Job Summary:

Reporting to the Vice President of Administration and Chief Financial Officer, the Director of Purchasing will provide leadership and responsibility for the Purchasing and Accounts Payable operations of the College. This function includes the operation of the purchasing unit guided by the policies of the Commonwealth of Kentucky Model Procurement Code, and related Kentucky Community and Technical College System (KCTCS) operational policies and procedures in coordination with applicable Federal and State laws.

Job Responsibilities:

  • Maintains a working knowledge of all current College, state, and federal policies relevant to purchasing and procurement and monitors & ensures continuous and consistent analyses of expenses to make sure compliance with college procurement rules, regulations, and internal procedures are being followed.
  • Implementation, management, and control of all purchasing and accounts payable functions of the College, ensuring adherence to policies and procedures. Oversee auditing and processing of all college payment methods and documents, ensuring adherence to policies and procedures and audit responsible for all documents related to purchasing and accounts payable.
  • Processing of Requisitions/Purchase Orders for purchases of equipment or purchases above the procurement card/pay voucher spend limits.
  • Assist with audit and processing of Employee Travel and Expense reimbursements to ensure proper reimbursement within College policies. Coordinate employee training to empower end users to aid in alleviating questions to the Purchasing Office staff.
  • Serve as the College resource to educate, train, and troubleshoot issues, processes, and procedures on current and emerging practices and developments affecting the College and KCTCS Policy and Procedures and proper use of College funds, procurement and payment mechanisms.
  • Supervises and directs the activities of the Purchasing Office staff.
  • Promote, leads and assists with the College’s Supplier Diversity initiatives

Qualifications:

Associate’s Degree (related field), and two years related experience, or equivalent. Preference given to candidate with experience in PeopleSoft Financials, Microsoft Office, and familiar with KCTCS Purchasing Policies and Procedures. Strong communication, organizational and computer skills is a plus.
