Johnston County Department of Social Services has an immediate opening for a Foreign Language Interpreter Supervisor, located at 714 North Street, Smithfield.

The primary purpose of the Johnston County Department of Social Services (JCDSS) is to provide mandated and non-mandated programs and services to citizens of Johnston County. JCDSS is responsible for providing Child Protective Services, Foster Care and Adoptions, LINKS, Services for Adults and Disable individuals, Adult Protective Services, Guardianship, determining eligibility for Public Assistance (TANF, Medicaid, Food and Nutrition Services, LIEAP, Crisis Intervention, Daycare, General Assistance) and a full range of social and support services to eligible recipients.

Duties and Responsibilities

The Language Interpreter Supervisor oversees and manages a team of language interpreters that assist with facilitating communications between non-English and or Limited English Proficient (LEP) customers and staff members for various programs and services. This position is considered a working supervisor position.
The supervisor is responsible for leading, providing direction and support for the agency’s language interpreter team to ensure compliance with relevant policies and regulations and the Title VI of the Civil Rights Act.
This position ensures staff are available to provide professional interpretation and translation services for the agency. The person in this position may be required to accompany interpreters and agency staff to home and community visits.
This unit is to provide public interpreting services for individuals receiving services from JCDSS. This position will establish policies and procedures for the various programs using laws, rules, regulations and guidance from federal, state and local governments for interpreting services provided by the unit and or agency staff. This position is under the authority and guidance of the supervisor or agency Director.
This is an exempt status positon, with a normal work schedule of Monday through Friday – 8:00 am until 5:00 pm, and after-hours meetings, conferences or participation in outside activities. This position may be required to rotate a week with other interpreting staff to provide after hour coverage for child welfare or adult programs, to include nights, weekends and holidays and when the agency is closed.
This position will help strengthen the agency’s collaboration with LEP and or non-speaking community residents and providers. This position will work with other agency staff and their direct reports and community providers to resolve identified barriers or eliminate crisis that interfere with the this population in obtaining the services they need.
This position will perform other duties as assigned by the supervisor, agency Director, or Director’s designee. All agency staff are required to perform work duties during emergency/disaster situations as needed to include Shelter Duty.

Knowledge, Skills and Abilities

Knowledge of the structure and content of a foreign (non-English) language including the meaning and spelling of words, rules of composition and grammar, and pronunciation.
Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
Strong time management skills, communication and organizational skills. Strong ability to be adaptable, make good judgment, use discretion, and be responsive in a timely manner.
Ability to actively look for ways to help people. Ability to understand and interpret information in the various dialects of that language and relay the style and tone of that language.
Skilled in supervising and evaluating employees; using a computer and related software programs; assessing training needs; preparing and delivering presentations; maintaining files; writing and editing documents using general office equipment; preparing formal documents and reports; listening and understanding clients; providing customer service; and communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction, specialized bilingual communication skills to effectively communicate in both English and a language based on the area of assignment and accurately convey the idea of the source language in the target language on the spur of the moment.

Desired Education and Experience

Graduation from high school or GED and three years of experience as an interpreter and at least one year of supervisory. Must have the ability to translate English and the required foreign language, in an agency, home or community setting. Demonstrate fluency and skills necessary to meet the needs of the organization and client population served. Required knowledge of the agency’s programs or services and experience interpreting, that include both verbal and written programmatic terminology and protocol. Possess strong time management, communication and organizational skills. Strong ability to be adaptable, flexible, resolve problem situations, be resourceful in gathering and giving program information, answer questions, be responsive in a timely manner use discretion and good judgement. Considerable knowledge of office practices and procedures, Word, Excel internet email, knowledge of the Title VI of the Civil Rights Act of 1964; or an equivalent combination of training and experience.
Preferred: Bachelor’s Degree in a Human Services, and three years of supervisory or program leadership experience interpreting, and the above requirements.

Possession of a valid unrestricted North Carolina driver’s license is required for this position and the person in the position must maintain a driving record in accordance with Johnston County policy.
