About the Position

Dexis is seeking a short-term Data Visualization Consultant to perform data visualization, high-level analysis, and support database management for the assessment, monitoring, and evaluation team (AM&E) Team at the Department of State's Bureau of Political Military Affairs, Office of Security Assistance (PM/SA). PM/SA provides policy direction and oversight in the areas of international security, security assistance, military operations, and defense strategy and plans. The Dexis team is supporting PM/SA in evaluating the Foreign Military Financing (FMF) and International Military Education and Training (IMET) military grant assistance programs. The Data Visualization Consultant will support data collection, analysis, and deliverable production for the team's evaluation activities.

This will be a part-time, consultant role. Work is anticipated to occur between April – August 2024 and may be remote. Candidates must have a Secret clearance or higher.

Responsibilities

  • Support desk review of relevant evaluation documentation and materials, U.S. policies, Country-specific policies, and any relevant open-source data that contextualizes or triangulates datasets.
  • Assist in data collection tasks, including key informant interviews, surveys, and focus groups.
  • Support development of digital/virtual data collection tools and instruments.
  • Support management of database for storage of collected data, as well as data entry into database.
  • Monitor and clean data for accuracy, completeness, and redundancies. 
  • Conduct data quality checks. 
  • Develop sophisticated visualizations for inclusion in evaluation deliverables using statistical software and Microsoft Office Suite.

Performs other duties as assigned.

Qualifications

Minimum Requirements

  • Active Secret Clearance or higher.
  • A Bachelor's degree from an accredited university and 8 years of relevant experience, or a Master's degree and 5 years of relevant experience.
  • At least five (5) years of experience analyzing and/or visualizing data for USAID and/or Department of State foreign assistance projects.
  • Ability to provide strong analysis and critical thinking to complex matters of security assistance/ security cooperation, military operations, and international security.
  • Experience with Tableau, NVivo, and/or other statistical and data visualization software.
