SUMMARY

Real Property Appraisers are responsible for appraising residential and commercial properties to establish a fair market value for ad valorem tax purposes according to state and federal guidelines.

The work is performed throughout the county and requires the employee to travel to various locations in order to perform the appraisals.

Work is performed under the direction of a supervisor and is reviewed for completeness and adherence to policies and procedures.

TYPICAL JOB DUTIES :

  • Performs administrative duties (e.g., writing reports, maintaining files, drafting mail correspondence, communicating information, providing assistance) in order to maintain efficient departmental operations.
  • Assists taxpayers with various issues related to real property (e.g., completing forms, answering questions, resolving complaints).
  • Assists the public and government agencies in accessing real property data.
  • Communicates with various entities (e.g., contractors, home owners, business owners) to obtain and / or exchange property related information.
  • Drafts and mails various correspondence (e.g., tax value letters to business owners) to communicate property appraisal information.
  • Completes valuations and / or assessments of real properties on behalf of the Board of Equalization to determine the amount of property tax owed by property owners.
  • Gathers evidence and reviews documentation (e.g., income and expense statements, private appraisals, deeds, liens, mortgages, market trends, attorney general opinions, case law, blueprints, sketches and drawings, legal descriptions) in order to obtain relevant information related to citizen protests of assessed property values and / or related court cases.
  • Inspects real properties (e.g., residences) and related documentation (e.g., property records, maps) on behalf of the Jefferson County Board of Equalization in order to evaluate construction, condition, special features, and functional design.
  • Examines the type and location of nearby services (e.g., shopping centers, schools, parks, and other neighborhood features) to evaluate their impact on property values.
  • Takes property measurements (e.g., wall lengths, offsets, and corner angles) using tape measure and miter gauge to provide information to be used for property appraisals.

MINIMUM QUALIFICATIONS :

  • Driver's license.
  • Experience in mass appraisal or fee appraisal.
  • Experience drafting written correspondences to communicate information to miscellaneous parties.
  • Willingness to pass the Alabama Manual course and the IAAO 101 Fundamentals of Real Property within two years of hire.

PREFERRED QUALIFICATIONS :

Preferred Qualifications are examples of experience and education considered to be highly desirable by hiring agencies.

  • Certified Residential Real Property Appraiser OR Certified General Real Property Appraiser through Alabama Real Estate Appraiser's Board.
  • Alabama Certified Appraiser (ACA) in Real Property from the Alabama Department of Revenue.
  • Two courses in real property appraisal.
  • Experience reading maps, deeds, and legal descriptions.
  • Experience resolving conflicts with individuals related to property valuations (i.e., public or private sector).

CRITICAL KNOWLEDGES :

  • Knowledge of laws and regulations governing the appraisal of real property.
  • Knowledge of real estate principles (e.g., types of housing, relative market values, and factors that influence property appreciation or depreciation).
  • Knowledge of the three approaches to value (i.e., income, market comparison, and cost) used in real estate appraisal.
  • Knowledge of the methods and techniques used in property appraising and acquisition.
  • Knowledge of basic residential, commercial and industrial construction materials.

WORK ENVIRONMENT :

Work is conducted both indoors in an office setting as well as during regular field visits to external places of business, residence, or construction worksites.

Work involves use of standard office equipment, such as computer, phone, copier, etc.

PHYSICAL DEMANDS :

Job involves physical exertion required for sustained periods of light physical activity such as walking or standing. May involve occasional light lifting of items or objects weighing up to 25 lbs.
