The District
Irvine Ranch Water District (IRWD) is a progressive, values-driven agency, with an international reputation for its leading-edge financial management practices, water recycling program, water use efficiency practices, water banking, urban runoff treatment, and energy generation and storage. Established in 1961 as a California Water District under the provisions of the California Water Code, IRWD is an independent special district serving central Orange County. The Position
Irvine Ranch Water District is currently accepting applications for a Senior Maintenance Mechanic. The successful candidate will install, maintain and overhaul all District equipment related to domestic and reclaimed water distribution systems, sewage collection systems and wastewater treatment, and dewatering/solids handling.
The ideal candidate is someone with Millwright mechanic skills, is self-motivated, a self-starter, who provides excellent customer service; focused on safety and maintaining professionalism; is detail oriented, dependable and flexible while using critical thinking skills to problem solve. Good pipefitting and production facilities experience is desired.
Distinguishing Characteristics
Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of the duties assigned. Employees perform the most difficult and responsible types of duties within the series including performing full range of maintenance, welding, fabrication, mechanical installations, operational duties, condition-based monitoring, mentoring, and leading lower level staff.

Perform the more complex journey level repairs, troubleshooting, and modifications of all water/wastewater/reclamation machinery and related appurtenances while providing training to sub-journey level personnel.

Prepare reports, summarizing the District's mechanical maintenance functions including labor, work performed, and materials used. Provide feedback on work performed.

Perform Predictive Maintenance/Machinery Condition Monitoring using computer-based machinery analyzer and exercise predictive diagnostic skills.

Fabricate from raw and exotic stock utilizing machining and welding skills.

Plan, implement and monitor non-routine mechanical related projects and tasks within the area of assigned responsibility.

Assist in the implementation of assigned mechanical work tasks within the area of assigned responsibility.

Install, dismantle, overhaul, and repair water/wastewater/reclamation machinery and equipment, including pumps, valves, engines, compressors, gear drive units, piping, conveyors, and related dewatering/solids handling/process equipment.

Identify source(s) of existing or potential mechanical problems with systems, techniques, parts and equipment and work efficiently to correct, troubleshoot and diagnose various equipment malfunctions.

Perform maintenance and repair operations using machinist skills required in Mechanical Services functions. Has thorough knowledge of machine shop and construction practices.

Perform maintenance and repair operations using welding skills required in Mechanical Services functions.

Possess knowledge and experience to properly and safely maintain District chemical, chlorination, and/or associated disinfection systems.

Read and interpret blueprints, installation manuals, and follow written and verbal instructions. Ability to make rough drawings.

Submit purchase requests for materials and tools. Monitor spare parts and daily expendables inventory. Assist in ensuring inventory is maintained at an acceptable level via purchase orders. Check shipments to ensure they are complete and correct, then administrate correct storage.

Suggest changes in work plans, implement specific tasks and projects that are not normal operating procedures, and provide work-in-progress reports.

Maintain records relating to equipment breakdowns and repair.

Utilize Computerized Maintenance Management System for work orders and Oracle network system for purchasing.

Assist in presenting department safety meetings.

Responds to emergency situations during off-hours and required. Participates in standby duties at the sole discretion of the District.

Comply with District safety work-related practices and attend relevant safety training.

Education:

  • High school graduation or equivalent required. For degrees obtained outside of the U.S., an official equivalency evaluation is required. 
  • An accredited College Certificate in Mechanical/Electrical/Millwright/Welding or related Maintenance occupation is highly desirable. 
  • Associate's Degree is highly desirable.

Experience:

  • Four (4) years of journey-level experience in a job requiring the application of mechanical skills in a water/wastewater treatment plant, water distribution system or similar environment is required.
  • Ability to operate all hand and power tools.

License / Certifications:

  • Valid Class 'C' California Driver's License required. May require Class 'A' California Driver's License, HAZMAT 1st Responder Certification, and/or Crane certification depending upon assignment.
  • Grade II Mechanical Technologist Certificate issued by the California Water Environment Association desired.
  • Grade III Mechanical Technologist Certificate issued by the California Water Environment Association highly desired.
  • Completion of a formal Apprenticeship Program and/or Collections System Maintenance and Water Distribution Certifications are highly desired.

Language Ability and Interpersonal Communication
Ability to effectively communicate both oral and written. Ability to communicate effectively with all levels of office/field employees, management and vendors. Represent District in a professional manner when dealing with outside suppliers and customers. Ability to advise and provide interpretation to others on how to apply policies, procedures and standards to specific situations.

Mathematical Ability
Ability to perform basic mathematical functions, including college level algebra and geometry. Must be able to perform dimension analysis, speed ratio computations, linear thermal expansion coefficiencies, BHP (Brake Horse Power) calculations, basic water math/hydraulic calculations and be familiar with the pump laws of affinity.

Technology Ability
Proficient in the use of MS Office Suite (Word, Excel). Keyboarding abilities sufficient to perform the job. 

Judgment and Situational Reasoning Ability
Ability to use good personal judgment and discretion in performing all job functions. Ability to use functional reasoning in performing influence functions such as supervising, managing, leading, teaching, and directing.

Physical Requirements
Will lift 50 lbs. on a routine basis. Must be certified annually to wear respiratory equipment. Must be clean shaven such that facial hair does not interfere with the fit of self-contained breathing apparatus.

Ability to exert moderately heavy physical effort in moderate to heavy work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, crawling, lifting, carrying, pushing, and pulling.

Ability to operate heavy equipment and machinery with some requiring complex and rapid adjustments, such as power hand and shop tools, mechanic's hand tools, shovel, motor vehicles, compressors, hoists, ladders, drafting tools, etc. 

Environmental Adaptability
Ability to work under sometimes uncomfortable conditions with exposure to environmental factors such as toxic agents, wildlife, disease, or equipment, traffic, or machinery.
