT EMPLOYERS.
  • Ability to perform other duties as assigned.
  • Incumbent may be required to work day, evening or holiday shifts.

PREFERRED QUALIFICATIONS:
  • Master’s Degree in finance, accounting, or business.
  • CPA active license or ten years of high-level professional health care finance or accounting experience.
  • Prior experience working with Indian Health Services (IHS), a Tribe or Tribal organization.
  • Bilingual skills in English and the Keres native language.

While performing the duties of this job, the employee may be required to frequently stand, walk, sit, bend, twist, talk and hear. There may be prolonged periods of sitting, keyboarding, and reading. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include reading, distance, computer, and color vision. Talking and hearing are essential to communicate with patients, vendors and staff.

MENTAL DEMANDS:
There are a number of deadlines associated with this position. The employee must also multi-task and interact with a wider variety of people on various and, at times, complicated issues.
