Position Summary & Responsibilities
Position Summary:
The Director of Capital Improvements provides long range planning and determines operation priorities for the allocation of resources for capital projects. This includes developing facility projects, both renovation and new construction, to support the Agency's Capital Improvement Program, from initiation stage through planning, design, and construction.
Manages and coordinates the activities of a designated project to ensure that goals or objectives of the project are accomplished within specified time frame and funding parameters.
Job Responsibilities may include but are not limited to the following:
Develops and oversees the Department's Five Year Capital Improvements Plan, providing accurate cost estimates and analysis, and recommending priorities to the Deputy Secretary and the Secretary so that facilities and offices are properly maintained. Acts as point of contact for all questions and responses to the State Fire Marshal's Office, the Department of Administration, and the Department of Health and Environment.
Analyzes the Department's statewide needs regarding the planning of new construction and capital improvement projects, and makes recommendations as to the scope of the project(s), the estimated cost, and the priority of the project(s). Ensures completed projects conform to the scope, cost, and time schedule approved for the project. Develops program statements for all capital improvements requiring approval by the legislature in order to assure that the needs of the department are met and to comply with the budget set for each project.
Assists facilities' managers with development and design of renovation and construction projects for the Department, ensuring that they meet the agreed upon scope, cost, and time schedule given for the project.
Reviews plans and specifications developed for the Department by in-house staff, facility staff, Department of Administration and private consulting architects and engineers in order to ensure that the needs of the facilities and the Department are being met.
Services as the Department's representative on capital improvement negotiating committees. Interviews firms to determine the most qualified to design a project. Participates in the negotiation of specific terms of the architectural/engineering contracts (scope of work and compensation), and to review and approve adoption of the program and cost estimate for the project.
Other duties as assigned.
Qualifications
Minimum Qualifications:
Eight (8) years extensive experience working with large capital improvement programs and a proven track record as a high-level administrator, preferably in the government sector. Thorough four (4) years' supervisory and management experience is also required.
Preferred Qualifications:
Bachelor's degree in Business Administration, Public Administration, Urban Affairs, Architecture, Civil Engineering, Economics, Finance, or a related field. A Master’s degree may be preferred in one of the aforementioned areas.
Post-Offer, Pre-employment Requirements: Must possess and maintain a valid driver's license. Must pass a criminal history records check.
