The RAI US Department currently provides services in 28 US cities, and its portfolio has grown to encompass a spectrum of support with numerous local partners, hundreds of corporate, foundation, and government donors, and thousands of individual givers. The IRC is committed to developing innovative, context-specific programs in response to strategic funding opportunities with a range of local, state and federal government agencies, as well as private foundations and corporations. This work is led by the Resource Acquisition & Management team, in close collaboration with RAI regional and technical units as well as the Finance Department and RAI Budget team.

Job Overview/Summary: The Pre-Award Program Officer is a leading partner in business development for selected RAI US field offices and RAI Headquarters-led projects. The PO will provide remote support to the field offices in their grant-seeking efforts by managing workflows and providing quality control over proposals to public and private donors in line with IRC’s quality standards and responsiveness to the donor’s programmatic priorities. This position requires close collaboration with colleagues across the organization, including RAI HQ and field staff, IRC’s Awards Management Unit (AMU), External Relations, and Finance Department to ensure that proposal submissions consistently meet high standards and lead to effective program implementation.

Major Responsibilities:

  • Work in partnership with assigned RAI US field offices on pre-award business and serve as a resource to finalize and submit high quality proposals.
  • Ensure the IRC business processes and workflows are adhered to and all internal reviews and approvals are completed prior to submission; finalize and submit full proposal packages for USG federal opportunities.
  • Review proposal budgets and budget narratives for accuracy, feasibility and consistency with a) the project design and its operational requirements and b) IRC and donor guidelines.
  • Coordinate, and manage as necessary, the proposal development process with other HQ staff, finance, technical advisors, and AMU and External Relations department staff.
  • Provide proposal revision and support to the Program Excellence team
  • Participate in leading relevant trainings and conferences
  • Work with AMU to review and approve donor agreements and ensure all final documentation is executed, collected, and stored for Post Award management.

Position Reports to: Director, Resource Acquisition & Management

Internal Contacts: RAI Budget Team, HQ Finance, Awards Management Unit, RAI-US Field Offices

External Contacts: The PO must communicate with officers at federal agencies.

Job Requirements:

  • Bachelor’s Degree required, Master’s degree a plus
  • Minimum of three year of grants-related experience June 2023
  • Superior writing skills
  • Basic Excel use
  • Experience reviewing grant proposals and programmatic budgets
  • Ability to work with multiple stakeholders in order to move projects forward
  • Excellent communication and customer service skills
  • Proven ability to work flexibly and to solve problems with appropriate input from relevant stakeholders
  • Capacity to manage multiple projects and timelines and adapt to shifting priorities

Working Environment:

  • Remote eligible or hybrid
  • A combination of standard office environment, remote work, and ‘field’ time within the service delivery area to perform the above outlined responsibilities.
  • Occasional domestic (non-local) travel required; up to 5%.
  • May require occasional evening work.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirement.
