JBW Federal is seeking a Financial Business Process Consultant. This position is based out of Fort Belvoir, VA.

Duties and Responsibilities:

• Assist in developing/maintaining standard operating procedures (SOPs) and other process documentation such as related Process Flow charts and data dictionaries, for DLA's R&D Planning, Programming, Budget, and Execution (PPB&E) Processes.
• Utilize task flow and workflow analysis to assist in developing cohesive and streamlined processes for the PPB&E activities that will maximize use of DLA's Information Systems DLA Enterprise Business System (EBS) and other internal DLA processes.
• Identify and evaluate technical approaches/tools, e.g. databases, spreadsheets, etc. that facilitate integration among the varied financial data capture and reporting information systems and Defense Agencies (e.g. EBS, Defense Finance Accounting Service (DFAS), Defense Contract Management Agency (DCMA)) that provide better visibility, reporting and management of the R&D financial resources. Prepare documentation needed to obtain, as appropriate, correct, or improve these capabilities. Working with DLA internal (e.g. J8 and J6) and external organizations (e.g. DFAS, DCMA), and support the PMO in obtaining and implementing the required capability.
• Support the PMO by conducting periodic assessments of the efficiency and effectiveness of the Budget Execution Processes, and recommending improvements based on these analyses. As changes are made, the contractor will update the PPB&E Process documentation.
• Assist the PMO in modifying inputs to and reporting of data within DoD Information Systems to support DLA R&D Finance/Acquisition processes. Develop financial processes shall organize input data to minimize duplicative entry and enable integrated reporting of financial information.
• Participate in specialized training requirements and obtain appropriate security clearances to maintain proficiency and access to DoD Information Systems including Wide Area Work Flow (WAWF)/Electronic Data Access (EDA)/Mechanization of Contract Administration Services (MOCAS)/Invoicing Receipt Acceptance and Property Transfer (IRAPT) and DLA's Enterprise Business System (EBS).
