POSITION OBJECTIVES: To provide technical assistance in the design and construction of the Cooperative's distribution system and provide input in the areas of possible improvement to existing facilities; serve as the point of contact for large consumers within the district with ongoing construction, expansion, or adjustment needs related to the Cooperative's distribution system; provide technical assistance to consumers, provide supervision for section personnel assigned; work in a team-oriented environment and provide the leadership and vision consistent with the mission of the Cooperative.

MINIMUM JOB SPECIFICATIONS:All requirements are subject to possible modification to reasonably accommodate individuals with disabilities.

EDUCATION: Require Bachelor's degree in Engineering or Engineering Technology or closely related field. Prefer undergraduate curriculum including engineering related to the field of electrical power distribution and transmission is preferred.

EXPERIENCE: Require a minimum of two (2) years of responsible electrical distribution experience involving engineering design and layout for the expansion of the electric distribution system, power requirements, and related specifications and codes.

KNOWLEDGE: Require a working knowledge of the application of engineering principles and practices involved in the design and layout of electrical distribution systems, including both overhead and underground. Require a working knowledge of the National Electric Code, National Electrical Safety Code, RUS Specifications, and construction assemblies. Require knowledge of managerial functions including planning, controlling, and the application of supervisory principles in motivating those supervised to effective performance. Require ability to pursue a continuous program of self-development both inside and outside of work hours in furthering his/her knowledge to develop in the job and accept increasing responsibilities.

SKILLS: Require effective leadership skills, excellent communication skills, both written and oral and the ability to work in a team environment. Require the ability to do the following: evaluate problems and requirements and plan systems and courses of action which will achieve a consistent, coordinated, and improved level of engineering and operations results; effectively supervise, train, and motivate assigned employees; develop and maintain good morale; leverage technology to enhance methods of accomplishing the goals of the department; devise means of securing maximum efficiency of personnel and resources; apply research and study for evaluating activities and keeping abreast of developments in the electric distribution industry; plan and prepare programs and budgets and evaluate results toward their accomplishment. Must be willing to pursue a continuous program of self-development both inside and outside of work hours in furthering his/her knowledge to develop in the job and accept increasing responsibilities.

Place of Residence: This position requires a residency within a twenty five (25) mile radius of the Gwinnett office.

WORKING RELATIONSHIPS AND CONDITIONS:

Reports to: District Engineering Supervisor

Directs: None

Internal: Actively participates within the Cooperative team environment to develop supportive relationships essential to the success of the functions of this position, achieving the results expected and encouraging throughout the organization the concepts of teamwork and cooperative spirit.External: Develops and maintains supportive relationships with member/consumers, the general public, and other external contacts to assure positive results.

This position is primarily light work; requires visual acuity in machine operation with inspection; requires ability to hear, talk, and perform repetitive motions; and is not substantially exposed to adverse environmental conditions.The following are the essential duties of this position and do not include marginal functions that are incidental to the performance of fundamental job duties. The scope and duties of a given position may change or be temporarily altered based on the needs of Jackson Electric Membership Corporation. This document does not create an employment contract, implied or otherwise, other than an "at will" employment document.

ESSENTIAL FUNCTIONS:

  1. Review the district GIS (Geographical Information System) to ensure protective device coordination, feeder load balancing, and compliance with Cooperative policies and procedures.
  2. Create master designs for large multi-phase commercial and residential developments and ensure that work orders released comply with overall plans.
  3. Serve as engineering contact point for large accounts as assigned with responsibility for system layout, creation of necessary work orders, and coordination of required materials.
  4. Review and approve work orders for large outdoor lighting projects as assigned.
  5. Layout and create work orders for system improvement projects, work plan items, DOT projects, etc., as assigned.
  6. Provide work direction for staking personnel as assigned.
  7. Ensure that district maps - including GIS, OMS, and special one line drawings - are correct and properly updated.
  8. Provide technical assistance for commercial and residential power quality complaints and/or questions as assigned.
  9. Provide engineering support to marketing personnel as necessary to analyze territorial boundary questions.
  10. Periodically review min/max reports on district distribution system feeders and make adjustments for load balancing as necessary.
  11. Operate Outage Management System (OMS) and/or provide engineering support during emergency outage situations.
  12. Direct switching on the distribution system as necessary to accommodate construction and routine maintenance needs and to isolate problem areas during outages.
  13. Maintain familiarity with the district distribution system and make recommendations for system improvements.
  14. Periodically review OMS reports and outage records in order to identify problem areas and make recommendations for improvements.
  15. Attend and participate in local Georgia Utility Coordinating Council (GUCC).
  16. Maintain list of critical loads within the context of the Emergency Operating Procedure, including medical facilities, water/sewer facilities, police/fire, communication towers, schools, etc.
  17. Coordinate plans for the district's system automation.
  18. Participate in public education and awareness of cooperative's mission.
  19. Maintain working knowledge and follow the best safety practices set forth in the Cooperative's Safety Manual.
  20. Attend and participate in annual meeting as required or directed.
  21. Perform such other duties as may be required or directed.
