GENERAL STATEMENT OF JOB
Under general supervision, performs public transit planning duties, including professional and technical
planning work focusing on both short-range and long-range transit service planning, facilities planning,
special projects planning, and assist with budget planning and forecasting. Work includes federal and
state grant development and management, contractor oversight, fixed and paratransit services evaluation
and analysis, and coordination with other agencies, businesses, and jurisdictions regarding transportation,
land use plans and transit impacts. Assist with representing transit with various groups and agencies.
Employee must exercise considerable independent judgment in the performance of duties. Employee must
also exercise tact and courtesy in frequent contact with organizations, contractors, and the general public.
Reports to theTransportation Director.
SPECIFIC DUTIES AND RESPONSIBILITIES
ESSENTIAL JOB FUNCTIONS
Develops strategies for short-term and long-term transit plans.
Develops service schedules and implements service plans.
Works with Federal and State agencies in development and oversight/reporting of grants..
Works with Federal and State agencies in compiling and submitting required reports by established
deadlines.
Monitors Federal, State, and local compliance requirements and develops approved deliverables.
Develops capital projects with associated contractor and funding applications, oversight, and reporting
requirements.
Monitors and evaluates the efficiency and effectiveness of service delivery.
Performs a variety of studies regarding route design, passenger travel trends, and other indicators to
determine service improvements.
Assists in representing transit with various agencies, groups, and general public.
Uses various databases and software programs in the development and monitoring of grants, transit services,
and other related projects.
Oversees contractors and related contracts to ensure maximum efficiencies of time and cost.
ADDITIONAL JOB FUNCTIONS
Performs other related work as required.
PHYSICAL REQUIREMENTS
Must be able to pass the initial ICATS Fit-For-Duty physical examination and any follow-up exams as
required by ICATS Administration.
Must be physically able to operate any vehicle in the fleet that is assigned to the employee and be able to
operate any mobility equipment, including wheelchair lifts, located on or within the vehicle.
Must be able to clean the interior and exterior of the vehicle.
Must be able to exert in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of
force frequently, and/or in excess of 25 pounds of force constantly to move objects.
Must be able to maneuver wheelchairs (Approximately 200-300 lbs. passengers seated in the chair must
be able to tilt, push, and pull.) for the purpose of loading, securing, and off-loading a lift-equipped
vehicle. Physical demand requirements are for Heavy Work.
MINIMUM TRAINING AND EXPERIENCE
Bachelor's Degree in Transit Planning, Transportation Planning, Transportation Management, Urban
Planning or related field; with at least one (1) year of experience; or an equivalent combination of
education and experience sufficient to successfully perform the essential duties of the job. Strong
analytical, writing, and oral communication skills essential.
SPECIAL REQUIREMENT
Must be bondable and able to relate to people of all ages and economic and ethnic backgrounds.
Must comply with NCDOT/FTA requirements for pre-employment, random, reasonable suspicion, and post-
accident drug and alcohol tests as deemed appropriate by the Iredell County Area Transportation System
current approved drug testing policy. Must pass the NCDOT CDL physical examination.
Applicant will be asked to complete a Physical Driving Test as a condition of employment.
Must have a telephone or be able to be reached.
Background checks are performed as a condition of employment and performed annually thereafter. DMV
checks are performed as a condition of employment and annually thereafter.
DMV checks are performed as a condition of employment and annually thereafter. DMV driving record
should comply with the ICATS’s Motor Vehicle Record Check Policy.
Drivers must have no more than two chargeable accidents or moving violations in the past three (3) years and
must not have a Driver’s License suspension or revocation within the past five (5) years.
Office of Inspector General Exclusions Database search will be performed monthly.
