Description
The Kentucky Horse Racing Commission (KHRC) is an independent agency of state government charged with regulating the conduct of horse racing and pari-mutuel wagering on horse racing and related activities within the Commonwealth of Kentucky. The KHRC is a leader in the welfare of horse and rider and the safety and integrity of horse racing.
We are looking for an Auditor IV to join our team of highly skilled professionals. As an Auditor IV, you will conduct specialized and complex audits, such as investigations of fraud or program abuse of Kentucky Sports Wagering licensees. Review the completed audit reports of KHRC auditors for compliance with generally accepted accounting and auditing standards and to maintain the quality of audit work; and perform other duties as required.
Responsibilities include, but are not limited to, the following:
  • Lead in the implementation of the compliance audit program. Supervise and coordinate the work of auditing staff. Coordinate and lead audits and investigations, provide coaching to auditors and assist auditors to make necessary corrections. Provide technical assistance to audit staff as required during the performance of an audit. Perform performance evaluations and approve time for staff.
  • Review audit documentation and reports to assure compliance with cabinet audit specifications. Review completed sports wagering audits for compliance with generally accepted accounting and auditing standards. Lead audit meetings and resolve all issues related to the audit.
  • Interpret and apply federal and state policies and regulations to ensure audits are in compliance with state laws, regulations, and policies. Provide specialized audit expertise with respect to investigating allegations of fraud and/or program abuse. Conduct audits, develop, and present audit findings and recommendations to upper-level management personnel in the Cabinet.
  • Maintain constant contact with management personnel of the agency or third party contractor being audited. Attend meetings and training sessions to develop and to improve audit skills. Provide training to auditors. Keep audit staff informed of significant auditing trends and problems. Provide general research of laws, regulations, accounting procedures and program policies and procedures.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree (which includes twenty semester or thirty quarter hours in accounting).
EXPERIENCE, TRAINING, OR SKILLS: Three years of professional auditing experience.
Substitute EDUCATION for EXPERIENCE: NONE
Substitute EXPERIENCE for EDUCATION: Certification as a Certified Public Accountant or as a Certified Internal Auditor will substitute for the required education.

Working Conditions
Incumbents working in this job title perform duties in an office setting. Occasional travel may be required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
