Keolis Transit America is Hiring a Drug Alcohol Program Manager - CapMetro Near Austin, TX

Knowledge and Experience:

  • High school diploma / college degree preferred.
  • Three (3) years of progressive supervisory/ management experience
  • Understanding of OSHA, EPA standards, and ADA requirements.
  • Thorough knowledge and understanding of Department of Transportation, Federal Motor Carrier, Department of Homeland Security, and Federal Transit Administration rules and regulations and applicable State Regulation.
  • Microsoft systems experience
  • Transit environment experience preferred

Key Accountabilities:

Responsibilities

  • Work with the safety manager to pursue a safety culture with a heavy emphasis on risk mitigation and accident prevention.
  • Administer compliance process and paperwork to all new hires collecting application information and drug/alcohol testing; DOT physicals; motor vehicle records checks.
  • Take responsibility for day-to-day reports and actions with compliance with CHP, local agencies, and the Client.
  • Help to Investigate incidents, accidents, and work-related injuries including accident investigation, accident reports, accident files, accident register, and follows up with the claim’s office and adjusters as necessary.
  • Assists drivers in preparing accident reports, prepares OSHA reports, safety violation and compliance documents. Work with the safety manager to determine preventability based on the facts identified at the scene.
  • Manage the Keolis Substance Abuse Program including, but not limited to, training, policies and procedures, contractor oversight, auditing, and regulatory compliance for all safety sensitive positions.
  • Understand, interpret, and administer local drug testing procedures, specimen collection, prescriptions and over-the-counter medications, Medical Review Officer Procedures, Department of Health and Human Services certified lab procedures, checklist reviews, and action plans as needed to ensure accurate testing and reporting.
  • Work daily with the Third-Party Administrator (TPA) handling auto, general liability and workers’ compensation claims on behalf of Keolis Transit; which includes:
  • Investigations and follow up
  • Evaluation of exposure
  • Attending claim reviews
  • Manage the Early Return to Work (ERTW)/Modified duty program at the operation.
  • Perform all required administrative and related duties as required by supervisor in support of meeting the goals of the department.

Driver Logs and Files

  • Continue to monitor drivers medical, VTT, MVR and compliance paperwork on a day to day.
  • Update SharePoint site on a daily basis on all AFR and IFR.

Training Classroom Preparation

  • Monitor that all new hires paperwork is in order prior to their start date.

Monitor Risk management information

  • Confirm and work with the Safety Manager and VP of Risk that all reports are ready for any unforeseen audit, by management, client or an outside agency.
  • Maintain accurate computer records of all accident/ incents, video, drive cam and all paperwork related to the drug and alcohol.
