GENERAL POSITION SUMMARY:
For decades, IRCO has been helping refugees to find employment in Oregon. Starting in December 2021, IRCO began offering reception and placement services for brand-newly arrived refugees and parolees. Through this programming, IRCO assists individuals and families who have fled their homes and have been granted refugee or parolee status by the US Government and have been approved to resettle in Oregon. IRCO's resettlement and placement services welcome new arrivals, set them up in adequate housing, help them navigate local resources and connect with their new communities. The program also links them to IRCO's hundreds of programs (including Refugee Employment Services) and to their relevant IRCO cultural center. This program also provides Extended Case Management for those needing additional services after the 90-day Case Period of Resettlement and Placement.
The R&P Case Manager, in partnership with other team members and volunteers, will greet newly arriving families and individuals at the airport and spend the following months working toward meeting their initial basic needs. This will include assisting clients with accessing temporary, short- and long-term housing, ensuring access to adequate and culturally appropriate food, facilitating access to health care, connecting families with schools for children enrollment, connecting with employment services, and providing warm hand-offs to other IRCO services, community organizations, and community support for other services needed. Additionally, Case Managers will be tasked with assessing and enrolling clients in housing programs, and referring them to Extended Case Management, PC Gaps and PC ICM, should clients need additional assistance approaching the 90-day period's end.
This may consist of conducting potential client intakes to determine eligibility for programs such as identifying client needs once, they are found to be eligible, and then making referrals to the relevant resources needed to help them achieve self-sufficiency.
ESSENTIAL FUNCTIONS:
R&P Program
  • Provide comprehensive, culturally, and linguistically appropriate wrap-around case management services to clients. Case management includes support around housing, access to benefits, children's placement in schools, coordination with health and mental health resources, connection to employment programs, and provision of basic needs.
  • In coordination with the R&P Housing Specialist, ensure appropriate, safe, accessible housing is secured in advance of the arrival of each client. Ensure that housing is properly furnished with furniture and basic household items.
  • Conduct home and site visits and perform intake assessments.
  • At any time of day or night, greet arrivals at the airport, and provide transportation to clients to their new homes.
  • Provide culturally specific meals to clients upon arrival and orient them in their new homes.
  • Serve as an advocate and cultural liaison for clients and mainstream services providers.
  • Provide interpretation and translation as able and as needed.
  • Establish and maintain a case file for each case and utilize USCRI required forms and documents.
  • Facilitate clients' access to eligible state or federal benefits and services.
  • Protect clients' privacy and follow agency and funder confidentiality policies.
  • Provide information, education, referrals, advocacy, and support to clients, based on their individual needs.
  • Maintain up-to-date client records in case files, in IRCO's client database, and in any funder-required client databases.
  • Coordinate case management activities with other team members including volunteers, community health workers, and peer support specialists. Convene and attend case consultations as necessary.
  • Participate in regular training and communication sessions with supervisor and attend program related meetings internally and externally.
  • Adhere to all IRCO and funder policies and procedures.
  • Perform other duties as assigned.
SECONDARY FUNCTIONS:
  • Work with volunteers and community groups willing to support clients.
  • Collaborate with community partners to explore resources available for clients.
  • Keep involved with community gatherings and ensure clients integration within the community.
  • Organize or provide transportation for clients to attend scheduled appointments.

Requirements
JOB SPECIFIC QUALIFICATIONS:
  • Associate degree in human services or equivalent field, or equivalent work experience required.
  • English required. Demonstrated fluency in a second language is also required.
  • Experience working or living in multicultural and/or multilingual environments required. Experience with refugee populations preferred.
  • Experience in case management or social work preferred.
  • Exceptional interpersonal skills, including keen listening, relationship building skills, and trauma informed working skills.
  • Ability to work well in team Setting, as well as independently; ability to be flexible and adapt well to different dynamics in a fast-paced work environment.
  • Proficiency in Microsoft Office applications including Word, Excel, and Outlook.
  • Flexibility to work evenings, nights, and weekends on an as needed basis.
  • Must have a valid State issued driver's license, insurance, clean driving record and personal transportation.
  • Excellent written and oral communication skills.
  • Commitment to IRCO mission and drive to work in partnership with vulnerable populations to achieve self-sufficiency.

Education: Associate degree (3)
Experience: 1-2 years of experience is required (3)
Additional Language Required: Bilingual in another language required. Preferred languages include Dari, Pashto, Farsi, Rohingya, Amharic, Arabic, Somali and Swahili.
Computers: All positions at IRCO require use of a computer and experience working with Microsoft Products including but not limited to Microsoft 365, Excel, Word, Outlook, and PowerPoint.
