Job Description

Job Overview: 

In 2022, in response to an increase in asylum seekers and migrants arriving to New York after having recently arrived via the southern US border, New York City’s Health & Hospitals (H&H) launched several Humanitarian Emergency Response and Relief Centers (HERRCs) to provide humanitarian reception and supportive services to asylum seekers while they stabilize and organize plans to reach their final destination, whether that be NYC or elsewhere in the US.

The IRC New York office will partner with H&H to provide initial intake and assessment, basic legal information, referral services, and reconnection case management to arrivals at HERRC sites. The IRC believes that effective humanitarian reception can serve as a gateway to a safe and dignified asylum system in the US by providing asylum seekers with initial reception and referrals to understand their rights and the legal process, providing more intensive case management for cases with heightened needs, and facilitating safe connections to US ties—whether in New York or elsewhere—and referrals to legal and social services in their final destinations.

The Data & Quality Control Coordinator supports data integrity through the development and implementation of data collection, monitoring, and reporting mechanisms for the IRC’s reception and transitional case management programming at the HERRCs. Reporting to the Site Lead and in collaboration with the Monitoring & Evaluation Manager, the Data & Quality Control Coordinator serves as the lead for each HERRC related to data management and analysis. The position also works collaboratively with the site team, technical advisors, and the Research, Analysis & Learning (RAL) team at IRC’s headquarters to promote high-quality data tracking and reporting. This includes identifying reports and other tools that enhance quality assurance, monitoring, and evaluation efforts.

Major Responsibilities:

  • Coordinate efforts with the Site Lead, M&E Manager, program managers, RAL team, and technical advisors to ensure sound data collection and information management systems are in place to support ongoing performance and action.
  • Work with technical advisors, the RAL team, and Site Lead to set-up the project in a case management database.
  • Implement and follow internal data control processes, ensuring consistency with donor and IRC internal requirements, and performing regular quality assurance checks.
  • Recommend modifications to data collection and reporting processes for process improvement.
  • Support a data-driven approach to communications and problem-solving with internal staff and external stakeholders, with the goal of improving program performance and contextual analysis.
  • Contribute to regular program reports by compiling relevant data and conducting data analysis.
  • Provide training and technical assistance to staff on data collection systems and tools, including tools to collect client feedback.
  • Support program staff in developing and implementing strategies to close client feedback loop (i.e reporting back action taken based on feedback).
  • Fully engage as a member of the team, participating in program meetings and staff development activities.
  • Perform other duties as assigned.

Job Requirements:

Education:

  • Undergraduate degree, preferably in social sciences, data science or statistics, or a related field.

Work Experience:

  • A Minimum 3 years of working experience in Monitoring, Evaluation, and Learning related functions, preferably for programs for refugee or displaced populations. Experience with data management systems, M&E planning, data analysis, and reporting.

Demonstrated Skills and Competencies:

  • Strong foundational M&E knowledge and skills, including ability to support the design of evaluable projects, develop quantitative and qualitative data collection instruments, analyze quantitative and qualitative data.
  • Experience performing data quality assurance.
  • Experience interpreting/analyzing data and using it to inform program decisions.
  • Proven experience with indicator tracking and donor reporting.
  • Experience with data management systems; experience with Social Solutions’ ETO platform is highly desired.
  • Leadership experience with M&E planning, system set-up, maintenance, and oversight from inception to close-out.
  • Experience with collecting and compiling accurate, timely data from staff and partners.
  • A strong understanding of routines that promote data quality and data-driven decision making.
  • A strong understanding of client feedback systems and demonstrated dedication to applying a GEDI lens to monitoring, evaluation, and learning.
  • Demonstrated experience with MEL and data collection training.
  • A strong understanding of principles and processes involved in collection of data from linguistically diverse refugee, immigrant, and migrant (RIM) populations.
  • Demonstrated success working and communicating effectively in a multi-cultural environment.
  • Self-starter with excellent problem-solving skills combined with the proven ability to prioritize and manage time effectively.
  • Strong project management skills.
  • Attention to detail and accuracy in work product.
  • Fluent in English, both spoken and written; proficiency in language(s) spoken by client group is desired.
  • Proficient in Microsoft Office applications (Word, Excel, Outlook); ability to use the internet and other digital tools for data entry, research, and problem-solving purposes.

Language Skills:

  • Fluency in written and spoken English
  • Bilingual ability desired but not required in Spanish, Portuguese, Mandarin, Russian, Arabic, Turkish, Dari, Georgian or other New York City refugee/immigrant language. Strong cross-cultural understanding and excellent communication skills, both written and verbal.

Working Environment:

  • Daily on-site presence at the HERRCs, which are 24-hour/7-day facilities, where it is expected that the IRC will operate on a regular (for example, 9-5) schedule; some flexible or hybrid work hours with supervisor permission.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirement.
