Position Title: Director of Finance
Assignment Location: At the District Office at Dakota County Technical Center, Rosemount, MN
Hours per Day: 8 Hours
Schedule: 7:30 a.m. – 4:00 p.m., Monday through Friday, following school calendar as assigned

POSITION OVERVIEW:
Performs complex professional work leading and managing business services by providing system-level leadership to ensure processes align with policies, core values, and strategic direction, maintaining strong relationships with external and internal stakeholders through strong fiscal management and excellent communication, developing and maintaining financial records and reports, managing the financial operations and department in accordance with district policies, rules and regulations, and state and federal laws, and related work as apparent or assigned. Work involves setting policies and goals under the direction of the Superintendent. Departmental supervision is exercised over assigned personnel.
RESPONSIBILITIES:
- Supervising staff in the finance department to include prioritizing and assigning work, conducting performance evaluations, ensuring staff are trained, ensuring that employees follow policies and procedures, maintaining a healthy and safe working environment, and making hiring, termination, and disciplinary recommendations.
- Develops and administers multiple budgets; approves expenditures; reviews financial statements; manages financial operations; maintains cost monitoring and control procedures; assures the efficient and economical use of department fiscal, human, facility, and time resources; oversees and prepares for the district's annual financial audit.
- Serves as a member of the management team and acts as an advisor to executive management and the School Board on matters related to assigned area of responsibility; provides guidance to and receives guidance from the School Board; provides recommended courses of action that may impact financial, human resources management, legal, and/or other areas within the District.
- Coordinates school district property and casualty insurance and maintains liability insurance at appropriate levels, while effectively managing the district's risk exposure and potential liability; oversees the district's health insurance benefits plans and worker's compensation; participates in the insurance advisory committee for the purpose of ensuring accurate and clear communication regarding insurance information/concerns between administration, employees, and the providers.
- Collaborates with the Director of Human Resources and other district leadership in the collective bargaining process by preparing for and participating in contract negotiations.
- Acts as a liaison with other operating units, agencies, member districts, and outside officials related to the business services departments areas.
- Develops long-range planning in collaboration with others, relating to the future needs for facilities and long-term facilities maintenance funded projects.
- Acts as the District's food service director by annually maintaining the Certified Food Protection Manager certification and overseeing site-level food service to comply with state, federal, and local laws.
- Interprets and administers pertinent law, regulations, and statutes; administers a quality control andcompliance program including quality review of vendors and products being used and services provided by contractors.
QUALIFICATIONS:
- Bachelor's degree and extensive experience directing the operations of a finance related department, or equivalent combination of education and experience.
- Comprehensive knowledge of and ability to apply principles and practices of public administration;comprehensive knowledge of governmental budget management, accounting, and operational departments; comprehensive knowledge of applicable local, state, and federal laws, rules and regulations; comprehensive knowledge of principles of finance, payroll, grant, food service, facilities and contract administration; comprehensive knowledge of public procurement laws and processes
- Comprehensive knowledge of special Education Revenue and Tuition billing; comprehensive knowledge of preparing and delivering presentations to member districts, school board, and internal staff
- Comprehensive knowledge of fiscal Policy and financial management; comprehensive knowledge of public policy and board decision making processes; comprehensive knowledge of leadership Principles
- Comprehensive knowledge of interest based bargaining; comprehensive knowledge of conducting financial analysis and developing strategic plans; comprehensive knowledge of supervising and evaluating employees

- Ability to compute rates, ratios and percentages; ability to establish and maintain effective working relationships with Attorneys, Auditors, Bank personnel, Board Members, Community Members, Directors, District employees, Insurance Agents, State and county agency staff, Superintendents, Vendors, and the general public.
- Obtain business, finance, accounting, and attendance software training within six months of hire.
- Obtain UFARS, MEGS, and SERVS training within six months of hire.
- Obtain MASBO certification within six months of hire.
- Obtain Certified Food Protection Manager certification within one year of hire.
- Certified Public Accountant (CPA), preferred
PHYSICAL REQUIREMENTS:
- This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force
- Work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires reaching with hands and arms and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting
- Work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels
- Work requires preparing and analyzing written or computer data and observing general surroundings and activities; work occasionally requires exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment and exposure to bodily fluids
- Work is generally in a moderately noisy location (e.g. business office, light traffic).

Intermediate School District 917 provides special education, career & technical education (CTE), and/or alternative learning for nine member districts in the south metro. Our programs are located in more than 20 sites throughout the south metro, including Dakota County Technical College (DCTC) where our district office is located.
