PROGRAM(S): School Uniting Neighborhoods (SUN) Community Schools 

REPORTS TO: SUN Supervisor 

OPENING DATE: March 25, 2024.

REQUIREMENTS: English Required, 2nd Language Preferred in: Spanish or another language commonly spoken by the respective school communities. Works with youth under age 18; Must be able to pass ODE/school district background check. May include some evening hours based on programming needs.

GENERAL POSITION SUMMARY: SUN Community Schools is a Multnomah County initiative that aligns community partners and resources to help reduce barriers that keep students from being successful in school and in life. Within each SUN Community School, the collective efforts of the school community, youth, parents, local businesses, faith communities, libraries, school districts and community organizations create a network to offer programs and activities to uplift students’ academic engagement & social-emotional development, meaningful family engagement, and resource navigation to access available community resources. 

The SUN Community School Site Manager will mobilize and strategically organize community resources to provide: 

  • Academic support activities (during after school hours and/or during out-of-school time) 
  • Social-emotional development activities for youth 
  • Enrichment and recreation activities for youth, adults, and families 
  • Resource navigation to access school/community resources like food pantries and health clinics. 
  • Family involvement and community events.
  • Volunteer opportunities. 

The work of the SUN Site Manager as well as activities to be implemented are performed at the respective school where the SUN CS program is housed. This position is the operational lead within the SUN Community School set up and will involve program budgeting, community outreach, program development and implementation, coordinating partner services, and providing direct supervision to staff and volunteers who form the SUN Team. This position is responsible for executing all contracted program deliverables. The SUN Site Manager will also support other programs or services integrated within their respective SUN Community School, that may include Early Kindergarten Transition (EKT), weekly pantry or food backpack distributions, and community garden projects. This position is responsible for ensuring that all program correspondence and reports (for Multnomah County SUN Service System as well as other SUN associated programs) are completed and submitted in a timely manner.

By offering numerous programs and services our Site Managers, SUN staff, IRCO youth academic school-based staff and community-based locations can meet a families’ particular need. IRCO’s mission perfectly aligns with SUN’s aim to improve student success through expanded academic support, exciting and inspirational enrichment activities, and health and social service resources for them, their families, and community neighbors. 

ESSENTIAL FUNCTIONS: These essential job functions are fundamental to the performance of the job. Individuals are qualified to perform the job only if they can perform all the essential functions of the job with or without reasonable accommodation. These essential job functions include many, but are not all the necessary tasks the employee may be asked to perform: 

  • Collaborate with the principal, school staff and families to regularly survey the needs and interests of the school community. Develop SUN programming that aligns with the needs and interests of the school community. 
  • Collaborate with principal to explore how SUN activities will be integrated in the School Improvement Plan to support student academic achievement, parent & family engagement, and community outreach. 
  • Develop programming strategies that align with outputs/outcomes required by Multnomah County’s SUN CS initiative and/or funders. 
  • Be able to complete in a timely manner, program reports (e.g., midyear and end of the year narrative reports), and data entry requirements for Multnomah County and other funding sources. 
  • Maintain a SUN Leadership Team comprising parents and key stakeholders to support family engagement and community outreach activities. 
  • Collaborate with the IRCO Hunger Relief team to support with weekly school pantry distributions and other hunger relief efforts like food backpack programs, as well as referrals to access such programs. 
  • Participate in School Leadership Teams (e.g., Student Intervention Team, Student Attendance Response Team, Grade Level Teams) and provide recommendation to align adopted student improvement plans with culturally appropriate, equity and inclusion practices. 
  • Design and/or update SUN Partner Handbook as needed, so that all partners, staff, and volunteers involved with conducting after school and out-of-school time activities are familiar with SUN safety and operational protocols. 
  • Provide regular onboarding and orientations to partners, staff, and volunteers to create understanding of SUN protocols as detailed in the SUN Partner Handbook, proper use of school space, including school rules surrounding student behavior in the school and classrooms. 
  • Train and supervise new employees, including volunteers. Encourage and ensure optimal communication with staff and volunteers through regular meetings. Monitor and evaluate job performance of staff and volunteers. 
  • Work with IRCO SUN peers and IRCO HR to hire staff. Consult with supervisor and HR regarding staffing needs, disciplinary issues, work plans, and staff termination to ensure alignment with IRCO policies and procedures. 
  • Ensure all programming partners have sufficient space at the school, including access to the resources and supplies needed to provide their activities. 
  • Create and manage safety plans for SUN programs that are offered outside of school hours, including training partners, staff and volunteers on practices that ensure the safety of everyone in the building. Work with building staff to offer emergency drills after school. Follow the Multnomah County “Out of School Protocol”. 
  • Work with supervisor to develop and sign Memorandums of Understanding, Professional Service Agreements and other partner agreements with all entities conducting programming /or activities as part of SUN. 
  • Develop registration and marketing materials for SUN related events and activities. Maintain communication with school staff, families and partners and make targeted efforts to register the students who will most directly benefit from the activity. Manage registration and create class and student schedules. Effectively communicate SUN program schedules to students, families, and school staff. 
  • Ensure confidentiality of student information. Effectively record all data and maintain records in accordance with funder’s guidelines. Complete all required report writing, program evaluations and data entry by the required deadline. 
  • Work with school counselor and school staff to create resource navigation system to help families connect to resources that aid in meeting their basic needs such as food, health care, transitional housing, utility bill and rental assistance and shelter housing. 
  • Manage program budget as directed by the SUN Supervisor or IRCO Admin. 
  • Ensure that all fiscal and HR records and reports are completed within the required time frames. 
  • Attend meetings as assigned, including meetings at school, IRCO, systems level (internal/external SUN Site Managers meetings and crossover programming meetings), work groups and community meetings. 
  • Work with supervisor and IRCO Communications to conduct outreach activities promoting IRCO’s SUN Community Schools and Agency objectives, when assigned. 
  • Partner with school and school district to conduct culturally appropriate family and community engagement events. 
  • Establish and maintain cooperative external relationships with funders, volunteer agencies, the community, and the public. Participate in groups as required to fulfill program goals and deliverables.

SECONDARY FUNCTIONS: 

  • Must have the ability to maintain positive working relationships with agencies, programs and with all community contacts. Have strong project and time management skills. Ability to work flexible hours and a variable schedule. 
  • Must have strong computer skills and ability to use a PC and proficiency in many Microsoft Office and Google Workspace programs, graphics and related software and can use other software packages including internal and external e-mail/internet. 
  • Ability to function in a positive manner in a demanding work environment, to demonstrate a high degree of flexibility, to respond to priorities and schedules that change frequently, and to meet commitments. 
  • Ability to meet multiple, sometimes conflicting deadlines. Strong analytical and decision-making abilities

  • Candidates must have strong skills in decision making, interpersonal skills, conducting presentations, teamwork, problem analysis, creativity, negotiation, customer service, training/supervising, perform basic math (add, subtract, multiply and divide), perform basic programming (database setup, setting system defaults, some software modification) and independent judgment. 
  • Must be punctual, maintain a good attendance record, and be able to work flexible hours to meet the availability of clients. 
  • Must be able to use basic office equipment including computer, telephone, copy machine, scanner.

Requirements

 JOB SPECIFIC QUALIFICATIONS: This position often has a wide diversity of work situations, and the job involves a high degree of complexity. Candidate needs to be able to operate independently with minimal on-site direct supervision and perform tasks related to a larger project with minimal direction. The job requires flexibility, excellent interpersonal skills, project coordination and the ability to work well with all levels of employees, clients, and vendors. Often times, this position must balance requests by various shareholders. The work is in a constantly changing social service environment. This position communicates with contacts both inside and outside of IRCO. Communications frequently contain confidential/sensitive information necessitating a good understanding of HIPPA and FERPA standards. This position works primarily in an office/school environment, but may be required to work in outside spaces, such as playgrounds, or to go on field trips with groups of students, or ride on buses. 

KNOWLEDGE: 

Education: Bachelor's Degree (4) 

Experience: 1-2 years of experience is required (3) 

Licensure, Certification: CPR/First Aid, Food Handler’s Card 

Additional Language Required: Spanish, or other language commonly spoken by enrolled students/families preferred. 

Computers: All positions at IRCO require use of a computer and experience working with Microsoft products including but not limited to Microsoft 365, Excel, Word, Outlook, and PowerPoint. Familiarity with Google Workspace (applications and software) is useful as school districts typically utilize format.
