Ketchikan Gateway Borough is Hiring an Engineering Technician Near Ketchikan, AK

Assists in developing practical engineering solutions for projects involving municipal buildings, facilities and other publicly owned infrastructure. Will perform and coordinate a wide variety of field, administrative, and office engineering technician duties, including updating utility and infrastructure inventory maps to be distributed to the Borough and the public; conduct road and utility permitting, and assist the public with obtaining and routing Borough permits; assist in procurement, contract preparation, and bid document writing; perform computer-assisted drafting; provide public information documents; assist in agency permit acquisition for Borough projects; provide grant writing; and provide technical assistance to other departments and all Borough facilities.
  • Coordinate preparation of engineering plans and specifications, bidding documents, requests for proposals, cost estimates and contract documents, and review project documents for internal consistency of any design and construction project conducted by the Borough.
  • Coordinate procurement of engineering, architectural, or construction firms for specific capital and other projects.
  • Administer design and construction contracts and perform site inspections and submittal review.
  • Provide preliminary cost estimates as requested for specific capital and other projects.
  • Secure permits from other governmental entities.
  • Draft grant applications and funding requests for road, water, wastewater, and facility projects.
  • Conduct permitting on behalf of the Public Works Department.
  • Assist in routine facility scheduling. 
  • Provide engineering support to operations crews, including shooting grades and determining material purchase quantities.
  • Coordinate a variety of mapping duties such as inputting data into Borough GIS system, collating and displaying existing conditions data, and updating maps with as-built data from previous projects and that provided during close-out.
  • Collect data using Geographical Positioning System (GPS) and update geographical information system (GIS) mapping.
  • Maintain inventory database of road, trail, storm drainage, water and wastewater utility infrastructure parameters, including centerline length, width, condition, etc. and display using geographical information system (GIS) mapping software.
  • Set up and operate ESRI Geographical Information System (GIS) on computers, as directed.
  • Research records, maps, and other data to obtain typical data, including locations of manholes, water valves, water mains, sewer stubs, hydrants and culvert inlets and outlets.
  • Maintain up to date as-built utility drawing files.
  • Create maps, detailed dimensional drawings, and display diagrams using GIS and other software as directed.
  • Perform a wide variety of drafting using computer assisted drafting (CAD) applications.
  • Respond to citizen questions and complaints; advise citizens of requirements, codes, regulations, and provide information regarding Public Works Department practice and policy for issuing land use, sewer, water, road, and other permits.
  • Assist in preparing a variety of reports, legal descriptions and records associated with projects.
  • Promotes positive public relations, responds to public inquiries in a courteous manner and provides information within scope of knowledge or refers to supervisor.
 
ADDITIONAL JOB DUTIES:
  • Provide instruction to other employees of this or a similar job classification in all aspects of procedure and technique relating to the duties required by this job description unless such instruction requires a specialized certification which the employee doing the training does not have.
  • Perform related other duties as directed. 
  • Ability to work with little supervision, be self-motivated, manage time effectively and solve problems successfully.
  • Ability to use a personal computer with CAD, ESRI-GIS, word processing, spreadsheet, and database software.
  • Ability to read and learn to use equipment, software and systems from written materials.
  • Communicate effectively and courteously in the English language with staff, citizens, developers, user groups, contractors, elected and appointed officials, and others.
  • Ability to perceive and analyze problems, develop alternatives and make or recommend sound decisions.
  • Code familiarity, including the International Building Code, Americans with Disabilities Act guidelines, and zoning codes.
  • Ability to conduct research and compile comprehensive reports and other correspondence using a computer.
  • Able to work effectively with managers, elected and appointed officials, consultants, co-workers, and the public.
PHYSICAL ACTIVITIES INCLUDE:
  • Most work is done inside, but occasional field verification is required and adverse weather conditions can be experienced. 
  • Must be able to hear. 
  • Specific vision abilities include close vision, distance vision, color vision (able to distinguish colors on slides, plans, illustrations, and other graphic representations), peripheral vision, depth perception, and the ability to adjust focus. 
  • Ability to use hands to finger, handle, or operate objects, tools, or controls; reach with hands and arms; climb or balance, stoop, kneel, crouch; and taste or smell. 
  • Field investigations may require the ability to walk, climb, or crawl over gentle to moderately sloping terrain. 
  • Each of the listed activities also requires standing, sifting, walking, bending, stooping, climbing on stools and ladders, and routinely lifting and carry items and boxes up to forty (40) pounds. Must listen carefully and take accurate written notes. 
  • Driving a vehicle to and from projects or meeting sites. Long hours of sitting at a desk, in meetings, and in front of a computer. 
LICENSES:
Valid State of Alaska driver’s license with a driving record acceptable to the Borough’s insurance carrier.
EDUCATION AND EXPERIENCE:
  • Bachelor’s degree in Geography, Surveying, Engineering or Architectural or closely related field, preferred.
  • ETAC (Engineering Technology Accreditation Commission) Associate’s degree strongly desired, or an Associate’s degree in closely related field required.
  • Coursework in GIS and CAD required, and 1 to 2 years’ related experience preferred.
 
Any combination of related education and/or related experience will be considered if the candidate possesses the demonstrated ability.
