Job Description:


WORK SCHEDULE

40 hours per week. May be required to work additional hours as needed to complete assignment or project. Extended work hours will be coordinated as this flexibility is required dependent upon the needs of the government or as described for specific tasks herein.

SUMMARY

Provides experimentation and operations support to Experiments Division (ExDiv.) with regards to Data & Visualization support to inform the combat development process.

ESSENTIAL DUTIES & RESPONSIBILITIES

Common Experiments Division Technical and Functional Support tasks include, but are not limited to the following:

  • Participate in and report on site surveys and other planning events.
  • Serve as observer/controllers, watch officers, data collectors and in other support billets during training and execution of live-force experiments.
  • Collect, record, analyze and interpret the events occurring in live-force experiments or simulations to include wargames.
  • Participate in the data reduction, analysis and assessment of information taken from experiments.
  • Participate in and support the construction, production and delivery of briefs, reports of any type, presentations and conferences to review experiment findings.
  • Plan the development of process, procedures, design, coordination and execution of User Evaluations (UE), Limited Technical Assessments (LTA), Limited Objective Experiments (LOE), MAGTF Integrated Experiments (MIX), Advanced Naval Training Exercises (ANTX), Advanced Warfighting Experiments (AWE) and other experiments.
  • Create DOTMLPF recommendations in writing and edit interim and final reports on UEs, LTAs, LOE's, MIXs, ANTXs, AWE's and letters of instruction for experiment execution.
  • Support working groups, operational planning teams and other designated efforts with administration, organization, and facilities.
  • Review information papers and other briefs/documents as required to support experiment efforts.
  • Coordinate with the Futures Analysis Cell and Experiment Design Cell at MCWL/FD to provide input for the Data Collection and Analysis Plan (DCAP) for specific experiments.
  • Provide risk assessments and recommendations during planning and execution of experiments.

Specific Data & Visualization support tasks include but are not limited to the following:

  • Assists project officers in using specific models that enable users to consider a wide range of potential options to a given problem in a short period of time. Models required are generally mathematical; however, on occasion, concepts are subjective and require qualitative data analysis. Collection efforts consist of spreadsheet format(s) with input elements designed to allow for use by project officers of any background. Current operating tools are: Python, R Studio, Microsoft Visual Studio Code, Excel, SharePoint libraries and List.
  • Conduct research as required to determine values of data needed by the model(s).
  • Prepare technical and non-technical briefs and papers to explain the approach used and the results of the model(s).
  • Maintain a repository of models, data bases, scenarios, and data mined from previous studies that are available for review and for use in future studies and experimentation.
  • Support the Experiment Design Cell with Data & Visualization support to enhance experiment planning.
  • Data & Visualization Support, not limited to the following:
    • Maintain and exercise the ability to independently operate software systems employed by and available to the branch to include, but are not limited to, Microsoft Visual Studio Code, Microsoft Power Apps (data collection), SharePoint Online, Power Automate and Power BI.
    • Provide for system operation support to the command in support of assigned tasks.
    • Instruct and supervise novice uses in the operations and employment of simulation systems employed by the Ex-Div. branch.
  • Maintain regular and punctual attendance.
  • Other duties as required.

MINIMUM QUALIFICATIONS

  • Military Education: Commensurate to experience.
  • Must possess working knowledge of the Marine Corps, its missions and structure.
  • Demonstrated subject matter expertise with Modeling and Simulation and Simulation Operations.
  • Must have an intermediate knowledge of the Microsoft Office suite.
  • Must obtain and maintain a valid TOP SECRET Sensitive Compartmented Information (TS/SCI) security clearance.
  • Must obtain and maintain any necessary security access and/or background checks.

  • Civilian Education: Bachelor's degree preferred.
  • Excellent oral and written communications skills.
  • Must be able to work independently with little or no supervision, be exceedingly well organized, flexible.

TRAVEL

The expected travel time is less than 25%.

DRIVING REQUIREMENTS

Must have or be able to attain a valid state driver’s license and be insurable on the company’s automobile insurance policy.

Driving, with or without accommodation, may be required when traveling for training and/or short occasional amounts of local driving. The expected driving time is less than 25%.

PHYSICAL DEMANDS

Frequent sitting, using hands/fingers, handling, reaching with hands and arms, talking, hearing, and seeing up close, at a distance, along the periphery, with depth perception and the ability to adjust focus; occasional walking or standing, occasional lifting of up to 50 lbs. WORK ENVIRONMENT

Work is performed in both an office setting and occasionally in an outdoor USMC appropriate field environment. Live-force experiments are conducted in field environments both CONUS and OCONUS, often in conjunction with operating force exercises which shall require travel to other government facilities or other contractor facilities to include weekends. Experiments will execute in accordance with exercise schedules requiring extended hours of up to 24 hour a day coverage. Tasks may need to be executed aboard military vehicles, ships, and aircraft. Shipboard planning sites may be a requirement, and time underway may be required as necessary. May be exposed to sharp objects, some heat, loud noise, chemicals, and vibration. Use of personal protective equipment is mandatory. Employee will be exposed to a wide variety of people in differing functions, personalities, and abilities.
