ITA is seeking a Legislative and Planning, Programming, Budgeting and Execution (PPBE) SME to join the team.

Please note this opportunity is contingent upon successful contract award, expected Summer 2024.

Responsibilities

  • Responsible for development and implementation of assigned tasks and projects. Provides technical and analytical guidance to team.

  • Ensures adherence to quality standards, metrics, and reviews deliverables.

  • Clear communication skills: conducts meetings and responsible for informing Government on status and analysis.

  • Provide support in legislative and planning, programming, budgeting, and execution management oversight for enterprise-wide data and AI programs and the internal SAF/CND portfolio management.
  • Create executive-level briefings to support the analysis of SAF/CND and enterprise data and AI budgets.
  • Create POM options for SAF/CND leadership approval to provide for applicable Program Elements.
  • Provide support towards SAF/CND approval for PPBE activities: budget & congressional documentation; review budget requests ensure compliance with DoD Financial Management Regulation, DAF, OMB and Congressional requirements; assist with properly structuring financial data; perform reconciliation between several systems; perform daily review of forecasts and accounting data.
  • Conduct data budgets analysis summary for data and related AI legislation in all HASC, SASC, HAC, SAC released languages and marks. Including: generation and coordination of annual historical report, annual data and AI congressional reporting; development of input for compliance reporting related to infrastructure impediments to data accessibility; timely reviews of draft NDAA language for significant data and AI-related policy; preparation of inputs to testimony for the DAF CDAO and SAF/CN for engagements with Congress.
  • Support development and scoping of governance encouraging AI innovation to establish criteria for assessing AI commercial products compliance with DAF AI technology and infrastructure standards.
  • Provide technical advisory services to support data services convergence and interoperability across the DAF and DoD data services environments.

Qualifications

  • Active TS/SCI clearance.
  • Knowledge in government acquisition, financial management, program management, and legislative affairs or related experiences within a DoD organization (preferably the Department of the Air Force).
  • Experience and knowledge of the following program management and financial management software tools may include: Automated Budget Interactive Data Environment System (ABIDES), Programming and Budget Execution System (PBES), The Air Force's annual Budget Estimate Submission (July-August) and President's Budget.
