JR Filanc Construction is Hiring a Payroll Administrator Near Escondido, CA

Primary Function(s):Perform all activities necessary to process accurate payroll, including maintaining related records, filing tax reports and voluntary deduction reports, processing involuntary deductions such as levies and garnishments, preparing accounting transactions and documents, documenting and updating procedures, and preparing special payroll related reports for management.

Position Responsibilities: Include but are not limited to:

  • Process full cycle payroll for all employees in house weekly, including issuing employee paychecks and statements of earnings and deductions.
  • Compute wages and deductions for all employees, including exemptions, promotions, and benefits.
  • Compile and review electronic time sheets, work charts, wage computation, and other information to detect and reconcile payroll discrepancies.
  • Verify attendance, hours worked, and pay adjustments, and post information onto designated records.
  • Process payroll in compliance with State and Federal requirements including
    • FICA, FUTA, SUI Payments
    • Quarterly Reports
    • Wage Reporting (W-2)
  • Process payroll in accordance with prevailing wage and union requirements.
  • Process quarterly payroll reports and file payroll tax returns.
  • Process and distribute annual wage reporting (W-2).
  • Report monthly union activity and process monthly union payments.
  • Coordinate payroll banking for tax deposits and employee direct deposits.
  • Enter payroll back charges and restitution.
  • Coordinate with Human Resources on payroll database changes related to new employees, benefit enrollment, bonuses, and personnel action notices.
  • Keep informed about changes in tax laws that apply to the payroll process.
  • Assist in maintaining prevailing wage bid and change order rate schedules.
  • Inform and educate company supervisors on payroll matters including prevailing wage, proper timecard reporting, payroll tax law, collective agreement provisions, and the company’s payroll process.
  • Gather payroll information for audits related to unions, tax, and financial statements.
  • Serve as the company’s union audit liaison.
  • Additional responsibilities as assigned.

Skills & Qualifications

  • Bachelor’s degree preferred, Highschool diploma or equivalent certificate.
  • A minimum of 5 years of full-time full cycle payroll experience.
  • A minimum of 1 year of full-time construction prevailing wage experience.
  • Experience processing payroll in house preferred.
  • Experience with set up and maintenance of payroll related items on benefit plans preferred.
  • American Payroll Association membership preferred.
  • Experience using an ERP accounting software is required (e.g. Viewpoint, SAP, Sage, or similar ERP accounting software). Viewpoint Vista experience preferred.
  • Experience processing payroll for a multi-state employer is preferred.
  • Strong analytical skills.
  • Motivated, self-starter with high self-esteem and confidence.
  • Can work a flexible schedule to meet payroll deadlines.
  • Excellent communication and interpersonal skills.
  • Proficient in MS Office, including advanced Excel, Word, and Outlook skills.
