  • Experience: Technical Writers shall have three years of working experience as a Technical Writer OR a Technical Writer shall have 10 years of experience in lieu of a Bachelor's Degree.
  • Skills: Technical Writers shall possess excellent written and verbal communication skills, proficiency in MS Office, and ability to write in explanatory and procedural styles for multiple audiences.
Job Duties
  • The Technical Writer(s) shall follow the appropriate work instructions when developing, updating and maintaining SOP/HA files and documents as directed by the COR.
  • Process Management of Change: The contractor will support documentation efforts as described below and ensure documents are processed in accordance with PART 6 APPLICABLE PUBLICATIONS. Each year there are an average of 50 Management of Change Requests submitted to the Safety Office for approval. The Contractor shall use the Management of Change (MOC) and Drawing databases, to ensure that all approved process changes are incorporated into the appropriate SOPs and as-built drawings. Contractor shall ensure that the Plant Data books are updated.
    • The Contractor shall work with MOC proposer to produce drawings from sketches, existing drawings, models, or verbal instructions and ensure that the drawings and SOP changes convey the correct information.
    • Management of Change (MOC) requests-Requests for changes to SOPs, HA(s), and drawings will be made in writing by the PCM to the Project Manager. The Approved Change Request form will serve as the documentation of the request. The PCM will forward request for assignment and a desired completion date to the Project Manager. The Project Manager shall provide a written response with the name of the Tech Writer and either an acknowledgement of the requested due date, or an alternative due date to the PCM and the originator within 24 hours of notification. If an acceptable agreement cannot be reached on the alternate due date, the PCM will notify the COR. The Project Manager and COR shall come to agreement on estimated completion date. If the two parties are unable to come to agreement, the KO shall be consulted for final determination.
  • SOP Development, Review and Update:
    • New SOP Development - The Contractor shall be responsible for developing between four and six new SOPs as selected by the Directorate of Engineering and Technology and the Process Documentation Coordinator (PDC). The PDC will forward request for assignment and a desired completion date to the Project Manager. The Project Manager shall provide a written response with the name of the Tech Writer and either an acknowledgement of the requested due date, or an alternative due date to the PDC and the originator within 24 hours of notification. If an acceptable agreement cannot be reached on the alternate due date, the PDC will notify the COR. The Project Manager and COR shall come to agreement on estimated completion date. If the two parties are unable to come to agreement, the KO shall be consulted for final determination.
    • SOP Review and Update - There are currently 114 Active SOPs and associated HA(s) which must be maintained each year. The PDC or PCM will forward request for assignment to the Project Manager. The Contractor shall be responsible for making required changes and ensuring that all approved MOC requests for permanent SOP changes are incorporated into the SOPs. The Project Manager shall provide a written response with the name of the Tech Writer and either an acknowledgement of the requested due date, or an alternative due date to the PDC and PCM within 24 hours of notification. If an acceptable agreement cannot be reached on the alternate due date, the PDC or PCM will notify the COR. The Project Manager and COR shall come to agreement on estimated completion date. If the two parties are unable to come to agreement, the KO shall be consulted for final determination.
  • Update of Process Technical Data Packages - Upon receipt of approval of a Management Change Request, the Contractor shall update all drawings, procedures, plant data books etc. as necessary. There are typically around 50 approved MOCs per year, with around 40 requiring updated of procedures and around 10 which require updated drawings. The PCM will forward request for assignment and a desired completion date to the Project Manager. The Project Manager shall provide a written response with the name of the Tech Writer and either an acknowledgement of the requested due date, or an alternative due date to the PCM and the originator within 24 hours of notification. If an acceptable agreement cannot be reached on the alternate due date, the PCM will notify the COR. The Project Manager and COR shall come to agreement on estimated completion date. If the two parties are unable to come to agreement, the KO shall be consulted for final determination.
  • Technical Reports: The Contractor shall be responsible for generating/drafting, updating and/or modifying no more than 10 technical reports. The subject matter expert for the content of the report will provide a test plan, report structure, data sheets, and photographs in the form of raw data. The PDC or PCM will forward request for assignment and a desired completion date to the Project Manager. The Project Manager shall provide a written response with the name of the Tech Writer and either an acknowledgement of the requested due date, or an alternative due date to the PCM and the originator within 24 hours of notification. If an acceptable agreement cannot be reached on the alternate due date, the PCM will notify the COR. The Project Manager and COR shall come to agreement on estimated completion date. If the two parties are unable to come to agreement, the KO shall be consulted for final determination. Technical reports will be filed in accordance with ET-25-01.
  • Administrative Procedures: The Contractor shall be responsible for generating/drafting, updating and/or modifying no more than 10 administrative procedures. Some procedures may be in the form of a desk guide, process maps, or other documentation as requested. The subject matter expert for the content of the procedure will provide the basic steps and provide feedback on drafts. The PDC or PCM will forward request for assignment and a desired completion date to the Project Manager. The Project Manager shall provide a written response with the name of the Tech Writer and either an acknowledgement of the requested due date, or an alternative due date to the PCM and the originator within 24 hours of notification. If an acceptable agreement cannot be reached on the alternate due date, the PCM will notify the COR. The Project Manager and COR shall come to agreement on estimated completion date. If the two parties are unable to come to agreement, the KO shall be consulted for final determination.
ScheduleThe duty hours at Pine Bluff Arsenal are between the hours of 6:30 a.m. to 5:00 p.m. Monday thru Thursday, any work hours by the contractor on a Friday must be telework.
