Qualifications:

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience with IRS functions, as well as extensive knowledge in the Appeals Account and Processing Support (APS) function programs, policies, regulations, procedures, and operations to evaluate programs plans and determine impact of changes on program goals; Experience with cross-functional programs (e.g., statutes) and their interrelationship with assigned program to conduct reviews, studies/projects, and coordinate systems and resource utilization of program operations. Your experience must be sufficient to demonstrate the ability to provide guidance and serve as a technical program and policy expert to be able to make recommendations; Experience recognizing significant tax issues and enforcement changes in order to revise or recommend changes in basic implementing regulations; Experience using the principles of management planning, program and process analysis to develop, design, and implement new or revised policies and procedures; Experience communicating and presenting plans and proposals to, top-level managers and field employees (individuals and groups), as well as, experience writing comprehensive reports, policy information, and document analysis findings and conclusions.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

AND

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to 'All US Citizens'.

15 Vacancies will be filled in the following specialty areas:
Independent Office of Appeals: Case & Operations Support/Policy Planning Quality & Analysis/Collection Policy & Analytics and Examination Policy & Analytics teams.

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
  • Serves as the program specialist to perform assignments that are agency-wide in scope and have significant impact on issues facing Appeals
  • Assists the Director or team leader in planning, coordinating and conducting Appeals Business Reviews of field offices.
  • Serves as the division's representative on task forces or study groups, formulates and assists in the determination of policy for Field Operations.
  • Serves as the division's representative to address divisional and Service-wide issues and ensures that the Chief's policies and views are fully expressed and advocated.
  • Evaluates the efficiency and appropriateness of the delivery of Appeals services to taxpayers.
