DEFINITION

The Traffic Officer performs work involving the protection of life and property, enforcement of state laws and city ordinances as they apply to the Bellevue Collection and the interests of Kemper Development Company. Traffic work also involves the maintenance of order, the direction of vehicles and related tasks, and a high visibility in the parking garages, with emphasis in keeping traffic flowing smoothly. Officers must display a positive attitude toward duties involving traffic and related matters at all times.

DISTINGUISHING CHARACTERISTICS OF WORK:

Employees in this classification perform operating level duties as licensed “Security Officers” through the State of Washington on a 24-hour-a-day, 7-day-a-week basis. (Attendance is a significant issue in this job classification.) Work varies, but is generally governed by department rules, regulations and operating procedures, with job performance reviewed regularly by the Traffic/Security Manager.

The Traffic Officer is expected to act with a great deal of independence and initiative in daily performance of his/her duties, continuously demonstrating and maintaining proficiency in all traffic related tasks. Officers will be tested on their knowledge and asked to demonstrate certain skills at regular intervals. English language required.

KNOWLEDGE, ABILITIES AND SKILLS

Must successfully complete the following training: 

  • Pre-assignment security licensing requirements for the State of Washington
  • Safety orientation, MSDS program and emergency evacuation, etc.
  • PSTN Security Officer Training Series
  • Bloodborne Pathogen training
  • First Aid/ CPR / AED “Automatic defibrillator training” 
  • Fire Extinguisher and response training
  • Computer training – Word, e-mail, PDA, License Plate Recognition, etc.
  • Self-defense / OC pepper foam spray training
  • Report writing
  • Verbal Judo DVD series
  • Vehicle operation – patrol procedures, types of patrol, Bike, Segway, T3, etc.
  • Jumpstarts / Lockouts – hold harmless procedures, explanations, etc.
  • Flagging / traffic direction
  • Surviving Edge Weapon Attacks, and other security related topics.

ESSENTIAL FUNCTIONS AND DUTIES

Within assigned areas, this position requires the following. Other duties will be assigned as needed.

  • Knowledge of problems involved in parking violations and the procedures used in dealing with such problems.
  • Ability to write clear reports, using computer, accurately putting to words, observations of various events, occurrences, circumstances, statements made by others, etc.
  • Ability to understand, remember and carry out oral and written directions.
  • Ability to analyze routine problems, organize assigned work, and develop effective work methods and schedules
  • Ability to deal courteously and tactfully with the public as well as fellow employees, reflecting positively on The Bellevue Collection at all times and building positive relationships in your day-to-day activities on behalf of the Security Department.
  • Ability to read, understand interpret and appropriately apply laws, ordinances rules and regulations, including safety regulations.
  • Ability and willingness to follow and abide by all rules and regulations as stated in Bellevue Square | Bellevue Place | Lincoln Square security manuals – demonstrating personal support for said regulations in his/her daily routines and conduct.
  • Ability to perform strenuous physical tasks, such as: running, climbing ladders, lifting barricades, cones, delineators and other traffic control devices, dragging and/or carrying injured person(s) to safety, responding to emergency situations in a timely manner, etc.
  • Knowledge of fire prevention.
  • Knowledge of security measures in detaining persons, so as to assist security officers as directed.
  • Knowledge of problems and procedures involved in enforcing traffic regulations.
  • Ability to work effectively under a variety of weather conditions.
  • Ability to work varied assignments on a scheduled or emergency basis, including weekends and holidays.

EXAMPLES OF WORK:

  • Stand for long periods of time at a fixed post, directing vehicular and/or pedestrian traffic within driving areas of the parking garages.
  • Assist in keeping traffic flowing smoothly on the drive lanes within parking garages.
  • Run in response to emergency situations.
  • Assist pedestrian traffic crossing drive lanes from parking garages to retail areas of Bellevue Square / Bellevue Place / Lincoln Square.
  • Talk with individual(s) who are upset, calming emotionally charged situations as much as possible.
  • Monitor employee vehicle and pedestrian traffic at off-site parking areas.
  • Validate parking passes for employees at designated off-site parking lots.
  • Maintain an alert and courteous manner while on duty.
  • Talk on two-way radio in a calm, clear voice, making it possible for others to understand your situation and circumstances. (Proficient in English Language is required). 
  • Walk up and down stairs between levels within parking garages.
  • Lift traffic cones/barricades as needed.
  • Safely operate company vehicles while patrolling garages, responding to jumpstarts, lockouts, etc.
  • Walk projects, chalking tires and issuing parking tickets as required by company policy.
  • Prepares daily report of work activities, and other paperwork relative to parking enforcement program as directed by Sergeant.
  • Writes clear reports, using work processor, accurately putting to words observations of various events, occurrences, circumstances, statements made by others, etc.
  • Administer First Aid/CPR in emergency situations after completion of training.
  • Use AED (automatic external defibrillator) after completion of training.
  • Sit for extended periods of time.
  • Separate parties involved in a vehicle accident in the garage, obtaining all pertinent information, identifying witnesses, etc., and then assisting security with report(s) and/or investigation.

PHYSICAL DEMANDS & REQUIREMENTS

The physical demands and work environment described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

Traffic work involves walking, running, talking, hearing, smelling, using hands to handle, feel or operate objects, tools, or controls and reach with hands and arms. Periodically, the Traffic Officer will be required to climb, balance, bend, stoop, kneel, crouch and/or crawl. Normal color vision is required as well as close vision, distance vision, peripheral vision, night vision, depth perception, and the ability to adjust focus. (Hearing is critical to success in this job classification.) 

The employee must be able to enter and exit vehicles quickly while carrying approximately 15 pounds of equipment. In response to crimes in progress, fire alarms, medical emergencies, etc., the employee must be able to run. Manual dexterity, coupled with good hand and arm strength is required to use traffic control devices, light flares, flashlights, perform CPR or administer First Aid, etc. The Traffic Officer will be required to lift objects and/or persons in excess of 50lbs on occasion and stand for extended periods when directing traffic and/or controlling crowds at special events.

Traffic Officers will be exposed to extreme weather conditions such as: heat, cold, rain and at times, potentially dangerous environments, diseases, chemicals, and excessive noise.

MINIMUM QUALIFICATIONS:

  • Must have a high school diploma or GED and proof thereof.
  • Minimum 1 year of customer service experience preferred.
  • All traffic officers must be 18 years of age at the time of employment. 
  • Proficiency in English reading, writing and verbal communication skills are required.
  • The officer must possess qualities of integrity, loyalty, endurance, and judgment.
  •  Must be able to obtain a Washington State Private Security License. 
  • Must have, or be able to obtain, a Washington State Driver’s License with no major or continuing driving offenses that demonstrate a lack of concern for safety for the last 5 years.
  • Ability to communicate using a 2-way radio.
  • Ability to work both independently and in a team environment.
  • Ability to walk and stand on your feet for long periods.
  • Comfortable working overtime and under any weather conditions.
  • Any felony or misdemeanor convictions in the areas of theft, assault, extreme recklessness, or moral turpitude will more likely than not, prevent employment under RCW 18.170.

NOTE: This position is considered a safety sensitive position for which impairment while working presents a substantial risk of death under the Washington State Law. Therefore, successful candidates will be required to pass a satisfactory background check and a drug screen (including cannabis).
