Internews Network is Hiring a Remote Deputy Chief of Party, Civic DEFENDERS

ABOUT THE OPPORTUNITY

Internews is seeking a Deputy Chief of Party (DCOP) for a forthcoming USAID-funded Leader with Associates (LWA) global Internet freedom award that will support local civil society, independent media, and human rights defenders to better prevent and respond to digital repression in their own contexts, particularly in repressive contexts. The activity will focus on building long-term, local resilience among civil society through a networked approach involving global, regional, and local actors. The activity will provide technical assistance on digital security, digital governance advocacy and engagement, censorship circumvention, and holistic legal, psychosocial, and physical security support. The DCOP will support the Chief of Party (COP) in managing the leader award, coordination with associate award projects, and ensuring effective consortium governance through closely liaising with partners at all levels. 

LOGISTICS

Internews has US offices in Arcata, CA, and Washington, DC which support a hybrid workforce with staff working remotely, fully in-office, or partially remote. Our ideal candidate will be based in the Washington, DC area and will work from the office on a full-time or partially remote basis (2-3 days per week in the office, and 2-3 days remotely). Remote candidates based elsewhere in the US will also be considered.

DAY-TO-DAY TASKS will include: 

  • Provide management and operational oversight for Internews' consortium and core activities in support of the COP.
  • Ensure the project is in compliance with all grant and cooperative agreement rules, requirements, and regulations as well as with Internews' internal policies and procedures. 
  • Support the COP in ensuring strong coordination and collaboration with Internews' regional and support teams, ensuring strong feedback loops and communication processes are established and understood by all parties. 
  • Establish processes and systems to enable effective communications, streamline implementation and enhance impactful implementation, obtain buy-in from Global and Regional Teams, Consortium Members, and other relevant stakeholders.
  • Cultivate and strengthen relationships with local partner organizations and ensure that implementation is responsive to the needs of partners and beneficiaries. 
  • Support the project's Monitoring, Evaluation and Learning team to track and report project progress and activities monthly against work plans. 
  • Manage the project's budget, ensuring all costs charged to the project are allowable, reasonable, and correctly allocated.
  • Provide management and oversight of daily operations of the leader award, with regular review of associate award processes and activities. 
  • Provide administrative support and consortium outreach for new and ongoing associated programs globally, as needed.
  • Serve as the funder and internal Internews point of contact for the project in the COP's absence. 
  • Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws.
  • Carry out management responsibilities including interviewing, hiring, and training employees; planning, assigning, and directing work; addressing complaints and resolving problems for staff based in the US and abroad.

QUALIFICATIONS WE'RE LOOKING FOR

  • 10 years of relevant professional experience, including at least 7 years of management experience. Experience in resource management and mentoring management staff is required; experience in field implementation is strongly preferred. 
  • Relevant university degree or equivalent lived/professional experience required.
  • High professional proficiency in English is required; additional language skills are preferred.
  • Significant professional experience and expertise in managing development assistance programming, preferably with a global or multi-regional scope. 
  • Previous senior-level management experience, including significant staff, financial, and administrative oversight; a leadership role in an LWA is an asset. 
  • Professional experience related to Internet freedom, digital rights and governance, digital security, censorship circumvention, and/or supporting partners in these areas is strongly preferred.
  • Experience managing budgets and ensuring sub-grantee compliance; familiarity with USAID rules and regulations.
  • Excellent soft skills, including diplomacy, interpersonal, and communication skills, with a problem-solving attitude and as a self-starter who works both independently and as a collaborative team player.
  • Experience working on and supervising staff on a fully remote, global team.
  • Experience using project management tools such as Airtable.
  • Demonstrated ability to organize and prioritize multiple ongoing assignments.
  • Ability and willingness to travel internationally, up to 15% of the time.

The annual salary range for this position is US $98,600 - US $128,200. 

The above salary range applies to US-based candidates only. If based outside the United States, the benefits and salary structure that apply will ultimately be based upon the candidate's location.
