Description

WIC Certifier I
Summary
This position is an entry level position that focuses on direct service programming that follows prescribed processes and procedures, routinely interviews clients, and gathers information regarding medical and nutrition history for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). The WIC Certifier I may also provide health education, nutrition education, breastfeeding support and health promotion through direct services to clients individually. Program implementation is accomplished by application of best practices and by using standardized program requirements, procedures, and/or curriculum. The WIC Certifier I must be able to communicate with clients and gain their trust as well as assess dietary histories, counsel on diet, and refer to a dietician when necessary. This position works within the public health program which improves health outcomes and influences lifetime nutrition for families of pregnant people, new and breastfeeding caregivers, and children under five.
Distinguishing Characteristics
The WIC Certifier I works with more oversight, with more direction, and within a clearly defined scope of work under the general supervision of the Public Health Director and receive program direction from the WIC Coordinator.
WIC Certifier II
Summary
This position operates independently and routinely interviews clients and gathers information regarding medical and nutrition history for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). The WIC Certifier II will provide health education, nutrition education, breastfeeding support and health promotion through direct services to clients individually or in groups. Program implementation is accomplished by application of best practices and by using standardized program requirements, procedures, and/or curriculum. Provides outreach and education to providers and community partners. The WIC Certifier II must be able to communicate with clients and gain their trust as well as assess dietary histories, counsel on diet, and refer to a dietician when necessary. This position works within the public health program which improves health outcomes and influences lifetime nutrition for families of pregnant people, new and breastfeeding caregivers, and children under 5.
Distinguishing Characteristics
The WIC Certifier II operates independently and is assigned to address multiple or more complex public health issues within the assigned serviced delivery area(s) and/or programs under the general supervision of the Public Health Director and receives program direction from the WIC Coordinator. This position has a high level of skill and responsibility for planning, evaluation, communication, and program implementation.

Essential Duties

WIC Certifier I
Essential Duties and Responsibilities

  • Certify eligible clients for WIC in accordance with Oregon WIC Policy Manual.
  • Explain the WIC program to clients, obtain anthropometrics, perform routine blood draws, evaluate nutrition status, income, length of eligibility, and explain roles and responsibility.
  • Research resources available to clients for appropriate referrals, based on their needs.
  • Refer WIC immunization screenings and WIC dental hygienist appointments.
  • Clean anthropometric equipment and hemoglobin machines after each use.
  • Provide interpretation for participants, staff, and Registered Dietician, as needed.
  • Cross train and be proactive with the WIC team in efforts to assist in client flow and serving clients.
  • Maintain training as required by the State throughout the year.
  • Promote County goals and priorities and comply with all policies and procedures.
  • Regular attendance is an essential function of the position.
  • Perform other duties as assigned that support the overall objective of the position.
  • Prepare for and Respond to Public Health Emergencies as indicated and able to within the Jefferson County Emergency Operations Plan.
Secondary Functions and Responsibilities
  • As assigned, completes reports per WIC policy and within stated timelines.
  • As assigned, participates in trainings and become recognized as an OHP Assister.
  • As assigned, participates in trainings and become recognized as a Certified Child Passenger Safety Technician (CPST).
  • As assigned, participate in daily hospital visits and other outreach activities to WIC deliverables.
  • As assigned, supports WIC Farmer’s Market check distribution, inventory, marketing and reporting.
WIC Certifier II
Essential Duties and Responsibilities
  • Certify eligible clients for WIC in accordance with Oregon WIC Policy Manual.
  • Explain the WIC program to clients, obtain anthropometrics, perform routine blood draws, evaluate nutrition status, income, length of eligibility, and explain roles and responsibility.
  • Research resources available to clients for appropriate referrals, based on their needs.
  • Refer WIC immunization screenings and WIC dental hygienist appointments.
  • Complete monthly reports per WIC policy and within stated timelines.
  • Participate in training and become recognized as an OHP Assister.
  • Participate in training and become recognized as a Certified Child Passenger Safety Technician (CPST).
  • Participate in daily hospital visits and other outreach activities to WIC deliverables.
  • Council on the benefits of breastfeeding, nutrition, and care.
  • Planning, evaluating, communicating, and implementing Public Health WIC programs.
  • Working collaboratively with a small staff team and active group of community volunteers.
  • Coordinate the WIC Farmer’s Market check distribution, inventory, marketing, and reporting.
  • Clean anthropometric equipment and hemoglobin machines after each use.
  • Provide interpretation for participants, staff, and Registered Dietician, as needed.
  • Executes, performs, and coordinates office administration tasks including front desk coverage and handling one-time projects as needed.
  • Cross train and be proactive with the WIC team in efforts to assist in client flow and serving clients.
  • Maintain training as required by the State throughout the year.
  • Promote County goals and priorities and comply with all policies and procedures.
  • Regular attendance is an essential function of the position.
  • Perform other duties as assigned that support the overall objective of the position.
  • Prepare for and Respond to Public Health Emergencies as indicated and able to within the Jefferson County Emergency Operations Plan.

Qualifications

WIC Certifier I
Knowledge
General public health topics and community resources. Office Administration and basic knowledge of social services. Adult learning styles, goal setting and behavior change dynamics.
Knowledge in the use of hazardous materials such as blood collecting, lancets, and hemoglobin test strips.
Skills
This job requires proficiency of computers skills including Microsoft Office Suite (Word, Excel, Outlook, Teams), Adobe Reader, e-mail, electronic calendar, and internet research; ability to compile, consolidate and summarize information; English grammar, spelling, written format and punctuation; effective verbal and written communication skills; significant attention to detail; demonstrated ability in gathering and analyzing data. Active listener and interpersonal skills.

Ability to sit at a computer using rapid wrist, hand and finger movement for an extended period of time. Ability to walk, stand, talk, stoop, kneel and crawl, when necessary, over uneven terrain. Ability to lift, push or pull up to 30lbs occasionally. Ability to assist caregivers with infants and children.
Education and Experience
Minimum requirement:
High School Diploma or equivalent.
Preferred requirement:
The ability to read, write, and speak fluently in both Spanish and English. Two years office experience, preferably in a public health or related field, or any equivalent combination of training, education, and experience that provides the required skills and knowledge to perform the essential functions of the job. Familiar with the WIC program or experience with WIC services. Specialized training or experience in nutrition (infant and child nutrition preferred); training, education, and experience related to breastfeeding; working with children and infants; and training or teaching youth or adults. Experience using electronic health records (EHR) or similar client data systems. Provide interpretation for participants, staff, and Registered Dietician, as needed.
Licenses and Certificates

  • Ability to successfully pass appropriate WIC training modules within 30 days of employment. Ability to successfully master WIC nutrition assessment requirements within 30 days of employment, including but not limited to: hematocrits, dietary assessments, infant and adult scales. Demonstrate ability to organize work duties and assignments.
May require certification(s) or successful completion of additional training to perform the job requirements and duties at this level and within assigned program(s).

Working Conditions

Probationary Requirement
This position is based on the successful completion of a nine-month probationary period and may be extended.
