ITA is hiring a Facility Security Officer (FSO) to join the team at ITA International Headquarters in Newport News, Virginia. 

Responsibilities

The ideal candidate will be passionate about managing a superior security program, while upholding ITA's core values of Quality, Integrity, and, Respect in all interactions with fellow ITA employees, customers, and partners. As the FSO at ITA, you will play a crucial role in implementing and maintaining our Security Operations Program to ensure compliance with relevant security guidelines from Department of Defense (DoD), Department of Homeland Security (DHS) and other government agencies. You will provide essential support services to various departments, including Talent Management, Information Technology, Quality Assurance, Facilities, Communications and Proposal Management, making your role integral to the company's operations.

Key Responsibilities:

  • Take charge of overseeing and managing all facets of the National Industrial Security Program (NISP), including compliance with 32 CFR Part 117 NISPOM Rule, Intelligence directives, Industrial Security Letters (ISLs), Security Executive Agent Directives (SEADs), and other FAR/DFAR-related security directives to maintain the FCL portfolio within the National Industrial Security System (NISS) database.
  • Serve as the acting Insider Threat Program Senior Official, taking charge of overseeing and implementing the Insider Threat Program plan in alignment with the regulations of 32 CFR Part 117 NISPOM Rule.
  • Demonstrate successful engagement and collaboration with the Defense Counterintelligence and Security Agency (DCSA), and DoD, DHS, Intelligence and customers from other federal agencies, acting as the primary liaison for all communications and transactions.
  • Interpreting and applying policies, developing and implementing security programs and training, drafting plans and procedures to ensure mission success, update compliance records with corporate policies and national security regulations.
  • Expertise in International/OCONUS deployment management and foreign clearance guidance, frequently working within the Synchronized Pre-deployment and Operations Tracker (SPOT) Enterprise Suite, Aircraft and Personnel Automated Clearance System (APACS), and collaborate with life-support vender to obtain individual VISAs per country requirements.
  • Process and maintain personnel security clearances (PCL) using current NISPOM regulations for all cleared personnel within the Defense Information System for Security (DISS) against the 13 adjudicative standards.
  • Oversight of all security-related facilities actions for locations within their purview through management of visit requests and other documentation for appropriate contractor access.
  • Establish and implement a training and education program for insider threat, cybersecurity, and security awareness to educate, refresh, and motivate personnel to protect people, property and classified/sensitive information.
  • Perform Sub-Contractor Management to ensure security compliance with government regulations/requirements, including preparation of DD254’s to flow down security requirements as outlined in teaming/subcontractor agreements.
  • Participate in the new hire process from application to onboarding, ensuring new employees satisfy contract requirements to reduce contract interruptions; ensure employee outprocess meets security requirements.
  • Oversee employee and visitor access control/management of all ITA sites, coordinate with Quality Team on facility/ISO-certified policies and procedures.

Qualifications

  • Must be a U.S. Citizen.
  • Top Secret security clearance
  • Valid FSO Training Certification for non-possessing facilities
  • 1 years experience working with or administering security operations programs, including Alternate FSO experience.
  • Effective verbal and written communication skills. Should be able to adapt communication style to suit different audiences.
  • Effective facilitation skills. Should be able to facilitate group discussions.
  • Attention to detail. Should be able to develop accurate written materials.
  • Action oriented. Should be able to follow up on feedback to ensure positive outcomes.
  • Excellent time management skills and ability to multi-task and prioritize work.
  • Proficient in all MS Office Tools, with an ability to learn emerging technologies at a rapid pace.
  • Preferred: 1 years as FSO or Alternate FSO
  • Preferred: Bachelor’s Degree
  • Preferred: Knowledge on NIST SP 800-171 Personnel Clearance (PC) Security and CMMC 2.0
