JCW Grease Group – Permitting

  • Perform plan reviews for food service facility projects (and other commercial permit projects when needed) that may or may not include grease interceptors and for existing food service facilities which have ownership changes. Manage the projects using the Commercial Permitting and Grease Databases. Adhere to JCW standards for review, response times and information tracking.
  • Contribute to the effective administration of the grease management program by permitting grease interceptors at food service facilities. Manage grease database for permits and variances. Assure annual grease interceptor operating permit applications are sent. Track fees and issue permits. Assure variance, including low grease discharge waivers, and modified pumping schedule applications are sent out and return of the applications and receipt of the applicable fees is tracked.
  • Monitor and track all Common Interceptor Agreements.
  • Inspect interior plumbing connections to ensure the proper fixtures are attached prior to piping being covered.

JCW Grease Group – Monitoring

  • Monitor establishments with Low Grease Discharge Waivers at least annually for compliance with permit conditions.
  • Monitor establishments to ensure pumping is completed as required.
  • Conduct variance and modified pumping schedule inspections.
  • Enter logs from the grease interceptor pumping events to assure pumping frequency compliance on a monthly and quarterly basis.
  • Measure the outlet levels of grease interceptors based on reports submitted by the pumpers, variance requests, and follow-ups of educational visits by staff.
  • Create and mail NOVs for failure to pump as well as structural issues detected during the inspection process. Track the NOVs and using the enforcement protocol issue a codes court ticket when compliance has not been achieved.
  • Document pumping education and measurement history to establish a change of pumping frequency for an establishment.
  • Monitor FOG disposal by the pumpers to ensure usage of an approved facility.

JCW Grease Group - Education

  • Inspect and review Best Management Practices (BMPs) at establishments with Low Grease Discharge Waivers (LGDW) ensuring they are complying with policy at least annually.
  • Instruct and assist LGDW establishments with ways to reduce grease from going into the sanitary sewers by utilizing Best Management Practices.
  • Work with establishments that are pumping grease interceptors more frequently than every 90 days to extend their pump schedule. Instruct and assist establishments with Best Management Practices. Monitor these establishments to be sure pumping is done as required.
  • Provide grease education to Food Service Facilities that have exceeded the maximum limits of grease/solids found during routine monitoring.
  • Monitor establishments with Low Grease Discharge Waivers at least annually for compliance with permit conditions.
  • Represent the group at federal, state and local levels in all matters that fall within the program's purview.

JCW IPP

  • Assist in the management of the Pretreatment Program to assure Johnson County is in compliance with all federal and state laws pertaining to the industrial pretreatment. Assure compliance of industries in accordance with the Johnson County Code of Sanitary Sewer Use requirements.
  • Prepare and issue industrial wastewater discharge permits in accordance with regulations. Review all required industrial reports in a timely manner. Coordinate compliance sampling of industries with the water quality lab. Evaluate and process authorizations for special wastewater discharge requests.
  • At a minimum, conduct annual inspections of all permitted facilities.
  • Manage investigations, compliance and enforcement actions including preparation and/or review of all required documentation to assure Johnson County is in compliance with all federal and state laws pertaining to the industrial pretreatment. Perform compliance inspections in a timely manner for both routine issues and in response to complaints, spills or treatment plant upsets. Review self-monitoring reports for compliance with appropriate follow up. Evaluate industrial users for significant non-compliance (SNC) compliance in compliance with the Code. Publish SNC notices.
  • Provide information to industries regarding Pretreatment program requirements and examples to assist an industry in succeeding to meet program requirements.

JCW New Dev - New Dev Group Assistance

  • Perform the following duties as directed by Supervisor:
    • Assist Permit Group in all duties necessary to maintain Front Desk coverage from 8-5, M-F.
    • Participate on various departmental cross functional teams and works to implement initiatives.
    • Under supervisor direction, take on additional duties as assigned by rearranging routine work as needed.
    • Provide support to the Customer Relations Division as needed.
    • Develop and apply knowledge of other New Development programs to allow for flexibility and adequate staff coverage both within the primary focus area and among other programs in New Development.
    • Contribute to the professional growth by attending professional training sessions, reviewing current literature, and participation in professional organizations. Contribute to a pleasant, productive, innovative, and collaborative work environment.
Job Requirements

Bachelor's degree in Natural Sciences, Engineering, or other relevant field and two years of experience with a public agency or industry in environmental, industrial, building code and/or food related compliance with preference for environmental and/or food related experience. Two years of experience with a public agency or industry in environmental, industrial, building code and/or food related compliance with preference for environmental and/or food related experience is required. Proficiency utilizing computers and standard software in an office setting is also required. The ability to lift up to 50 lbs., travel up to 20% local within the County and excessive standing and/or walking up to 20% is required.

One year of plan preparation, review of plans, or inspection for commercial or industrial buildings and/or plumbing system is preferred.
