Position Summary:

JCCA’s mission is to provide the highest quality child welfare and mental health services to New York’s neediest and most vulnerable children and families to ensure that their safety, permanency and well-being leads to a life of stability and promise.

Our programs include foster and residential care, educational assistance and remediation, case management for young people with mental health challenges and services to families to prevent child abuse and maltreatment. The Assistant Director of Permanency will provide leadership, supervision, guidance and support to program staff and is responsible for communication of all policies and procedures.The Assistant Director is responsible for ensuring the mission and core values are incorporated to the day to day function of staff with direction with regard to excellence in practice utilizing a Family Centered and Strength-Based model of approach.This position is a critical part of our Campus Services Foster Care Department and will work closely with the Campus Interdisciplinary Team.

Responsibilities:

• Ensure the mission and core values are incorporated in the day to day function of staff with a focus on excellence in practice utilizing a Family Centered and Strength-Based model of approach.

• Ensure the early engagement of families and the provision of concurrent planning and aftercare services; and monitor issues associated with service delivery

• Track and ensure consistent Program compliance with JCCA, ACS, DSS, OCFS, and Federal policies, mandates, and procedures.

• Responsible for Program performance and statistically tracked deliverables.

• Prioritize and track performance related to Permanency by driving the discharge of youth through Reunification, Adoption, Adult Housing, and other safe options.

• Participate the Inter-Division and Interdisciplinary process to identify foster parent resources, youth matching process, and successfully step youth down into a less restrictive level of care.

• Provide leadership, team building, supervision, training, evaluation, and retention of Supervisees.

• Participate in the progressive discipline process, approval process around work schedules, vacations, and all other time off, and overtime within the context of agency policy and procedures

• Responsible for the administration and oversight of the therapeutic treatment provision, case planning, and management components of the services provided to youth and their families.

• Partner with the Assistant Directors of Child Care to ensure synchrony of programming between Childcare and Social Work teams

• Collaborate with the interdisciplinary leads to ensure integrated provision of therapeutic services that meet the needs of the youth on campus and their families.

• Participate in the preparation, coordination and completion of audits and regulatory agency reviews.

• Support all functions that attain and maintain accreditation and compliance with regulatory agencies.

• Represent JCCA at ACS and Stakeholder Meeting, with Community Partners, and Agency Donors.

• Oversee implementation and drive performance of Managed Care, Families First, and other initiatives.

• Ensure provision, compliance, performance, and timely billing of Article 29i services.

• Lead implementation and training aspects of Evidence Based Models (EBMs) while ensuring model fidelity

• Administratively fill in as necessary and provide backup coverage in absence of staff.

• Provide direct supervision and ensure compliance in the management of grants (ie Wendy’s Wonderful Kids)

• Participate in the development and growth of program philosophy and practice.

• Provide crisis management and intervention as needed

• Facilitate meetings within the program, with clients, and outside stakeholders

• Participate in the campus intake process including review of referrals, interviewing prospective residents, etc

• Collaborate and liaise with child welfare agencies, Courts, hospitals, community agencies, and other governing and oversight systems

• Ensure staff preparedness, compliance, and participation in all legal matters including paperwork, reporting, and testimony in Family and Criminal Court proceedings

• Timely review and approval of all required paperwork inclusive of FASPs, MHCU, Permanency Hearing Reports, CCS21 applications, CAPS, community referrals and more.

• Review progress notes and ensure contacts are entered in in CNXX timely.

• Responsible for ensuring timely entry of all supervisory documentation responsibilities (Connections and EHR notes, supervisory notes, and more)

• Perform regular case record reviews in ensuring that regulatory requirements are met.

•Other duties as assigned, based on program changes and needs

Qualifications:

• Master’s Degree in Social Work, Mental Health Counseling, Marriage and Family Therapy or related clinical degree required; Licensed Clinical Social Worker (LCSW) preferred; Licensed Master’s Social Worker (LMSW) must obtain provisional LCSW within 60 days of becoming eligible and obtain LCSW before provisional license expires

• Previous experience in mental health, or health care setting, supporting the needs of a 365/24/7 facility, preferably in residential.

• Two years of supervisory experience in foster care, residential or community-based youth programs.

• Knowledge of core principles and standards for Foster Care and Child Welfare system.

• An understanding of the impacts of institutional and structural racism on the child welfare system and in underserved communities

• Ability to plan, assign, and direct subordinate personnel in a manner conducive to productive performance.

• Demonstrated ability to collaborate with teams that are culturally and professionally diverse.

• Proficient with MS Office with the ability to learn new technology platforms;

• Strong knowledge/experience with ACS and OCFS and managed care requirements

• Strong clinical skills and strength-based perspective.

• Excellent communication and interpersonal skills

• Bilingual English/Spanish is a plus

Salary: $68.5K - $80K
