Job Summary:
In addition to the responsibilities listed below, this position is also responsible for serving as a lead investigator for the Corporate Security Investigations department in Kaiser Permanente, leading criminal, civil and administrative investigations to support a variety of departments (e.g., Security Operations, Workplace Violence, Threat Management, Human Resources, Legal). This includes delivering expertise and coherence across assigned area(s) while ensuring consistent and repeatable service delivery, effective integration, alignment, and unity of effort between frontline of the organization to establish and maintain a strong and adaptive security posture that aligns with organizational risk tolerance and business strategies. This position is also responsible for driving the development and deployment of the framework and organizational design of a corporate security investigations and loss prevention program including the governance, operating rhythm, systems, and tools necessary to execute standardized processes. This role will be responsible for leading complex investigations; managing and processing crime scenes and maintaining evidence, interviewing witnesses, victims, and perpetrators; providing testimony in court or hearings; and recommending security solutions at the conclusion of their investigations. Finally, this role serves as a prime contact for local, state, and federal law enforcement agencies, prosecutors, and other security experts working to promote unit and organizational goals.
Essential Responsibilities:

  • Conducts or oversees business-specific projects by applying deep expertise in subject area; promotes adherence to all procedures and policies. Partners internally and externally to make effective business decisions; determines and carries out processes and methodologies; solves complex problems; escalates high-priority issues or risks, as appropriate; monitors progress and results. Develops work plans to meet business priorities and deadlines; coordinates and delegates resources to accomplish organizational goals. Recognizes and capitalizes on improvement opportunities; evaluates recommendations made; influences the completion of project tasks by others.
  • Supports facility access control plan by: enforcing guidelines for facilities access control, including key control, ID badge management, controlling access to specific areas, locking and unlocking doors, providing emergency and after hours access as appropriate, providing escorts to sensitive areas, traffic control, and vendor/patient/visitor/personnel access management; and encouraging team member compliance with access control plan.
  • Complies with safety and security policies and procedures by: using advanced knowledge of safety and security laws, regulations, policies, procedures, and standards to drive the application of strategies and concepts and determine the best course of action across a variety work situations; as appropriate, participating in training programs for area security staff; facilitating the implementation of department policies; and promoting the application of safety and security knowledge and training.
  • Guides continuous improvement of security systems by: planning and executing the integration of security solutions design standards introduced through new construction, renovation, and/or life cycle replacement projects; providing informal guidance to junior team members adapting to security technology changes and collaborating with senior internal (e.g., Information Technology, Risk Management) and sometimes external (e.g., vendors) stakeholders; if applicable, working within teams to perform an industry analysis and ensuring best practices are applied, with little guidance; if applicable, serving as subject matter expert to actively participate in making recommendations for security solutions for new construction, renovation, and/or life cycle replacement projects; and if applicable, managing the maintenance and monitoring of alarms, detection devices, and other physical security devices in accordance with established processes and procedures.

Minimum Qualifications:

  • Minimum five (5) years of experience in a investigative role, leading/investigating complex criminal, civil and administrative cases; conducting complex criminal, civil, or administrative interviews with witness, victims or perpetrators; understanding case management, optimizing projects/programs through continuous improvement to effectively align people (staffing), processes, and technology; experience with writing, reviewing search warrants, subpoenas, court orders, court testimony experience, and conducting complicated investigations and interviews.
  • Minimum four (4) years experience in law enforcement investigations.
  • Minimum four (4) years experience in crime scene and evidence management, (Physical and Digital Evidence).
  • Minimum four (4) years experience developing security policies and procedures (e.g., investigations, loss prevention, workplace violence).
  • Minimum three (3) years of experience in a leadership role with or without direct reports.
  • Associates degree in Law Enforcement, Business Administration, Public Policy, Healthcare Management, Criminal Justice, Corporate Security, Security Management, or related field AND minimum five (5) years of experience in Security Management, Hospital Security, Law Enforcement Management, or a directly related field OR Minimum four (6) years of experience in Security Management, Hospital Security, Law Enforcement Management, or a directly related field.

Preferred Qualifications:
  • Four (4) years of experience in working with Local, State, or Federal prosecutors to charge criminal cases, or Corporate Legal for civil cases.
  • Four (4) years of experience in conducting criminal, personal or threat management background investigations.
  • Four (4) years of experience in working as a Liaison with Law Enforcement and Government agencies (Local, State, Federal and Prosecution agencies).
  • Four (4) years of experience in conducting Use of Force, Internal, Personnel, and/or Administrative Investigations.
  • Four (4) years of experience in conducting and managing Homicide, Death or Sexual Assault Investigations.
  • Four (4) years of experience in conducting fraud or white collar crime investigations.
  • Institute of Criminal Investigation (ICI) Investigations Certification.
  • Wicklander-Zulaski Interview Certification or equivalent training.
  • Professional Certified Investigator (PCI).
  • Professional affiliation with or membership in American Society for Industrial Security (ASIS), International Association for Healthcare Security and Safety (IAHSS), FBI National Academy Associates (FBI NAA), International Association of Chiefs of Police (IACP), or similar organizations.
  • Minimum two (2) years experience developing business plans and presentations.
  • Three (3) years experience leading or delivering training programs.
  • Two (2) years experience developing and communicating a security strategy and aligning projects, initiatives, and resources to execute against the strategy.
  • Two (2) years experience interpreting and applying regulatory requirements.
  • Two (2) years experience in security program transformation initiatives.
  • Experience in health care working with existing and emerging risk factors and mitigation strategies.
