WIC Certifier I
Summary
This position is an entry level position that focuses on direct service programming that follows prescribed processes and procedures, routinely interviews clients, and gathers information regarding medical and nutrition history for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). The WIC Certifier I may also provide health education, nutrition education, breastfeeding support and health promotion through direct services to clients individually. Program implementation is accomplished by application of best practices and by using standardized program requirements, procedures, and/or curriculum. The WIC Certifier I must be able to communicate with clients and gain their trust as well as assess dietary histories, counsel on diet, and refer to a dietician when necessary. This position works within the public health program which improves health outcomes and influences lifetime nutrition for families of pregnant people, new and breastfeeding caregivers, and children under five.
Distinguishing Characteristics
The WIC Certifier I works with more oversight, with more direction, and within a clearly defined scope of work under the general supervision of the Public Health Director and receive program direction from the WIC Coordinator.
WIC Certifier II
Summary
This position operates independently and routinely interviews clients and gathers information regarding medical and nutrition history for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). The WIC Certifier II will provide health education, nutrition education, breastfeeding support and health promotion through direct services to clients individually or in groups. Program implementation is accomplished by application of best practices and by using standardized program requirements, procedures, and/or curriculum. Provides outreach and education to providers and community partners. The WIC Certifier II must be able to communicate with clients and gain their trust as well as assess dietary histories, counsel on diet, and refer to a dietician when necessary. This position works within the public health program which improves health outcomes and influences lifetime nutrition for families of pregnant people, new and breastfeeding caregivers, and children under 5.
Distinguishing Characteristics
The WIC Certifier II operates independently and is assigned to address multiple or more complex public health issues within the assigned serviced delivery area(s) and/or programs under the general supervision of the Public Health Director and receives program direction from the WIC Coordinator. This position has a high level of skill and responsibility for planning, evaluation, communication, and program implementation.
WIC Certifier I
Essential Duties and Responsibilities
WIC Certifier I
Knowledge
General public health topics and community resources. Office Administration and basic knowledge of social services. Adult learning styles, goal setting and behavior change dynamics.
Knowledge in the use of hazardous materials such as blood collecting, lancets, and hemoglobin test strips.
Skills
This job requires proficiency of computers skills including Microsoft Office Suite (Word, Excel, Outlook, Teams), Adobe Reader, e-mail, electronic calendar, and internet research; ability to compile, consolidate and summarize information; English grammar, spelling, written format and punctuation; effective verbal and written communication skills; significant attention to detail; demonstrated ability in gathering and analyzing data. Active listener and interpersonal skills.
Abilities
Ability to communicate effectively with the public, other agencies, and staff. Ability to build rapport quickly, thorough grasp of participant’s needs, and able to see multiple perspectives. Ability to multitask and keep detailed and accurate records; competence with word processing and spreadsheet programs; ability to problem-solve and work in a congenial manner with clients, outside agencies, and co-workers. Ability to comprehend and understand Local, State and Federal programs rules, regulations and guidelines pertaining to a variety of programs. Ability to maintain good communications with clients. Ability to promote clients right to confidentiality, quality services and respect. Ability to work outside of regular working hours. Ability to communicate with others appropriately and effectively. Demonstrate cultural competencies for the local community.
Physical Abilities
Ability to sit at a computer using rapid wrist, hand and finger movement for an extended period of time. Ability to walk, stand, talk, stoop, kneel and crawl, when necessary, over uneven terrain. Ability to lift, push or pull up to 30lbs occasionally. Ability to assist caregivers with infants and children.
Education and Experience
Minimum requirement:
High School Diploma or equivalent.
Preferred requirement:
The ability to read, write, and speak fluently in both Spanish and English. Two years office experience, preferably in a public health or related field, or any equivalent combination of training, education, and experience that provides the required skills and knowledge to perform the essential functions of the job. Familiar with the WIC program or experience with WIC services. Specialized training or experience in nutrition (infant and child nutrition preferred); training, education, and experience related to breastfeeding; working with children and infants; and training or teaching youth or adults. Experience using electronic health records (EHR) or similar client data systems. Provide interpretation for participants, staff, and Registered Dietician, as needed.

Working Conditions
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The noise level in the work environment is typical of that of an office. Work also may involve travel to meetings. Incumbent may encounter frequent interruptions throughout the workday. May be tasked to work an occasional weekend.
Working hours may be extended and highly stressful during an emergency situation. Travel may be necessary, requiring the operation of a motor vehicle, often to remote areas. The employee may be required to travel at nighttime or on weekends or in inclement weather to participate in program events or to respond to disaster events.
Probationary Requirement
This position is based on the successful completion of a nine-month probationary period and may be extended.
