Kettle Falls School District is Hiring an Early Learning Center Director Near Kettle Falls, WA

The job of Director, Center for Early Childhood Services is done for the purpose of providing supervision and management for the Center for Early Childhood program and activities, providing supervision for all department staff, ensuring goals and objectives of the funding sources are met and required data and records are maintained, and maintaining program funding through grant writing, expansions, and entrepreneurial activities.

  • This position reports to the Superintendent.
  • Advocates on behalf of staff and programs at Kettle Falls School District for the purpose of ensuring services for children and families.
  • Directs all aspects of providing early childhood services (e.g. assessing needs, program design, implementation, accessing funding, staff development, etc.) for the purpose of providing early learning.
  • Maintains State Childcare License, Early Achievers Status and ECEAP.
  • Compiles data from a wide variety of sources for the purpose of analyzing issues, ensuring compliance with various policies and procedures, and monitoring program components.
  • Coordinates with the elementary school, Nutrition Services Director and other local and state programs for the purpose of ensuring comprehensiveness and efficiency.
  • Develops long and short range plans in relation to the Early Learning Center programs (e.g. grant proposals, annual funding source budget, policies, procedures, staffing, forms/materials, equipment, etc.) for the purpose of ensuring organizational objectives are achieved in the most efficient and timely manner.
  • Identifies potential sources for funding and services for the purpose of preparing grant proposals and implementing grant projects.
  • Manages all assigned program and departmental responsibilities for the purpose of achieving outcomes in relation to organizational objectives and ensuring conformance with rules and regulations established by state, federal, and other governing agencies.
  • Monitors all program and services for the purpose of ensuring stated outcomes are achieved, relevant policies and procedures are met, and services are efficiently provided within budgetary guidelines.
  • Participates in meetings with staff, colleagues, administrators, funding sources, and other early childhood entities for the purpose of conveying and gathering information regarding a wide variety of subjects required to carry out administrative responsibilities.
  • Performs personnel functions (e.g. making recommendations to hire, counseling, training, supervising, evaluating, providing professional development opportunities, etc.) for the purpose of maintaining necessary staffing, enhancing productivity of staff, and ensuring necessary department objectives are achieved.
  • Prepares a wide variety of materials for the purpose of documenting activities and issues, meeting compliance requirements, and providing supporting materials for requested actions.
  • Researches information required to manage assignments including current legislation, issues and trends in the field of early childhood, family support, and education for the purpose of ensuring compliance with relevant requirements and securing general information for planning, taking appropriate actions, and responding to requests.
  • Responds to issues involving policies and regulations and community concerns (e.g. school districts, communities, other regional, state, and federal agencies, etc.) for the purpose of identifying the relevant issues and recommending or implementing a plan of action that will efficiently resolve the issue.
  • Assists other personnel as may be required for the purpose of supporting them in the completion of their work activities.
  • Other duties as assigned.

SKILLS, KNOWLEDGE, AND ABILITIES

SKILLS are required to perform multiple, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skills required to satisfactorily perform the functions of the job include: operating standard office equipment including utilizing pertinent software applications, planning and managing projects and programs, analyzing program activities and regulatory compliance, developing effective working relationships, preparing and maintaining accurate records, administering personnel policies and procedures, developing and implementing recommendations, and developing and implementing new programs and innovative projects.

KNOWLEDGE is required to perform basic math, including calculations using fractions, percentages, and ratios, read technical information, compose a variety of documents, facilitate group discussions, and analyze situations to define issues and draw conclusions.

Specific knowledge required to satisfactorily perform the functions of the job includes: application of pertinent codes, policies, regulations, laws, federal and state funded early childhood special education programs, personnel processes, and standard business practices.

ABILITY is required to schedule a number of activities, meetings, and events, gather, collate, and classify data, and use basic, job-related equipment. Flexibility is required to independently work with others in a wide variety of circumstances, work with data utilizing defined but different processes, and operate equipment using defined methods. Ability is also required to work with a significant diversity of individuals and groups, work with data of varied types and/or purposes, and utilize specific, job-related equipment. In working with others, independent problem solving is required to analyze issues and create action plans. Problem solving with data requires analysis based on organizational objectives, and problem solving with equipment is limited to moderate.

Specific abilities required to satisfactorily perform the functions of the job include: communicating with diverse groups, meeting deadlines and schedules, setting priorities, working as part of a team, being flexible to changing conditions, and maintaining confidentiality.

RESPONSIBILITY:

Responsibilities include: working independently under broad organizational guidelines to achieve unit objectives, managing a center, and supervising the use of funds.

WORKING ENVIRONMENT:

The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, and significant fine finger dexterity. Generally the job requires 50% sitting, 25% walking, and 25% standing. This job is performed in a generally clean and healthy environment.

QUALIFICATIONS:

  • Associate’s Degree Required, Bachelor’s Degree Preferred
  • Preferred applicant will have experience with Early Achiever’s, ECEAP, Special Education, Creative Curriculum and TS Gold.
  • Job related experience within specialized field is preferred

TERMS OF EMPLOYMENT AND SALARY:
The salary range for the position is: Min $68,000 – Max $78,000 New Hires Salary placement will be at step 1 on the appropriate scale for the position unless otherwise noted within the contract.
 
A typical work year consists of 260 days which includes 13 paid holidays. Each employee shall accumulate twelve (12) days of sick leave per year. An employee employed less than a full work year shall be entitled to a proportionate part of the sick leave allowance. A maximum of three (3) days of annual leave are provided for all employees based on the employee’s scheduled employment hours per day to be used for an absence during work hours, or to be accumulated for the purpose of cash out. Newly hired year-round employees will accrue vacation at a rate of ten (10) days or 80 hours per year. Vacation may be taken only after the provisional period has been successfully completed. 
 
Employees anticipated to work more than 630 hours per year will be eligible for Benefits through the School Employees Benefits Board (SEBB) Standard benefits include Medical, Dental, Vision, Life Insurance, and Long-Term Disability. Positions anticipated to work 70 hours or more per month for at least 5 months over a 12-month period are eligible for Retirement through the State Department of Retirement Services.
