Duties and Responsibilities

As the Senior Program and Management Analyst you will provide management consulting and technical administrative support to support the Department of Health and Human Services (HHS) Office of Acquisitions (OA) in analyzing complex human resources, customer service and outreach challenges associated with its Acquisition Workforce and Strategic Initiatives (AWSI) Division within the Office of Acquisition Policy, Legislation, Oversight and Workforce (APLOW).

  • Review and analyze client's existing acquisition and workforce strategic plans to identify necessary updates to meet mission needs.
  • Provide direct strategic and programmatic support to AWSI clients
  • Execute an organizational assessment and staffing modeling study, which includes analyzing current policies and procedures, as well as funding structures, to determine the optimal solution for the client.
  • Outline and develop a program roadmap and communications plan based on the findings of the organizational assessment.
  • Implement the program roadmap.
Job Requirements

Qualifications

  • Bachelor’s or Master’s degree in Human Resources Management, Public Administration, Organizational Development, Political Science, or a related field.
  • Ability to obtain Public Trust
  • 4 years of professional experience, including experience leading teams documenting, assessing and/or advising on federal acquisition programs and/or workforce development strategies, functions, and/or operations.
  • Shall possess knowledge of Federal acquisition polices, with a preference for HHS or other civilian agencies.
  • Must have experience supporting the development of strategic plans within Federal organizations and/or leading teams in the development of enhancements to human capital programs and operations including, but not limited to, assisting in the development of recruitment, retention, succession, and/or workforce development strategies and programs.
  • Shall possess experience facilitating working sessions and presenting complex analyses to senior stakeholders.
  • Strong visual, written, and verbal communication and must be proficient with the use of Microsoft Office products (Word, Excel, PowerPoint, Access, Outlook, Project, Visio, etc.).

Physical Requirements

The physical demands described herein are representative of those which may need to be met by an employee to successfully perform the essential functions of the job. Employees must possess the ability to work in an office environment.

If required, employees must be able to operate a motor vehicle which may require sitting for prolonged periods of time to visit other company sites. Must have hearing and speech to communicate in person, before groups and over the telephone. Standing in work areas and walking between work areas may be required. This position may require an employee to bend, stoop, kneel, crouch, crawl, climb or balance, reach, push, and pull. The employee may also be required to lift and/or move up to 20 pounds.
